BUCHAREST, Romania -- Romanian lawmakers voted Tuesday to make it legal to euthanize the thousands of stray dogs that roam the country's streets, angering animal rights activists who have lobbied for months to stop the measure.

Bucharest alone is home to an estimated 50,000 stray dogs, according to local media, and they are a part of city life, crossing the street, snoozing on sidewalks and even hopping on buses. But backers of the law say local governments must have the option to euthanize because the dogs are a public health hazard.

Though most are not aggressive, a Romanian woman died this year after she was mauled by a pack of dogs. In 2006, a Japanese tourist was killed by a stray.

Parliament voted by 168-111 to pass the law, which is expected to be signed by President Traian Basescu. The law will allow officials to round up homeless dogs from the street, hold them in shelters for 30 days and then have them killed.

Animal rights groups gathered in Parliament Tuesday, holding banners calling on lawmakers not to pass the legislation. They are calling for increased funding for sterilization

Corruption fighters claim the measure is a cynical ploy to enrich local authorities because substantial funding will be allocated for the task.

"It is a brutal law which will not resolve the problem of street dogs, but will line the pockets" of mayors from the ruling Democratic Liberal Party, animal rights activist Marcela Pisla told The Associated Press.

The homeless canine population flourished in the late 1980s after Communist dictator Nicolae Ceausescu razed old houses in residential districts and built high-rise apartments, causing owners to part with pets.

Nowadays, residents are often tolerant of the strays, with many wearing tags showing they have been sterilized.

I was attacked by stray dogs ın Naples so I have lıttle sympathy. they are everywhere but more so ıt appears ın Southern Europe ( I also notıced they are all over place ın Greece and Turkey, thousands were rounded out & dısappeared ın Greece before theır Olympıc Games). Many are shocked but even here ın the US thousands are euthanızed ın anımal shelters too. I wısh those anımal rıghts actıvısts just adopt all of those thousands of strays anımals and take care of them ınstead of demonstratıng but not really doıng anythıng meanıngful. but I bet none of these actıvıts cannot be bothered to personally adopt any of them

Your reaction is so shallow and exactly the reason why all of us "animal activist" will have to keep fighting for a human way of dealing with stray dogs for many years to come.
I have a stray dog at my home, taken her with me after I found her on the street...but you see, that is not the solution. People should take responsibility of their own actions and problems and do it with respect for nature and animals. I sure hope that you will someday learn to look at the bigger picture instead of hiding behind oblivious arguments and reasoning....

Tell me, is taking all African people who may die of hunger into our homes the solution for poverty in Africa.......didn't think so!

All of these stray animals are in the predicament they are in because of ignorant, uncaring, irresponsible human animals. As far as I am concerned we should be culling ignorant humans instead of the animals. With an attitude like yours it is no wonder I only support animal/environmental causes. Humans are not the only animal on this planet and they better start acknowledging that fact and start treating all other animals with the respect they deserve.

I live in Romania, unfortunately. This country is crazy.

In Romania there are tons of people that put their dogs on the streets, yet they are the same that want those dogs death. What's next? Cats? Rabits? Sparrows? Ants? Humans? NO ONE ask us anything, they decide for themselves. We pay for all this killings. Euthanasia of a single dog in some cities of Romania costs 300 dollars, official. But on TV they show that Euthanasia costs 20 dollars.

Romania is the country of:

- coruption
- politcs
- killings
- Alcoholics
- we pay for 2.5 million gypsies
- 12.5 million people from 19 million are social assisted.
- unemployed
- millions of people work abroad to live
- traffic rules suck. Tons of people die on the pedestrian crossing. No one stops in front a pedestrian crossing or even reducing speed. Not even police stops at pedestrian crossing!

You feel like chocking in Romania. If you make the mistake of coming in Romania, be afraid of gypsies (very important), taxi drivers (they maximize their rate super much).

This is reality. I feel like I am in HELL! I am waiting very very much that our government to raise the VTA, food prices and taxes again, yet lower the salaries and pension.

You shouldn't wait for anything. Neither you're asked your opinion about pets killing nor about earnings. You should stand for all those things and fight for by yourself.

Don't take very seriously what someone11 is saying. He's the typical complexed Romanian thinking that life abroad is a paradise and life in Romania is a hell. Ooohh poor guy, he's living in a poor nation full of bad people, let's all cry and get Ceausescu back...Come on! The only thing this guy, and many others like him, know is to complain, but they don´t move a finger to improve the situation. They come to foreign sites like this with their pathetic speech full of lies and exagerated things, with God knows what intentions. As if someone here cares. He's a poor frustrated soul; but not all of Romania is like him or how he says it is.

Maybe they should try to find another solution....if it were humans instead a big deal would be made. I don't see why since the human is really only an animal anyway and the cause of most of the problems on this planet in the first place.

I work at an animal rescue. My question is, what are they going to do with all these dogs if they do not thin the population? Allowing a dog to live on the streets, unheathly and fighting every day to get food is no way to live. I know everyone hates euthanasia but I will ask the same question that I always ask people who talk down to shelters that euthanize - "Give me your home address so I know where to take the thousands of dogs that no one can care for". No one with a heart LIKES euthanasia but sometimes that IS the most humane option. Is a slow death from lack of care or starvation better for that animal?

The problem will not go away if people do not spay and neuter and let their animals run loose - shelters in the US still kill millions of dogs and cats each year - and yet these companion animals continue to pour into pounds everywhere.

Maybe you should define their form of euthanasia before you make the judgement.... Euthanasia in Romania means dogs being burned alive, kicked to death, poisoned (meaning a extremely painful death) and so on..... It that really the only alternative they have I wonder....
I sure hope that when you work at an animal rescue you are against these cruelties....

Trouble is, without Heartworm shots they may get the disease, which is transferable to humans and incurable as far as I know without Googling it. I must be a very cruel person, because I see it as the same issue as when someone kills a cow or pig, especially if it is stray. When I kill a bug or a wasp for the Females in the family. I feel grieved, I always feel grieved when any life must be extinguished.

How is this different from what we do in the US?
That's not to say I agree with it--more lo-cost or free spay/neuter programs and no kill shelters are needed.
Microchips so owners can retrieve pets or can't abandon them as easily.
Close down puppy mills.
Higher standards and rules for breeders.
But let's not act horrified when another country decides to do the same thing we've been doing for years.
Let's improve OUR standards instead.

I would imagine the presence of stray dogs helps keep down pests... rats and vermin. They better rethink their strategy.

Yes but if stray dogs devour vermins they could also be infected by diseases and then spread them.

But the vermin will still be there. And eating them doesn't give rabies, it's being bitten by vermin that causes rabies.

How barbarian they are. Don't they know the existence of pet shelters? You know, the places where animals can be gathered up from the streets without being killed...
You imagine: you're walking your dog without collar and leash and then he's rounded up because some officials believed he was alone and lost. In any case you do not lose your pet it won't be return to you alive.

@Neil20- Exactly. I couldn't have said it better. American Rescue Corps just went into Canada and S/N several hundred dogs. I know it is not 50,000, but at least now, there won't be 50,000! Spay and Neuter people and please adopt, don't shop.

Homeless humans? Or should we respect the right of individuals (humans and animals) to live and be free? Basically, the dogs are in our human territory so they must belong to a human, not aggravate other humans, or die.

Euthanizing strays will never solve the problem. The Romanian authorities should study the example of India where there are far more strays than there are in Romania. The Indian authorities failed to curb the stray population. However, with the help of the people sterilization camps were set up by volunteers in many towns and cities and with funds from the government and charities, mass sterilization was conducted.Today, the Indian Supreme Court has outlawed the killing of stray dogs. With the involvement of dog charities and various groups including school and college students strays are caught and sterilized. It is time that Romanian parliament responded in a more human and intelligent way by finding a solution other than killing. It's not going to work. The Romanians themselves have rightly pointed out that this is another way for the local authorities to make a fast buck. If innocent animals are killed needlessly, this country will never prosper. The Universe will never forgive people for destroying her four-legged and sentient children. Rather a curse will befall the nation. Look at America - year after year things like recession, unemployment, fear and insecurity are never ending. Reason? Cruelty has increased over the years in equal if not in greater proportion. Shame on Romania.

Up to a certain point I have to agree with this measure. Yes, it sounds cruel but look at the alternative... Who has the money, who is going to look after these animals in Winter or when they are sick, who feeds them? Dog owners and shelters should be forced to have the animal spayed or neutered.

Many shelters DO require that pets adopted or rescued from them be fixed but as for mandatory spay and neuter legislation, most breeders are vociferously against it - especially those who breed for money.
