Chinese Toddler Run Over, Ignored By Passers-By, Dies Amid Outrage

10/21/11 06:33 PM ET   AP

BEIJING — A toddler who was twice run over by vans and then ignored by passers-by on a busy market street died Friday a week after the accident and after days of bitter soul-searching over declining morality in China.

The Guangzhou Military District General Hospital said that the 2-year-old girl, Wang Yue, died of brain and organ failure. "Her injuries were too severe and the treatment had no effect," intensive care unit director Su Lei told reporters.

The plight of the child, nicknamed Yueyue, came to symbolize what many Chinese see as a decay in public morals after heady decades of economic growth and rising prosperity.

Gruesome closed-circuit camera video of last Thursday's accident, aired on television and posted on the Internet, showed Yueyue toddling along the hardware market street in the southern city of Foshan. A van strikes her, slows and then resumes driving, rolling its back right wheel over the child. Over the next seven minutes, as she lay with blood pooling, 18 people walk or cycle by and another van strikes her before a scrap picker scoops her up as the girl's mother rushes into the street looking for her.

State media said the girl's father was tending the family's hardware shop at the time of the accident and her mother was busy hanging laundry. Both failed to notice she had wandered outside.

Yueyue's death touched off another round of hand-wringing about society and personal responsibility. Many comments posted to social media sites said "we are all passers-by."

Communist Party chief of wealthy Guangdong province, Wang Yang, has called the accident "a wake-up call for everybody."

Li Xiangping, a professor of religion at Huadong University, said on a Twitter-like service that it is too easy to blame others. "What after all prompted such a sad phenomenon? Officials? The rich? Or is it our own cold-heartedness?" Li said on Sina Corp.'s Weibo.

Police have detained the drivers of both vans on suspicion of causing a traffic accident but have not said what formal charges they would face and if manslaughter would be among them now that the girl has died.

The people who could be seen on the video passing by the injured Yueyue have recounted being harassed for ignoring her. The respected Southern Metropolis Daily newspaper quoted a man it identified only as a hardware merchant Mr. Chen as saying that he had been receiving crank calls ever since someone picked him out as the 16th passer-by. He said he hadn't noticed the child.

Some experts said an unwillingness to help others is an outgrowth of urbanization as migrants pour into cities and create neighborhoods of strangers.

"Rapid urbanization not only affects China or Foshan, but anywhere in the world where you have a lot of high-rise buildings, where there is high population density, then the relationship with the neighbors, and with each other is affected," said Yao Yue, a psychologist and director of telephone help-line for distressed people in Beijing.

A beautiful 2 year old lying in a pool of blood and no one helped!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Can't imagine hitting her, stoping, then rolling back wheels over her. That is called an accident that turned into murder in my opinion. The driver new he hit her and then to drive back wheel over her would result in further injurys that would result in death. Sick person.

When there are too many people, human life loses its worth.

Flat out lie.

This is what happens when a tyrannical government murders its own people by the millions and brainwashes people with the notion that there is no value to human life.  Dead bodies in China have become so commonplace that people don't even care when they pass one.

Similar examples of bystander apathy have taken place in North America, within AND outside of Chinese communities (e.g. the rape/beating in Flushing, the Alzheimer's/frozen to death incident in Toronto). Call it a horrible cultural habit among Chinese people if you must, but using this tragedy as an opportunity to impose your personal views of the Chinese government is petty. The same can be said to the fellow below me. An innocent child died, citizens were selfish and careless about human life. But this is not a political issue -- nor does this sort of thing only take place within some evil aura within the bounds of China that you're conjuring up -- so you can keep your Lou Dobbs word-stock to yourselves.

People ignored this child because the brutal Chinese Communist Party has eliminated any belief that the Chinese people had in God and goodness. The gangster regime has used and is using torture, slavery, organ harvesting and murder on its own people since 1949, and since 1999, it has been attempting the cruel genocide of tens of millions of innocent Falun Gong practitioners using the same tactics.
There are no human rights in Mainland China but the Governments of the West continue to do business as usual because of corporate greed, turning their backs on human rights issues that they used to cherish.

Passing by a dying child. Understandable if your starving youself. It was a market. Moving to the city ain't like in the good ole USA, circa late 1800's.

How can people ignore a bleeding dying baby? How can human beings be so self centered and soulless to glance at a child in a pool of blood and not have that haunt them for life? I have a hard time not painting all Chinese with the same brush but I simply can not fathom the cruelty here. The parents should have never let her out of their sight and the drivers need to be prosecuted as far as they can. If you have not watched the video, DON"T!!! Watching a child flattened and left crumpled while people LIE and step around and over her is nauseatingly evil. They didn't notice her? LIES!! I hope they are tormented by their lack of compassion for life.At least she is safe and no one will ignore her again. Peace little angel, Millions mourn for you.

There was a similar story of a man stabbed in New York I believe. He lay on the street for more than 15 minutes as several people walked by. I doubt this is a Chinese thing, but a problem with our collective humanity.

I doubt that you or anyone else in the USA would not come to the aid of an injured child lying in the streets. This is not collective humanity, its Chinese culture.

Poor baby. No way could I watch a video of her getting hit. To all those who did pass her by, they should feel ashamed.

Yeah, usually I check out the graphic accidents and stuff but that I wouldn't be able to watch.

Read the story, but can't bring myself to watch the video. Just heartbreaking.

Before we condemn all Chinese citizens for the actions of a few, take a moment to think about how many Chinese soldiers are stationed abroad and fighting in other nations. The answer is: next to none. The United State's government has killed more innocent children and civilians since 9-11 than the terrorists did. Children die in horrible ways in war, and these wars are equally cruel.

I don't condemn all Chinese citizens, just those who were able to see with their own two eyes, a bleeding, hurt child and walked by. Those are the ones I condemn. We are all supposed to be human first.

Guangzhou is one of the first and foremost bastions of capitalism in a socialist China. This outrage, therefore is no surprise.,

True the Chinese Government do not look at Girls useful at all. It's all about the Boys, because they need to reinforce their Army that serve their Nation for Destruction, not only of other Nations but, obviously of their own people
