The States Doing The Most (And Least) To Spread The Wealth: 24/7 Wall St.

24/7 Wall St.   Charles B. Stockdale, Michael B. Sauter, Ashley C. Allen   First Posted: 11/12/11 12:05 PM ET   Updated: 11/12/11 12:06 PM ET

From 24/7 Wall St.: The Occupy movement has brought economic inequality to the headlines. Occupy protesters around the country have labeled themselves the 99 percent, in contrast to the wealthiest 1 percent. While this has captured the public's attention, differences in wealth have always existed, and states have tried to level the playing field by redistributing money through education spending, unemployment benefits, health care, welfare, and other means.

Read The Ten States Doing The Most To Spread The Wealth

24/7 Wall St. examined government spending by state in a number of categories to identify those that give the most and least in money and benefits to their residents. Our analysis has found that states that provide the most services and benefits have high income inequality. In order to finance these programs, the states that offer the most to their residents also have among the highest tax burdens in the country. While all income levels benefit from government assistance, the poor and the dispossessed benefit the most, in the form of welfare, medicare, and unemployment insurance.

Tax burden refers to the average amount a person pays in taxes as a percentage of his or her income. The Tax Foundation calculates each state's tax burden by taking the total amount paid by the state's residents in taxes, and dividing it by the total income of the state's residents. Eight of the ten states that are most generous are among the top fifteen states with the highest tax burdens. New York, New Jersey, and Connecticut are all included on the list and also fill the top three slots for largest tax burdens in the country.

Income inequality measures how evenly wealth is distributed among residents of an area. Income inequality is high when a few people make a great deal and many make far less. Six of the ten states that are most generous are in the top 15 states for highest rates of income inequality. The three states with the greatest inequality in the country — New York, Connecticut, and Massachusetts — are among the most generous. Many of the states giving the least, such as Idaho and Indiana, fall on the other end of the spectrum for income inequality.

It also happens that the states that spend the most on their residents have particularly high costs of living. While it may be that state governments simply give more because costs are higher, the difference in spending does reflect the entire situation. In many cases the most generous states also provide benefits for longer periods of time, such as unemployment and cash assistance for needy families. Nine of the ten states on the list are within the top 15 for highest costs of living. and seven of the ten least giving states are within the bottom 15 for cost of living.

24/7 Wall St. used the percent of former weekly wages covered by state unemployment insurance to rank unemployment benefits by state, using data from The National Employment Law Project. The amount each state spends on education per student, including teacher salaries, as well as data on income inequality, measured by the Gini coefficient, comes from the Census Bureau. Medicaid spending per recipient is from The Urban Institute and Kaiser Commission on Medicaid and the Uninsured. Medicare spending per recipient is from the Centers for Medicare and Medicaid Services. 24/7 ranked the average amount each state employee receives in pension benefits per year using data from the Center for Retirement Research at Boston College on defined benefit plans. Data on the average number of months of benefits received and the average monthly amount of cash assistance from Temporary Assistance for Needy Families (TANF), a welfare program that provides cash assistance to American families with dependent children, was obtained from the Administration for Children and Families. Cost of living data is from the Missouri Economic Research and Information Center.

Here are the 10 states doing the most to spread the wealth, followed by those doing the least, according to 24/7 Wall St.:

So I think i missed something here... which state(s) have the least inequality?
I saw a couple of states with the most inequality but I didn't notice any with the least marked.

Occcpation of street never helps. What hurts the bank is in their pocketbook but most of the people who have small checking account (the most expensive account for the banks to keep) if you never bounce a check is the least revenue generated by the bank. That is why if you are that good customer who kept small account will need to knock on the credit unions door for your service since they are mostly operated as non-profit organization and many will assist you to open an account with them. If you are a banker watching your bottomline (they will welcome your business only if you frequently overdrawn), you are the least favourite customers that they need to get rid of.

Most of the states listed are the states that fund the Federal Government. In addition to educating their citizens that have been burdened with taking care of welfare queen states on the dole. It seems so unfair to have the states listed that invest in their citizens sending money to the states that do not value education of their citizens.

Makes me laugh that Indiana came in dead last when it comes to pension benefits...especially since our governor has spent the last two years vilifying teachers as "greedy and overpaid"...yeah, our retirement stinks (and so does our pay)...most public employees lost their collective bargaining rights years ago and teachers lost their rights last year....

"Still, [Alaska] manages to spend the third largest amount per pupil each year, provide the sixth largest amount in medicaid per beneficiary, and give the largest amount in monthly TANF assistance in the country."

..Isn't that because the rest of oay for it?

I forgot the new villian socioeconomic class created rightwingnuts, the "government class."

Did you know that most home fires are caused by firemen? They do it so they can freely walk into your house and steel the money from under your matress and raid your wife's jewelry chest.

Did you know that most carjackers are undercover cops that just want to take your hard earned car for themselves?

Did you know that teachers train their students to bring your bank account numbers to them so they can take you hard earned money?

Repulicans love to pit ordinary citizens against each other.

Sounds like you grew up in New York City in the old days ,
We all knew of Firemen who salvaged little things, and that when you finally called the police about that strange smell coming from that old ladies apartment down the hall , they would pick through looking for easily pocketable cash and valuables.
Been there , and knew them .

What is fascinating, in a sense, about the anti-wealth redistribution talking point crowd is that they have no problem with the current redistribution of wealth towards the top 1%, only redistribution that goes the other way.

Also, it is intereresting to point out how conservatives are masters at vilifying the English language. "Liberal" used to mean a person who believed in freedom for eveyone. Rightwingnuts made "compromise" akin to breaking one of theTen Commandments. The new word vilified in "re-distribute." There are just so many words today that rightwingnuts have done their best to vilify.

Lastly, rightwingnuts always claim there is constituional backing to their claims, yet never produce the hard evidence. If you do provide hard evidence to the contrary, they just dismiss it and go back to their talking point.

Have you ever tried to argue with a brick wall?

This article is titled wrong. The title should relate to those states doing the most to steal from the achievers and give to the non-achievers. Here is a lesson for you from the Republican you hate the most:

“You cannot help the poor by destroying the rich.
You cannot strengthen the weak by weakening the strong.
You cannot bring about prosperity by discouraging thrift.
You cannot lift the wage earner up by pulling the wage payer down.
You cannot further the brotherhood of man by inciting class hatred.
You cannot build character and courage by taking away men's initiative and independence.
You cannot help men permanently by doing for them what they could and should do for themselves.”

You are correct, Sir! President Lincoln, the father of the Republican Party, who we love and Democrats hate, was a great conservative.

And is 24/7 a Socialist, Communist run group; evidently. By the way; would you 24/7 people please as George Soras if he would redistribute some of his wealth to me. Thanks

I am happy and proud to live in one of the 10 least states. That means the state govt is not confiscating my money to give to freeloaders. Taxes low-rights high. Redistribution of wealth has been unamerican, until recently. States rights not federal control.

Ah, yes, those ethereal "freeloaders." Even though you will never see one, just trust me,they are everywhere.

Actually I think I actually saw one of those mythical freeloaders having a beer with a sasquatch the other day. They were fishing for Loch Ness on the lakeside.

When I lived up north I saw them all the time, Living in government housing, standing in line for foodstamps, going to the emergancy room for medical care since they can't be turned away. These people can't take care of themselves why should the rest of us. Cull them from the heard and more will prosper.
07:05 PM on 11/13/2011
I see it all the time, government housing with new cars parked in front, sattilite dishes, using food stamps while talking on an iPhone and paying for vodka and smokes with cash... freeloaders!

I disagree with NJ's statistics.

For one thing, NJ is lousy with huge, sprawling "senior" communities which are restricted to folks 55 and above. They pay much, much less in property taxes. I have no problem with actual seniors getting a break, but I think "senior" should be defined as someone who is eligible to receive Social Security and Medicare, not someone who at 55 years of age, is still young, working, and should be a contributing member of the taxpaying base. I mean, come on. I'll be 55 in five years, and I still have children in elementary school.

Those of us who live in regular neighborhoods have to pick up the slack for those who check out of regular society at 55. Our property taxes are choking us to death.
