WASHINGTON — The extreme funk that settled over the country during the summer has eased slightly, but Americans remain gloomy about the economy and more than half say President Barack Obama does not inspire confidence about a recovery.

A sizable majority – more than 7 in 10 – believe the country is headed in the wrong direction and, in a new high, 43 percent describe the nation's economy as "very poor," according to a new Associated Press-GfK poll. Among those surveyed, less than 40 percent say Obama's proposed remedies for high unemployment would increase jobs significantly.

The pessimism is not a good sign for the nation's recovery hopes and presents a more urgent challenge for Obama as he mounts his re-election bid.

About 4 in 10 think unemployment will rise in the coming year; just 23 percent expect it to decrease. And few expect the government to be able to help. Only 41 percent say the government can do much to create jobs, and less than 40 percent say the main elements of Obama's jobs proposal would increase employment significantly.

What's more, expectations for the coming year have not improved, with 41 percent believing the economy will remain the same, 27 percent saying it will get worse and 30 percent saying it will improve.

In a glimmer of a bright spot, less than a quarter of those surveyed say they think the economy worsened in the past month, compared with nearly half who felt that way in August. And Obama could find some solace in the poll's finding that 44 percent place heavy blame for the economy's state on President George W. Bush, while 27 percent put the blame on him.

Still, the public's mood is decidedly downbeat, creating yet another obstacle to economic growth, which relies in part on public optimism to spur demand.

Illustrating Obama's precarious perch, 9 percent of survey respondents who said he deserves to be re-elected said they could vote for one of the three leading Republicans seeking the presidential nomination.

"If Romney and Obama were going head to head at this point in time I would probably move to Romney," said Dale Bartholomew, 58, a manufacturing equipment salesman from Marengo, Ill. Bartholomew said he agrees with Obama's proposed economic remedies and said partisan divisions have blocked the president's initiatives.

But, he added: "His inability to rally the political forces, if you will, to accomplish his goal is what disappoints me."

Despite the high number of people who believe the country is headed in the wrong direction, Obama himself gets some benefit of the doubt. His approval ratings are holding steady, with 46 percent approving of his job as president and 52 percent disapproving. Obama's standing with the public is weakest on the economy and in his efforts to tackle unemployment, with about 6 in 10 disapproving of his handling of both.

Obama's standing still vastly exceeds that of Congress. In a slight improvement, Congress' approval ratings rose from its August low of 12 percent to 16 percent. Still, 82 percent disapprove of Congress, including 56 percent who say they "strongly disapprove."

Little illustrates the decline in the public's faith in Obama more than the sharp dip in confidence he has experienced since the highs he enjoyed immediately after his election. Specifically, only 43 percent of the respondents say they are confident that Obama "will be successful in bringing about the changes needed to improve the economy," compared with 72 percent who said they were confident of his abilities in November 2008.

"I believe he is doing all he knows how, but it's just not working," said Ann Anderson, 49, a college administrator from Homer Glen, Ill.

Democrats tend to stick by the president, expressing much more confidence in his ability to turn the economy around. More than 7 in 10 say they are at least somewhat confident of his abilities to improve the economy. Among independents, 37 percent are that confident and only 11 percent of Republicans share that view.

Still, the disappointment in Obama extends to some Democrats who believe he should stand his ground.

"When Obama got elected I was real hopeful for a lot of changes," said Dave Buerger, 60, a part-time registered nurse from New Salisbury, Ind. "Overall I would say that I'm real disappointed in his concessions to the banks and Wall Street and the Republicans. I think he needs to be more liberal and stand his ground more. I think he's given in too much."

When it comes to compromise, 72 percent of respondents said Republicans were not doing enough to cooperate with Obama, whereas only 47 percent said Obama was not doing enough to cooperate with Republicans.

Even as the public expresses disappointment in Obama and disapproval of Congress, only 41 percent of respondents say the government can do quite a bit or a great deal to create jobs. Three out of 10 believe government's impact on jobs is moderate and 29 percent say it can help create little or no jobs at all.

Similarly, a majority of the public does not hold much hope for the job creation prospects of either Obama's $447 billion jobs proposal or for measures proposed by congressional Republicans.

Obama's plan to create jobs by increasing spending on public works projects such as schools, roads and bridges finds only 37 percent of respondents believing it will create a significant number of jobs. Tax credits to companies that hire those who have unemployed for six months or more elicits a similar response.

Only 27 percent of the respondents said a Republican proposal that reduces regulations on businesses would create a significant number of jobs; 45 percent say it would create few or no jobs.

The poll, however, found substantial support – 62 percent – for a proposal by Senate Democrats to pay for Obama's jobs proposal with a surtax on incomes over $1 million. One quarter of the respondents opposed the idea and 10 percent said they were neutral. Though the surtax has little or no chance of passing, the poll results underscore the view of Democrats that the proposal has political appeal.

Anderson, the college administrator from Illinois, voiced cautious support for the tax on millionaires.

"That's a tough call. Yes, I do, but that's only because I'm not one of them," she said. "Should they pay their fair share? Absolutely. Should they pay a certain percentage? I don't know how to answer that."

But Teresa Rowe, 53, a dance team consultant from Richland, Wash., said she preferred an overhaul of the entire tax system.

"They'll go after the millionaires first and then those slightly below millionaires. It's a slippery slope," she said. "They need to look at the entire tax system and revise the whole system."

The Associated Press-GfK Poll was conducted Oct. 13-17 by GfK Roper Public Affairs and Corporate Communications. It involved landline and cellphone interviews with 1,000 adults nationwide, and had a margin of sampling error of plus or minus 4 percentage points.

is one of the many suffering the fallout from this catastrophic economy,and my fury is squarely
aimed at the congress.we can blame Bush for our country's debt.it can not be refuted that Bush
contributed mightily to that debt.he messed with people's life's and didn't seem to care,the Republicans and particularly the tea parties disparaged compromise as a dirty word.yet the self-serving GOP won this debt deal by refusing to compromise.our three branches of government were created to guarantee checks and balances,yet it's clear that the recent abuse of power-by our congressional leaders and specifically by tea party zealots-will drive this country into the ground.

It's all about making good choices.

Obama wants to turn every American into a 'have not'...(except himself, of course)
His dream is to remove opportunity and replace it with wealth redistribution.
Take from the person who worked hard all his life and made the most of his opportunity..
and give his wealth to those who didn't.

No thanks.

I'm so happy you decided to make good choices instead of bad choices. I also salute your 'can-do' American attitude. I'm sure your success was a big fat question mark until you decided to 'work hard' and 'make good choices.'

See the problem? I doubt it.

Let me spell it out for you: You are successful because you were always meant to be successful.

We set up a system that promotes success.

Look, I own a small business. I continually marvel at the breadth of companies in the country that are standing by ready to aid my success.

Need insurance? Equipment? Vehicles? Raw materials? Legal advice? Loans? Employees? Advertising? Training? It's all right there waiting for you to take advantage of. All of it.

It's like you walked into a kitchen and the eggs were freshly whipped, the cheese grated, the chives chopped, and the skillet pre-heated to the perfect temperature. You're not going to have to work very hard to make that omelet.

The difference between us is that you sit down to eat that omelet convinced you did it all on your own. I'm aware that the businesses and the government that makes those businesses possible has a lot to do with my success.

And I don't mind paying for it.

You're successful? Great. How successful would you be if the government hadn't educated your customers and employees for free? Could you function without roads, electricity, clean water, or police protection?

Would you be as successful without access to the courts? Are government regulators keeping your competitors from cheating on their taxes, inspections, or building codes? It's not fair to you if they do.


Dude...it's not socialism. It's not socialism for me to ask why the other guy is landing on "Free Parking" on EVERY SINGLE DICE ROLL. Because that's where we're at, right now. The game is rigged against everybody trying to make an honest buck, and trying to make 'good decisions.'

PEOPLE, GOOGLE IT! During the first two years of the Obama Presidency, with the Democratic majority in the Congress, THE ECONOMY WAS GROWING! Albeit slowly, employment, stock market, spending all the financial indicators were moving in a positive direction. ENTER THE BOEHNER "WE'LL DO NOTHING AND BLAME IT ON OBAMA" HOUSE, AND ALL IMPROVEMENT STOPPED, AND STARTED TO SLIDE. Now, in order to put the cherry on the "defeat Obama" parfait, any attempt to encourage employment is being sacrificed to insure their success, at the expense of the American People.

In my book that constitutes ECONOMIC TERRORISM, BY THE CONGRESS ON THE AMERICAN PEOPLE.

That's what is so sad about all of this..... never before has a president faced such unquestioning opposition on ANY AND ALL initiatives during such dire circumstances. They will literally have spent 4 years with no other goal than to get him out of office. That fact is fully documented for the whole world to see and yet the blame gets put on Obama for "His inability to rally the forces".

No. It's the willingness of his opposition to create gridlock in the hopes of political gain while the country goes down the tubes. Anybody (this Bartholomew guy included) that acknowledges this scenario yet votes for the republican nominee is a gutless_coward_that has abandoned any sense of ethical justice and is willing to just concede power to political/economical hostage_takers.

You know why, dopey, because even some of the Dems. thought it was too radical and voted against them! You liberals blame , blame , blame because when you screw up , it's the other guys fault. The republican field of candiidates is a group of regressive,flat earth,flip floppers who will sell all idealogy to appeal to a narrow band in the political spectrum and then supposedly shift to the middle in a general election.Their crediblity and integrity now comes into question and if that is the case why would anybody consider these people worthy to lead or represent America on a world stage where image speaks volumes.

I believe polls are silly and can be customized to return whatever information the pollster is looking for. That said, if we take this poll as gospel, it is clear that the American people, while disappointed with the lack of progress, still stand with Obama over GOP ideology by a significant margin. Reelection bids are always a referendum on the previous term, and the American people will return this president to the White House simply because his ideas make more sense. Look for some serious soul searching for the GOP in 2013...

I think this article shows that public opinion of Obama is not that bad. 40% of the people are not happy with him. 25 - 30% are conservatives who wouldn't vote for him anyways and out of the remaining 10% a percentage are people who thinks he isn't liberal enough and would never vote for a GOP candidate. The bottom line is that "Obama is going to have reelection woe's!" is a bigger story than "Obama is still the best choice for 2012!" and thats why media keeps slanting these stories as a negative for the president.

Obama is in trouble. When he begs people to clap about his jobs plan it is evident. The generic repub beats him and that is before the ads and a named person. Obama overplayed his hand by getting a flawed ObamaCare passed first and a haphazzard Stimulus. People are not as stupid as he thinks. It's now anyone but Obama.

According to most reports, your party as a whole is unsettled about their primary field. That means "generic" is more popular than anyone up on that debate stage. And when some_loser that is less popular than a generic candidate actually becomes the nominee, the country's preference for Obama will be apparent. People are not as_stupid_as YOU think.

Umm although I am an Obama supporter, I too have been disappointed to see him not take on the Repubs more effectively. He's extended the olive branch too many time.s

However, shouldn't the headline be that most voters prefer Obama to the current Congress?

Repubs are right about one thing. Government can't provdide jobs...because they keep voting down every bill that would provide jobs i.e. the latest no vote on providing over 400,000 jobs for providing educators, policemen that protect society and firefighters that could help put out the entire state of Texas, currently still engulfed in flames.

"I won."
He meant it..it's his way or the highway.

He will NOT work with the Republicans because they'd get in the way of his socialist agenda if he were to implement any of their ideas to create jobs.
