Balanced Budget Amendment Fails In House Vote

WASHINGTON -- The latest Republican push for a balanced budget amendment that would force massive spending cuts to the country's social safety net died in the House of Representatives Friday, brought down by lawmakers who argued Congress can balance the budget on its own.

Requiring a two-thirds majority to pass under the Constitution, the measure failed 261-165, with several Republicans voting with the majority of Democrats against the amendment.

Analysts had warned that instituting the proposed balanced-budget requirements would likely force cuts of greater that 17 percent within seven years of the amendment's ratification. Such cuts could mean slashing Social Security by $1.2 trillion and Medicare by $750 billion by 2022, according to the Center on Budget and Policy Priorities.

The Friday vote was held as part of the compromise to hike the nation's debt limit this past summer -- a deal that also produced the deficit-cutting super committee that now seems deadlocked.

With the nation's debt surpassing $15 trillion this week and exceeding $1 trillion annually for several years, conservatives thought they had a chance to pass the amendment, but even some Republicans opposed it -- most prominently, House Rules Committee Chairman David Dreier (R-Calif.), who said that Congress had proved it didn't need to change the Constitution to even the books when it balanced budgets during the Clinton administration.

Rep. Paul Ryan (R-Wis.) also voted against the amendment, arguing that it was not stringent enough.

Republicans argued that both parties had a spending addiction, but that now they were getting serious, and the amendment would be a "last line of defense" to preserve the nation's fiscal standing.

Democrats responded that all the amendment would do is damage the social fabric of the country and give courts and constitutional lawyers the final say over spending instead of Congress. They blamed Republicans for creating the problem in the first place by passing the Bush-era tax cuts without offsetting the lost revenue.

"You gave away a lot of money, and you didn't pay for it," House Minority Whip Steny Hoyer (D-Md.) argued just before the final tally.

"It's unfortunate that Democrats still don't recognize the urgency of stopping Washington's job-crushing spending binge," said House Speaker John Boehner (R-Ohio) in a statement immediately after the vote.

Boehner also fired a political shot at President Barack Obama, whose recent mantra has been that Congress must pass his jobs bill without delay. "It's disappointing that a president who says 'we can't wait' to take action on jobs is doing just that: waiting, riding things out until the election, and skipping opportunities to work together with Republicans to create a better environment for job growth," Boehner said.

Even though the House vote effectively kills the balanced budget amendment for this year, the deal that raised the debt ceiling also calls for the Senate to hold a similar vote.

i don't get it 4 repubs vote against it and 25 dems vote against it but you rather say "several republicans" voting against it? really? why couldn't you say more like " the amendment failed when only 25 democrats voted for it."? you guys r lame.

There must be something in the water in Arizona.
When they elected someone like John Kyl, who they use to get
on committees to do nothing, and that's what the people of
Arizona get - nothing. And there's Brewer who is the closest
thing to Mad Hannah, and there's John McCain who doesn't
know how many homes he owns, and who supports wars
and that's all he does. And, they have a Sheriff now who
wants to go back to the days of the West to hang em high
and wants to be like Clint Eastwood in Josey Wales.
What's with these people electing four out of five
losers in such a beautiful state??

other's back, and go out there like a diivided group to keep
what they have ongoing and that's all what this is about.
United in one thing. Special interests.Keeping legal inside
trading on the stock market, and hands out on anyone
wanting a contract. It's called corruption and the latest

Liberal Democrats use scare tactics to fight off things that would otherwise help the country keep from going bankrupt. This was a chance to make a comeback from the descent of this once great Nation. Refusing to face the consquences of government run amuk will send us into a future that is both doomed and sad.We could have done the right thing and now i am worried the USA is soon going to be just an experiment in freedom that ultimately failed due to political cowardice. There was no other way to stop this unbridled government waste and wild over spending. This was not a win for democrats.It was a loss for us all.We will look back one day soon and ask ourselves why we did not stand and make some sacrifice to save Social security and legal healthcare. God help us!

Everyone knew the committee is a load of b.s.
Everyone knows the 1% are in the Senate; the
Congress, and the Supreme Court, and they
put on a grand act to show a division in parties,
when Congress has done nothing, will continue
to do nothing, as long as their own interests
are invovled. There is no other godly reason not
to serve the people of this nation in all of this,
or haven't you noticed??

What happens in the event of war or some major natural disaster? A balanced budget amendment on the national level may sound good at first but it doesn't bear close scrutiny. It would not be a chance to make a comeback. It would be an unmitigated disaster.

What we need is a Congress that does its damn job instead of catering to lobbyists and voting itself ridiculously high compensation and benefits while the rest of the country twists in the wind. They have a 9 percent approval level and that's 9 percent too high.

Hmmm... I imagine because Germany doesn't insist on borrowing money from China in order to finance the largest military in human history, doesn't station its troops and war machines all over the planet, or give huge tax breaks to their multinational corporations & the richest 1% of their population. Nor do they believe their CEOs should make 350 times the salary of their average workers. Or that investing money in infrastructure and health care for their people is defacto "socialism". Oh, there are a host of good reasons...

Oh, you could hardly express a less complete knowledge of history. What you say that Germany doesn't do is exactly what Germany did, which has led directly to the US being in the situation we are in. The US is the guarantor of German and Japanese sovereignty because their neighbors (Russia and China, primarily, but many other smaller nations as well) will not tolerate a re-militarized Germany and/or Japan. To people whose grasp of history begins with Ronald Reagan's presidency, this world is a confusing and frustrating place.

Germany has a balanced budget amendment. Are they stupid?

The difference between government budgets and family budgets come down to two issues. First, government can and does use coercive force to confiscate as much money from the citizens as they deem necessary (government has a monopoly on force). Second, most governments control their own currency, so if they lack the political will to use their coercive force to take money from the citizens, they can just print what they need.

Other than that. the differences between government budgets and household budgets largely comes down to a different number of zeros.

Wall Street got involved with oversea investments,
so why do you think they also have the same problem
we do? Maybe Germany, and Switerland and the
Norse countries had less corruption in their
government, and that helps. The occupy movement
are scaring all of the media, owned by 1%, corporations
also 1%, and Washington also 1%. so it's all spelled
out in black and white. We stay divided blaming
political parties, while they go to the bank.

They fail to realize that it is the failure of the Republican­s to help President Obama and the Dems get Americans back to work is the reason why these folks have taken to the street in the first place!

While the Knights are long gone, their message of working class solidarity is as relevant as ever.

Historically, labor-haters like Gingrich have tried to divide workers by skill, race, gender, religion, ethnicity and nationality. Today, the wedge issues include abortion, school prayer, guns and gay marriage.

F&F ya for the interesting post Bernique! Maybe that is the reason I accidentally posted my comment in the wrong place......

Sadly to admit, it wasn't that long ago that I had thought that the days of our Nation needing a union was over. But, first I was quite uninformed on how they really assisted in helping the working conditions, wages and benefits fo most American workers.

Second, I never imagined the attack that would be made on the hard working American by the 1%! Silly me, I thought these folks had morals and ethics!

While I have never been a member of a union, I can say that today I support unions, I am grateful for unions, and I stand, at least mentally, with my union brothers and sisters. Hard working Americans are the backbone of our Nation!

It really is a ricky time for people to start their own business when already the demand for goods and services are down...the reason why established businesses are not hiring.

Yes, there are some success stories, but based upon our economy, I would guess that more fail than succeed.

And I do have first hand knowledge of starting, running and selling a business. We had to sell our business due to the decline in my husband's health.

I see many long established businesses hurting. Some have had to close.

Some people remain employed by others for the health care benefits at reasonable costs due to health conditions.

There are many factors about starting your own business. Your simplistic view does not fix all people.

I am happy that I can once again say that I am proud of the House of Representatives....on this issue.

It was a adngerous bill that could have stopped progress of our Nation even greater than when the Teapublicans held the Nation hostage over raid=sing the debt ceiling!

A balanced-budget amendment should never be necessary, but for the first time in living memory America is facing insolvency. Even a blunt instrument such as this would be preferable to the catastrophe of America defaulting on its debt.

It's hilarious how the conservatives spend so much time whining about how they want to create all kind of goofy anti-Constitutional amendments that they've never even tried creating a balanced budget. Quite the opposite, in fact: over 93% of our US National Debt was created by Reagan, Bush, and Bush... the "Fiscal Conservatives".

Congress writes the budget, the President signs it. The last time the budget was balanced, it was under a Republican congress. The alleged facts in your post are incorrect and misleading.

They are united in one thing and that's to protect their
own special interests and that's all they care about,

The division between parties is a lobbyist tactic -
and that's why all these committee meetings never
do anything. Congress even gave themselves
immunity to break the law, do you know that?
So it's all One factor under the same roof.

We need the Justice Dept. to investigate where all the wealth came from,
including wives, relatives, and foundations to hide behind, and we
need to change the profile of a political candidate where they have a
past history of devoting service to the community, are intelligent
enough not to need people sitting behind them to tell them what to say,
and town hall involvement to find those that know the needs of the
people on the street.

The Economist magazine noted,the problem is "layered irresponsibility … with hard-working homeowners and billionaire villains each playing a role." Here’s a partial list of those alleged to be at fault:
The Federal Reserve slashed interest rates making credit cheap.
Home buyers took advantage of easy credit to bid up prices of homes.
Congress's tax deduction so consumers buy more expensive houses.
Real estate agents earned higher commissions from selling more expensive homes.

An obscure accounting rule called mark-to-market, which can have the paradoxical result of making assets be worth less on paper than they are in reality during times of panic.
Collective delusion, or a belief on the part of all parties that home prices would keep rising forever.
Screwing the U.S. economy takes a great deal of cooperation. Claiming that a single piece of legislation was responsible for (or could have averted) the crisis is just political grandstanding
