NEW YORK — Blending governing with re-election politics, President Barack Obama roused a cheering northeast Pennsylvania crowd Wednesday as he warned of a "massive blow to the economy" if Republicans block a payroll tax extension.

But hours later, addressing donors in New York, he toned his rhetoric down and declared progress was possible.

Obama took to the road with a dual pitch for money, campaigning for more cash in the pockets of U.S. workers – and for his campaign treasury as well.

He pressed his case at a campaign-style rally in working-class Scranton, Pa., where he said Republicans had to choose between lower taxes for the wealthy, or a payroll tax cut that would help working Americans. Republicans say they would support extending the payroll tax cut, but reject new taxes to offset the costs.

"Are you going to cut taxes for the middle class and those who are trying to get into the middle class, or are you going to protect massive tax breaks for millionaires and billionaires?" he said. "Are you going to ask a few hundred thousand people who have done very, very well to do their fair share or are you going to raise taxes for hundreds of millions of people across the country?"

Later, in donor-rich New York City where he was raising money for his already flush re-election bid, he took a more conciliatory tone, acknowledging that Republicans such as House Speaker John Boehner of Ohio and Senate Minority Leader Mitch McConnell of Kentucky were also willing to extend the payroll tax, though not with a tax increase on millionaires.

"For the last couple of days Mr. Boehner and Mr. McConnell have both indicated that it probably does make sense not to have taxes go up for middle class families, particularly since they've all taken an oath not to raise taxes," Obama told about 50 donors at a Greenwich Village restaurant. "And so it's possible we'll see some additional progress in the next couple of weeks that can continue to help strengthen the economy."

The populist pitch in Scranton and the fundraisers in New York served as political bookends for the president and illustrated the dual policy and political demands on him as the 2012 campaign season nears.

He first rallied the type of working-class crowd that would benefit from the tax cuts and then appealed for campaign contributions from donors, many of whom would be the ones to shoulder the tax increases Obama supports.

Obama told one group of donors that he still needs to make sure that key aspects of the health care law get implemented in 2014, that banking regulations are enacted and that energy policies are updated.

"I'm going to need another term to finish the job," he said.

Meanwhile on Capitol Hill, Republicans said they were prepared to extend the temporary payroll tax cut, but they opposed Democrats' plan to pay for it by taxing incomes over $1 million, setting up a showdown over how to find mutually acceptable savings of over $100 billion before any extension could become law. The GOP released a plan of their own that would raise money by freezing federal workforce salaries and providing government benefits according to income.

The full payroll tax of 6.2 percent would be restored if Congress does not act by year's end, increasing taxes on 160 million Americans. Obama and the Democrats want to expand this year's 2 percentage point reduction in the payroll tax as well as extend, it while Republicans favor a straight extension.

"If Congress doesn't act to extend this tax cut then most of you ... the typical middle-class family is going to see your taxes go up by $1,000 at the worst possible time," Obama said.

Obama was welcomed warmly by a crowd of nearly 2,000 in the Scranton High School gym. At one point the president said that Republicans have sworn an oath not to raise taxes, prompting one man in the crowd to yell loudly: "Give us some names!"

In making a case for the consequences of letting the tax cut lapse, Obama offered a bleak assessment, telling his audience: "It would be tough for you. It would also be a massive blow for the economy because we're not fully out of the recession yet."

Technically, though, the recession ended in June 2009, according to the National Bureau of Economic Research, the nonprofit group that determines the beginning and end of recessions. The downturn began in December 2007 and was the longest and deepest since World War II, costing the country about 7.5 million jobs.

The recovery has been unusually weak, but the economy is growing again. It expanded 2 percent in the July-September quarter.

In selecting Scranton to make his appeal, Obama ventured to the birthplace of Vice President Joe Biden and Sen. Bob Casey, the Pennsylvania Democrat who is the author of the payroll tax cut plan expected to come up for a vote in the Senate later this week.

Before making remarks, Obama sought to put a face on the beneficiaries of the payroll tax cut by stopping at the home of third-grade teacher Patrick Festa and his wife Donna, a graphic designer, in working-class South Scranton. The three chatted in the family's Christmas-decorated dining room, Obama inquiring about their work and their two high school-aged children.

Obama won Pennsylvania with 54 percent of the vote in 2008, but the fragile economy could put the state in play in 2012. Its proximity to Washington and its political importance have made it a favorite stopping place for Obama and Biden. The trip comes as Obama steps up his re-election campaign, rolling out two ads that call on supporters to begin to mobilize.

In New York, Obama attended three fundraisers: one at the home of businessman Jack Rosen, chairman of the American Jewish Congress, where tickets went for at least $10,000; one at the Greenwich Village restaurant Gotham Bar and Grill at $35,800 per ticket; and a reception at the Sheraton Hotel, where tickets began at $1,000. The money will be split between the Democratic National Committee and the Obama re-election campaign.

At Rosen's Upper East Side residence, Obama expressed support for Israel, after Rosen noted "concern" about U.S.-Israeli relations among some Jewish voters, and he spoke of progress that has been made on restoring the economy.

"Bottom line is this: Over the past three years we've made progress. People aren't feeling all that progress so far because we had fallen so far. But the trajectory of the country at this point is sound," Obama said.

Obama had private time and posed for pictures with groups of Latino supporters and gay and lesbian backers before he addressed the Sheraton fundraiser, the last of the night.

"Every single thing that we care about is at stake in the next election," he told that crowd. "The very core of what this country stands for is on the line."

The radio networks are plastering Obama's payroll tax holidays on every newscast, using Obama's spin that, if Congress doesn't approve them, they will be "raising taxes on the middle class".

If you care about SS and Medicare, and want them to remain self-funded and without means testing and other degradations to the programs, please call or email your Senators and House Representative right away to let them know that you do not want anymore payroll tax holidays.

If anything,the main issue of the occupy movement is to get the money out
of government because no money - no laundry gets done. You have
to do your own wash then, and that's the only recourse people have
today, but if anyone knows anything the government has done, please
share. Outside of Campaign? Wow, Obama has 89 million dollars in that fund,
which is enough money for 5 presidents to run for office, and the Republcans
have their millions, too, which leaves the jobless; the people without homes;
and the poverty level of 16 million children on the back burners, with nothing
being done about it, because they need to place those ads we all have
come to hate. It's a coincidence that after one bank, and only one bank lost 42
million dollars in one day when the occupy did a bank transfer day, and how
violence followed right after to close the camps, and get the local Mayors to
get an army of cops to shoot if necessary, step on people's necks, restrain them
while they offer no resistence like the brown shirts did in Germany in WWII.
Now, that's what the government did for all of us. The campaign prevails and
that's all that really matters.

You have to be kidding?
What is the alternative? The slate that is opposing him are the dregs of
the pickle barrel. Nary a one of them is a statesman, has intelligence
beyond third grade, and would sell themselves to the highest bidder.
Worse than what we have now.
1% own the country, and it's up to the people to get it back. Everyone wants
the other guy to do it, which doesn't work in handfuls. It only works en masse,
where they offer the choice: Either you serve the people or go to jail if you
have outside interests.

2009 - the federal tax rate was the rate under the Bush tax cuts and the making work pay credit was created. 2010 - the Federal tax rate was reduced and the making work pay credit was still in effect. 2011 - the federal tax rate went back up to the rate under the Bush tax cuts, the making work pay credit is no longer and they reduced the social security withholding from the pay which means less going into each persons social security. Based on 50K (the gross they are using as an example) the 1000 that was to be put back into the pay was reduced by the federal withholding amount being increased back to the rates under the Bush tax cuts. Per the IRS pub 15 (circular E) those claiming S0 in 2010 paid no Fed WH taxes on the first 120.00 ea wk, in 2011 that was reduced and a S0 paid no taxes only on first 50.00. Married FJ - 2010 paid no taxes on the first 270.00 - in 2011 that was reduce and they paid no taxes only on the first 155.00. Many people didn't notice a drastic change in net pay because the decrease in social security offset the increase in the federal payroll WH. Depending how people file - they may have only seen around 637.00 ( $12.00 more per week) of that 1000 or less. Please forgive me if Obama's speech pushing for the payroll tax cut doesn't excite me.

I know, I was making 70,000.00 a year before losing my job and his tax cut gave me an additional 5.00 a week. I dont know who received more than 100.00 a month it sure isnt anyone I know but they go around saying most get 1500.00 a year back.

Bush caused this problem? You need to do some research. The majority of issues and deregulation that caused this problem came from the Clinton era. Bush actually started warning congress of the pending problem. Frank & Dodd told him nothing was wrong and that Fannie and Freddie were not in trouble.Clinton authorized the sub prime mortgage program . It was his idea of everyone should have a right to own a home . He also pressured mortgage lenders and banks to ease up on underwriting guidelines. Then he signed the bank deregulation act which allowed banks to create and trade their own mortgage securities know as credit swaps instead of selling loans to fannie and freddie that were sold into government mortgage backed securities. Bush was no prize . The best you can blame him for is invading Iraq.He also was faced with 9/11. This may have never taken place if Clinton would have chosen to pull the trigger on Saddam and Bin laden when he had the opportunity and backed down.

President Obama is already a hero to our military. He managed to keep the operation in Libya to a NATO one and we didn't have any troops on the ground. Obama issued the directive for Seal Team 6 to take out bin Laden. More troops will be coming home from Iraq and Afghanistan. More illegal aliens have been deported during the Obama administration than in the Bush administration and Obama has taken less than half the vacation time Bush took during the same period of time in office. For those of you squaking that Obama has taken more vacation time, I dare you to look up their vacation records. Do it now!

Square miles of land by: Obama: 580,000 McCain: 2,427,000
Population of counties by: Obama: 127 million McCain: 143 million
Murder rate per 100,000 residents in counties won by:
Obama: 13.2 McCain: 2.1

Professor Olson adds: "In aggregate, the map of the territory McCain won was
mostly the land owned by the taxpaying citizens of the country.

Obama territory mostly encompassed those citizens living in low income
tenements and living off various forms of government welfare..."

He was in Lackawanna County pa, yesterday. What makes him think they will vote for him in 2012 when McCain won this county in a landslide in 2008.
Then when is his campaign funds going to start to pay the taxpayers back for these campaigning trips? He is already being questioned by the press and Jay carney has to lie his butt off to cover this up as a business trip to promote his programs. Explain how flying into New York after visiting Scranton to attend three fund raisers . How is this promoting his plan . All the money he collected in NY should now be given to the US treasury to cover this trip.

Here is a big lie Obama told to the Jews in New York at his fundraiser - that he supports Isreal. Well I new before the 2008 election that he was a firm supporter of the Palestian causes. When the Isreali Prime Minister visited the White House, Obama had such disdain for him that he did not take a picture with him as is customary, and he left him sitting by himself and went to the living quarters to have dinner. How more rude can a person who claims to represent the United States be to our "friends". I remember during the 2008 election young Jews were flying to States like Florida to transport the old people to make sure that they voted and voted for Obama. Talking about shooring yourself in the foot. Now he needs their vote again so he is trying to pander and make himself out to be a friend. What's next? He is a friend to Christians?

your own ideas, because the Israeli prime minister is a war hawk. Netanayu
isn't popular in his own country, but Obama is very influential in the
mid east, and a lot of these uprisings are a result of his speech in
Eqypt. No other president made the strides Obama did there, and
Israel has its occupy movement as well with the same issues ongoing.

This guy is lying through his teeth, smile and all, he goes to Pa. and announces, that gop leader's are going to raise taxes, on the middle class by not renewing the payroll tax exemption, and refuse to raise the taxes on the millionair's and billionairs, why you say, he thinks that the people , working people are not smart enough to know what is really happening, in this country of our's, poor dumbed down working class, he might as well have spit in their face, then he get's around his rich donor's of which their are fifty or more, in New York, and say's well fact of the matter is the gop really are not looking at ending the payroll tax exemption, but still do not want to raise the taxes on the top 1% in the country, he does this because he thinks they are more educated than the working folk's of PA. All Obama needs to do is remove the earned income cap on the payroll tax. No "millionaire's tax" needed 'n' no payroll tax "holiday" wanted -- or useful -- except to destroy SS and Medicare as self-funded programs operating in the black (until Obama showed up).
