Obama On $1.2 Billion Black Farmers Settlement: 'Brings Us Closer To The Ideals Of Freedom and Equality'

President Barack Obama called a judge's approval of a $1.2 billion government settlement with black farmers who for decades had been denied loans and assistance from the Agriculture Department, a step forward in "addressing an unfortunate chapter in USDA's civil rights history."

This is the second round of settlements in a case filed in 1997, which alleged that thousands of black farmers had been discriminated against between 1983 and 1997. This round is directed at farmers who were not awarded payment because of missed filing deadlines. The judge said payments would likely be dispersed in a year or so, after neutral parties reviewed the individual claims.

"This agreement will provide overdue relief and justice to African American farmers, and bring us closer to the ideals of freedom and equality that this country was founded on," Obama said in a statement.

"So many farmers had given up hope that this would ever come to pass," said John Boyd, the head of the National Black Farmers Association, according to CNN. "It's gonna take about a year to run all the farmers through the system. Each case will have to be looked at in a forum that's also looked at by the court. Once the cases are checked, then the farmers start to get their money."

And during a briefing this afternoon, Attorney General Eric Holder told reporters that the settlement helps "African-American farmers to focus on the future and brings us one step closer to giving these farmers a chance to have their claims heard."

Blacks now make up about 1 percent of the nation's farmers and ranchers, according to the USDA. In 1920, blacks made up roughly 14 percent of the nation's farmers.

The federal government has acknowledged historic racial bias and in 1999 settled a class-action lawsuit that alleged discrimination in government loans.

Earlier this year, Republican presidential candidate Rep. Michele Bachmann and Rep. Steve King (R-Iowa) called the settlement a waste of federal money. King likened the settlement to "modern-day reparations" and said that much of the settlement "was just paid out in fraudulent claims." King went on to criticize the Obama administration's plan to resolve separate lawsuits filed by Hispanic and female farmers.

"That's another at least $1.3 billion," King said during a news conference after the pair toured flooded area in Iowa near the Missouri River. "I'd like to apply that money to the people that are under water right now."

Bachmann seconded King's criticism, chiming in that, "When money is diverted to inefficient projects, like the Pigford project, where there seems to be proof-positive of fraud, we can't afford $2 billion in potentially fraudulent claims when that money can be used to benefit the people along the Mississippi River and the Missouri River."

Here is the problem that those on the right never get right..."just can't get right"! They'll say the money is a waste, can be better used for the "people" along th Miss, Missouri river area or elsewhere! Yeah, maybe some minority effected but the majority is WHITE that would get diverted money. Not to say they don't need it but the point is that money could still go there and those BLACK farmers for decades discriminated against still deserve the settlement. If some of those wasteful programs by govt, and occuppied military bases, unfunded two wars and the 2% paying their taxes! I have no doubt things could be covered. Furthermore, how could the money be a waste if goes to the people that help put food on the table? Sorry, the right many times are so full of BS is just makes me mad with their thinking because they aren't thinking if nothing more for themselves!

Look, this is a wrong perpetuated by the U.S. government - Federal bureaucrats with a biased, racial prejudice purposedly discriminated against a class of farmers solely because of the pigmentation of their skin. This was a GOVERMENT action, not the action of some major food supplier or businessman. This tort resolution is reasonable, legally justifiable and, more importantly, right.

As in the words of Thurgood Marshal "Simple Justice" - Simple justice is what these farmers asked for!!!

This doesn't do anything but cause more racial diversity. This bill and the Hate Crime bill just proves that there is a racial line and it's not getting smaller, just wider. But what I really want to know, is just how much money is going to reach the farmers. I've always heard that blacks were more harder on blacks than whites. If that's the case, one black lawyer is going to be rich while the 1000's of farmers will be just as they are now, but now mad because they didn't get their fair share of free money. Where's Jessie's share and Al's at?

what i would like to see is the black farmers making connections to urban communities to create food growing network providing jobs and food security. we need to make this happen. the black churches especially should be organizing that. my community site will be doing something like that.

I don't believe the prez is trying to take credit, yet he's giving props where it's due....in addition, I''m sure the prez expects all us us to go out and accomplish many things without his help....granted....in life, we all need some form of assistance from time-to-time....family - friends, etc.

It's all good brother but I'm voting for the man next November 2012.....why.....just take a look around at what he's been facing, unlike any other president in history, which I might add, is exactly what myself and many other black men of a certain age and them some deals with on the almost regular.

The president more or less doesn't deserve any credit for this settlement.......it's all about those who put up the good fight for for what's owed...

Obama has failed the Black community. We sent him out on a mission. Not only did he fail that mission, but now he blames us for his failure. And now he's sending troops to Africa. He has sided with the enemy. I'm just looking at the facts.

We didn't put Obama in the White House so we would still have to do things without his help. If he wasn't gonna help, we could have voted for McCain and gotten no help either.

The sad part is sometimes the people affected at the time years ago are not the ones getting the money which has been appropriated. Also now if some of those affected do get the money they may have moved on to other avenues and farming is not where they are. The small white farmers many times coulld not get loans due to smallness and the lack of ability to pay back loan. Then those small farmers have been swallowed up by large corporations who control the farming.

"Black Farmers and Institutionalized Racism: Aside from their skin color being used as a factor in determining their loan worthiness or credit viability, USDA agents confronted black farmers with a host of other types of discrimination.

Historically shunned by larger commercial banking institutions, black farmers were especially dependent upon the USDA as a "lender of last resort" for their farming needs. Because black farmers were supposed to be a higher credit risk than Anglo farmers, the USDA burdened them with higher interest rates, according to John Boyd, leader of the NBFA. Boyd also alleged that the USDA had a tendency to delay black farmers' loan approvals until late into the crop season. USDA agents would alter loan applications to increase black farmers' chances of being rejected, and would alter loan repayment schedules without notice and to the detriment of the borrower, Boyd says.

Investigation also found that while the approval or rejection process for Anglo farmers averaged 60 days, for African-American farmers the process averaged 120 days.

Even more overt instances of racist behavior have been documented. One black farmer reports that when he handed in his application it was thrown into the trash right in front of him."

Nearly 100,000 claims have been filed, although the Census Bureau says there were only 33,000 black farmers during the ears covered by the settlement. Virtually all claims are "Track A" claims. People who file Track A claims need only allege they were farmers or would ave been farmers had they received a loan. No proof they actually owned farms or applied for farm loans is required. The $50,000 payout is automatic. The fraud short changes black farmers who can actually present evidence that they applied for and were denied loans

I am black, I pay taxes. Some of that money went to white farmers. The same money was denied black farmers...why...because they happened to be black. This was wrong. Some of these farmers are still alive and farming I am still black and still pay taxes. I gladly support my taxes going to these American farmers...why....because its right and fair. Some people are never upset when wrongs are done so long as they are done to other people. Wrongs are wrongs and when possible they should be made as right as reasonable. America would be much better if we all pulled together realizing that we all matter. We can all rise together or sink fighting like fools.
