Woman Waterboarded: Police Arrest Jermeller Steed and Cicely Reed For Mock-Drowning On Elderly Patient

Two nursing home employees in Georgia were arrested for allegedly attacking an elderly woman in a "manner similar to waterboarding," according to local police.

Waterboarding is the controversial interrogation technique that was used by the CIA to extract information from terrorism suspects, but in this case two caregivers supposedly tortured an 89-year-old woman with whom they'd argued.

Police claim that Cicely Reed and Jermeller Steed held down Anna Foley, who has severe dementia, and sprayed water from a shower in her face to make it seem like she was drowning, TV station WGCL reports.

The attack, which occurred in 2008 the station says, began when Reed and Steed argued with Foley over ice cream. The workers allegedly confined Foley to a shower room and they held her hands and wrists, according to The Daily Mail, while they used water from the shower nozzle to obstruct her breathing. The arrest warrant described the incident as "similar to waterboarding."

Both women were charged with false imprisonment and battering a patient, according to a Clayton County Sheriff's Department spokesman. A grand jury indicted them on Nov. 17, the spokesman told HuffPost.

A co-worker at the Jonesboro facility witnessed the attack and reported the incident.

Waterboarding was a controversial interrogation technique authorized by the Bush administration after 9/11. A suspect would be strapped to a board so that his feet were raised higher than his head. Water is poured over the suspect's head and triggers a panic response that people experience when drowning.

President Obama banned the measure in 2009 and called it a form of torture.

What a terrible crime. If nursing home caregivers were paid better and appropriately monitored, these vulnerable seniors would get the care that they deserve.

The nursing homes that are operating at a criminal level, which horrifyingly are the majority, are counting on the public to not know and not care about the real
cause and effect of this horror. The reality is that the brutalizatioin and killing of our loved ones
in nursing homes has gone on in epidemic proportions since approx 1965 , and is directly tied in to Medicare and Medicaid Fraud to the tune of almost a trillion dollars/yr. Abusing our loved ones in a predatorial manner is just a bonus for these criminals.And while there are CNA's
that certainly beat, bully and terrorize our family members..the most criminal and corrupt are at the top ie. The Administrator, Director of Nursing, Social Service director, MDS nurse, the majority of your licensed nursing staff and rehab staff with rare exception,....the very people that are suppose to be the experts in caring for your loved ones. . Unless you have witnessed and researched this nightmare, it's beyond the scope of most people's worst nightmare.

I wonder if they will be getting support from Rick Perry, Herman Cain and Michelle Bachman. After all they are on record as saying waterboarding isn't torture.

More likely support will come from Jesse Jackson or Reverend Wright. And of course Obama will say that the police who arrested them were acting stupid.

I couldn't agree with you more!! The fact that the Greatest Generation that already risked their lives and/or quality of life to guard and protect our freedoms, are now being warehoused, brutalized and killed by the corrupt nursing home industry is a horror beyond anyone's worst nightmare, and unless the public stops this, there's no cavalry coming to rescue them. The "protective" agencies and corrupt NH industry are just hoping the public will never find out the truth and start addressing this. If our dogs and cats were intentionally being brutalized and killed in this way, there would be non-stop advocacy and media attention. Heart based and integrity based people have a real opportunity to spread the word about this heinous reality and stop it. I hope this case is just getting started by not having this woman's suffering be in vain,
but rather be a tribute and a catalyst for people to take action and protect our voiceless and defenseless loved ones in nursing homes. We can all make it happen for them!! PLEASE

On a day that's reserved for giving thanks, I want to thank all those that have taken the time to acknowledge what was done to this woman, and post your outrage here. To have 2700 comments in three days highlighting what the criminals in nursing homes want to keep secret and silent, is a
very powerful statement. that hopefully shows that our voiceless and defenseless loved ones in nursing homes are going to be helped by the public, who will no longer stand for the brutalization and killing of our Greatest Generation. Margaret Mead said" Never doubt that a small group of thoughtful committed citizens, can change the world. Indeed it is the only thing that ever has."
Sometimes just 20 dedicated volunteers in an 80 bed facility, taking shifts and watching,documenting and collectively reporting can help to protect the residents, because for the nursing home criminals that's too many witnesses to be accountable to and they can't get
away with the same level of abuse. Most importantly it takes CARING!! Thank you for caring!!

A friend of mine worked as a janitor for a nursing home here in our town.He told me about an incident where the people who ran it beat up an elderly woman and forced her into the tub and ran cold water over her. I told him to contact the police which he did. He began getting death threats and was very afraid.He was followed all the time and was in fear of his life.The police didn't belive him or more likely were protecting the home. He moved to San diego clear across the country,and soon thereafter was found dead in his bed. I believe my friend was murdered. No autopsy,nothing.All the way across the country to be murdered. Sad world.

Fact: People with dementia can be extremely argumentative.
Fact: Anyone who argues with them is extremely stupid.

These women need to be locked up forever, but it sounds like that wasn't the case because this video says that when the reporter went to the home of one of the assailant's, there was a sign out front that said it is now a daycare center? How scary is that?

And just how did they get the idea to waterboard someone? If our government sanctioned this to be done to people at all, how can our courts say it is wrong? No one thought about how to respond when this action started to happen in the population but now we have a documented case and law enforcement wants to say it was wrong. I agree but how can we prosecute people for what our government did without consequence? If it is wrong for these women, it is just plain wrong and that is the point McCain and others have been trying to get accross.

If government was using it as a interrigation practice for captured terrorists, you think in some twisted way it makes it okay to use it on a patient that these caregivers are hired to care for? From what you typed, you are as twiested as these two women. Don't think for a second that it's okay JUST because the CIA used it. It's NOT. Regardless of where it originates. It is WRONG. Marnelisse, Not sure why you would address anything about the funny part of "Black People" Your comments are indicative of the deeper issue. Instead of addressing the issues you take a cheap shot at an entire race. These two fools deserve to answer for they have done I would ask that we show them support by lashing out against the actions taken against the victim and asking for change not making it a forum for your bull.
