Super Committee Democrats Propose Scrapping Bush Tax Cut Debate In Exchange For Billions In Revenue

WASHINGTON -- Under their latest proposal to the deficit reduction super committee, Democrats would agree to undertake comprehensive tax reform that included a pledge to avoid letting Bush-era tax cuts for the wealthy expire.

According to a private document, the authenticity of which was confirmed by a leadership aide, super committee Democrats are eyeing between $950 billion and $1 trillion in revenue raisers and tax hikes as part of a $2.3 trillion deficit reduction package. Between $300 billion and $350 billion of that would come from what one congressional aide described as "low-hanging fruit" -- ending tax incentives for corporate jet owners, closing loopholes for oil and gas companies, changing ethanol subsidies, and so on.

The remaining $650 billion in revenue that committee Democrats are targeting would be raised through a set of "Fast Track Procedures For Tax Reform." As part of those procedures, Democrats would agree to three guiding principles: "(a) corporate tax reform to enhance competitiveness, (b) an individual rate no higher than 35% and (c) a distribution of changes that ensures a tax code as progressive as current law."

Another Senate aide, familiar with discussions, insisted that the document was not a formal Democratic plan but rather a "proposal that's been discussed."

As the law currently stands, the Bush-era tax cuts are set to expire at the end of 2012, at which point the rates on top earners will rise back up to 39.6 percent. Had the tax cuts been allowed to expire at the end of 2010, it would have generated an extra $690 billion in tax revenues over ten years, according to estimates based on Congressional Budget Office and Joint Committee on Taxation data. By committing to place a cap on those rates at 35 percent -- in exchange for pursuing a tax reform process that produces $650 billion in revenues -- Democrats are granting Republicans a potentially significant concession, one that could scrap a major party talking point about higher-income Americans needing to shoulder a larger share of the deficit burden.

The White House has made no secret of the fact that it wants to pursue comprehensive tax reform over the next year. But the president has also insisted that he will veto efforts to extend the Bush-era tax cuts for the wealthy, and both he and his party have tried to make income inequality a major theme of the 2012 campaign season.

"Will The President keep his promise?" emailed one top Democratic operative familiar with the proposal. "The Senate Democrats' proposal would make the Bush tax cuts permanent for millionaires. More tax giveaways to the top one percent is a complete capitulation to Republicans."

For the super committee Democrats proposing the cap, though, the concession makes tactical sense. For starters, if the committee succeeds in passing comprehensive tax reform, then the debate over the Bush-era tax rates is rendered moot. More than that, they argue, it gives Republicans an incentive to negotiate -- both through carrots (the promise of keeping the lower tax rates for the wealthy in place) and sticks (the threat that if comprehensive tax reform isn't completed, those Bush-era rates could still expire).

"Letting them expire is still leverage if Republicans don't agree to that deal or if tax reform doesn't meet that criteria," said one top Democratic Senate aide. "The question is what will tax reform look like if it really happened."

"It's a lot higher than 28 percent," the aide added, in reference to the House GOP budget authored by Rep. Paul Ryan (R-Wis.) that would cap income tax at that level.

On top of that, Democrats on the super committee have added other inducements or "triggers" to make Congress undertake tax reform. Under their proposal, lawmakers would be given until January 1, 2013 to figure out tax reform legislation that would produce the targeted $650 billion in revenue. If they don't meet that deadline, then two triggers would be pulled: a limit on itemized deductions for higher income taxpayers, and "a deficit reduction charge on income tax liability before applications of credits." Those provisions would create an estimated $650 billion in revenue between them.

Lots of misguided people posting comments here. Concentrating on issues like the "Bush tax cuts" instead of the obscene spending that led to 15 trillion in debt would be just ridiculous if it were not pathetic and a clear effort by intelectually dishonest people to create a diversion as we are all marched down an abyss.

We already have proof positive that tax increases in the form of Stimulus, Stimulus, Stimulus, is what got us to 9.1% unemployment which is one hell of a depression for the millions of people unemployed. No matter how high Obama raises the taxes on the rich it won't even put a dent in the trillions of dollars in stimulus alone. Outrageous spending.

Man, this is getting stupid. A friend of mine started a Facebook page calling for people to flood the government with calls, emails, faxes, and letters until the Super Committee agrees to repeal the Bush tax cuts.

before one can debate the tax cut situation, we have to determine the congress and senate's definition of 'rich'... singles over 40K? couples over 70K? i've seen this game played before and the players? 'i voted against the cut/before i voted for it'... that, and the fact the voters will forget about it, next election, both parties knowingly rely upon.

term limits? how far will that fly? remember, only congress can amend the constitution, and these idiots are expected to vote themselves out of this gravy train?

Let the capitulation start now, why wait?

The carrot and stick approach has been tried before and never with beneficial results. That's how we ended up with a "supercommittee." That's also why even though health care reform was passed it isn't worth much more than the paper it's printed on.

If it is the intent of the right for Obama to fail, no concessions will make them negotiate in good faith.

Once again the left is setting itself up to look weak and feckless while painting the president into a corner.

The bush tax cuts should have absolutely nothing to do with the supercommittee. They are automatically gone at 1-1-13...instead of 1-1-11. They are out of the discussion. End of story. If the committee can't find ways to save money (closing 1/2 of the U.S, bases in foreign lands, stopping government subsidies, cutting congress's benefits to = ours, setting up a transaction tax, Taxing capital gains at 35%, taking the cap off the FICA taxable income, closing down duplicate federal agencies, refusing to fund 1/2 of the Iraq embassy monstrosity, etc.) then this lobbyist-corrupted super group should have their bill vetoed, and we go to the 50/50 defense/domestic cuts prescribed. And in addition, we add the revenues gained from the automatically expired Bush tax cuts.

Makes complete sense to eliminate the Bush Tax Cuts!

Since after all only 9% of The Bush Tax cuts (BEFORE The Meltdown) went into US Jobs!!
while the rest of it went in search of "yield" and thus driving up commodity prices (particularly
oil futures) which made manufacturing in the US more expensive for Heavens sake!

I quit evil jobs many sadly in fact in past before 1997. I discovered Florida has no Welfare and shelters 3 weeks stay only. Salvation Army shelters in Tampa,Ft. Lauderdale,Miami,Florida 2days,1week respectively. Sfc no S/Army shelter Chaplain R. Reuer writes me 97. Shelters shorttime and other cities no Welfare prgms. Michael Manning owner of main food,shelter website says shelters have long waiting lists and shelters now 3 days usually and 2 weeks. homelessshelterdirectory.org. Gotten worse!
In April 21,1998. Sfc Chronicle says in CA in Bay area 6 counties Welfare is 3 months and only $200 to $300 given. Los Angeles 5 months GA. Sacramento 3 mos.

If Google SF Free eats chart you'll see only Glide church gives 3 meals a day. Some other churches just lunch. Way out other places. If Google CA Berkeley,Oakland Church meals Homeless Svcs you'll see every 2nd or 3rd Sunday or a Thursday one meal for the month. Thus Super Comte not much money spent on poor American citizens and spending all this oh so much money is not true. Please make a compassionate and fair and honest decision regarding taxes. A shelter in Miami,Florida made you get money for shelter managers. In Wash DC a shelter made you go to 6th floor across a big room in dark to take shower. About 4 years ago I called Karen at hypermia ph ine in Wash DC and she told me politicians closed down women's shelters but men still have 4 shelters. I stayed at a trailer in '85 Wash DC where I gave up my bottom bunkbed for pregnant woman so her baby would be safe by mother not falling from a top bunkbed. Out all day shelters in Wash DC too. Another shelter in Miami made you attend meetings with only a half hour to oneself in evenings. Out all day shelters where no contact with employers and get threats from crazies out there. Vivian was horrified to learn she had to be out doors all day at a shelter. From Dr. Elliot Liebow' 93 book. He says too most homeless want jobs. In San Francisco a guy threw a rock into the bedroom area of woman's shelter. A Sfc shelter made you carry your job interview outfit to coffee shop until day center opened at 9 a.m. even if had a headache back in 1997 and thus very cruel headache problem mentioned by Dr. Liebow in his '93 book. hyperthermia phone line in Wash DC. My scarce food,shelter,and job resources Report 1997 in U.S. no response from Dems or Repubs. I submitted thru all Courts. In Nov of 1997 the Wash DC Supreme Court turned down case. Docket No. 5833. Sfc District Court refused and lied about case in May 1997. C 97- 1922. I filed my lawsuit against the Welfare Reform Bill of 1996. Cato Institute in Wash DC and others did not tell Pres. Clinton (It's the Cabinet's job to inform the President of the State of the Union and the truth of terrible, scarce no food and shelter and Welfare programs and lied about spending so much money on poor to cut benefits in Welfare Reform Bill of 1996.

Noted Jewish Anthropologist Dr. Elliot Liebow'93 writes that shelters are inhumane and this stress causes strain on judgment and sanity.

I struggle with the nonsense of placing targets in all of the discussions now taking place. This mess is so bad that it is obvious tax reform is overdue by years. Rather than struggle attempting to hit targets that continually get blown out to 10 years (like anyone has a clue what is going to happen next year much less 10 years down the road), it would be much more functional to drop the facade of targets and to get down to tax reform NOW. It would be nice to see some REAL tax reform discussion take place as well not just modifications on the existing idiotic volumes that exist. Trash the whole structure, start from the bottom and strive for something that is workable and fair.

Could anyone blogging here be kind enough to review all the provisions of the Bush-Obama cuts of 2001, 2003 and 2010 and let us all know what is all about? Honestly, please. I can only see big trouble for the middle class and retired seniors. Maybe the 0.1% will pay more taxes when they sell their stocks but who cares? I don't mind if a handful (yes, statistically it is a handful) of supe-rich get super-richer. We see this phenomenum daily with Hollywodd starts, football players, etc. Who cares if they get richer? We are all contributing to their super wealth without complaining, no?

Small problem...: how to define "rich"? In the Northeast 500 K is probably "upper middle class", in certain places in the South 500 K puts you in the "rich" group, in different places in California you can barely reach the middle of the middle class". Is "rich" a sigle guy earning 500 K but not a family of seven + dog+cat+parrot getting 500 K from two incomes? Ah, how can we be FAIR? maybe the government through taxes and entitlements know the secret of fairness!!!

We have reached the point in this country where not only is government serving the few,the few control the government. Why is the American Dream turning in to the American nightmare for everyone except the few. Its time to think about the division between the red and the blue, its time to think about how this country has been divided and dumbed down so that almost 50% of Americans vote against their best interest consistantly. This has not happened by accident nor by evolution, this has happened because a few very rich and powerfull people have decided that they want more and more and more, and they figured out what they needed to do to accomplish their goals which is to create division. Look back at the past 40 years and you can see their road map. It started with religion, Extreme right wing fanatics started to preach about morality and abortion and how their version of religion is the only true way They were funded by the kochs, the waltons, the coors, etc the same group of people who want to divide us .Along came rush limbug, the voice of division follwed by the fox faux news dividers..Look at the Tea party they started as a voice against our loss of government and the power of wall street and they have been preempted by this oligarchal cabal. Occupy Wall Street and the Tea Party, the red and blue must unite to reclaim our America.
