Claire McCaskill: Spend Money On U.S. Infrastructure, Not Troubled Afghanistan Programs

WASHINGTON -- Sen. Claire McCaskill (D-Mo.) is introducing an amendment to the defense authorization bill that would shift funds from troubled Afghanistan infrastructure programs to the Transportation Department so that the money could instead be spent on U.S. infrastructure.

"This is a very small percentage of the money we're spending in Afghanistan," McCaskill said in an interview with The Huffington Post. "The majority of the money we're spending is to support our troops on the ground, to train the Afghan army and to integrate and train the Afghan police so that there can be rule of law and stability in these communities. Taking this money away doesn't have any impact on any of those activities. It's just saying, we probably ... need to take that money and build some roads in the United States, where we don't have to hire security to keep people from getting shot who are building them."

The amendment is geared toward two large pots of money controlled by the Defense Department to spend on infrastructure-related projects: the Commander's Emergency Response Program and the Afghanistan Infrastructure Fund.

CERP has been around since 2004 in both Iraq and Afghanistan and has been subject to significant amounts of criticism. The program's intent was to allow commanders on the ground to have discretionary funds they could use to build trust within communities on small-scale projects -- like fixing broken windows -- ranging from tens of dollars to thousands of dollars. The program, however, spiraled out of control and was being used to build projects like electrical grids. Congress put caps on spending for individual items, but last year, spending was still nearly $1 billion. At its height in 2009, U.S. taxpayers paid $1.5 billion on this program.

Pentagon officials have countered that CERP is a "critical" tool for counterinsurgency operations and argued its management has "evolved significantly over time as lessons learned have been incorporated into guidance and procedures."

The newer program is AIF. It's similar to CERP -- McCaskill referred to it as "son of CERP" -- but there are no caps and funds can be used for expensive infrastructure projects. AIF is supposed to have more checks in place to make sure the money is not abused and Afghans can sustain the projects built with U.S. funds. This Pentagon-run fund is being used to build electrical grids in Kandahar and highways in Helmand Province.

Still, McCaskill has consistently raised doubts about AIF, questioning why the Pentagon is funding large construction projects that normally would be done by the State Department.

"While I still support the mission in Afghanistan, I don't think we should be using American money at this point to build these large infrastructure projects, particularly within the military budget," she said. "This has never occurred before. When I saw that they had put that into the budget this year -- something called the Afghanistan Reconstruction Fund -- this is brand new and unprecedented. It is a $400 million line item. It has never been done like this before."

The current National Defense Authorization Act authorizes $800 million for CERP and AIF for FY 2012. McCaskill's amendment would prohibit directing any funds to CERP or AIF for construction or infrastructure projects that exceed $50,000. All remaining funds would go to the Secretary of Transportation.

The Pentagon declined to comment on McCaskill's amendment since it is still pending.

There's little indication that these programs are working. A report by the International Security Assistance Force's Counterinsurgency Advisory and Assistance Team found "no persuasive evidence that the Commander's Emergency Response Program (CERP) has fostered improved interdependent relationships between the host government and the population -- arguably the key indicator of counterinsurgency success."

In January, The Washington Post reported on a Baghdad water park created in 2008 by Gen. David Petraeus with CERP funds. But now, the park "is nearly waterless, more than two years after a U.S. military inauguration ceremony that included a marching band and water-scooter rides. Much of the compound is in ruins, swing sets have become piles of twisted steel, and the personal watercraft's engines have been gutted for spare parts."

Government auditors and military commanders have said the Pentagon has failed to properly account for the funds and study which projects worked out.

Meanwhile, 32 percent of America's roads are in either poor or mediocre condition and 25 percent of the country's bridges are deemed to be "structurally deficient." The Urban Land Institute estimates that $2 trillion is needed to rebuild U.S. infrastructure.

The actual number of bridges which are deficient is around 80%. I worked for several years for the NY DOT in structures, inspecting and working on upgrades. There were bridges on major highways where I made sure to stay off the bridge when large trucks went by. My supervisor told me one in particular would no doubt collapse if an 18 wheeler ever had to stop on the bridge! My inspection showed he was correct- half the rebars were hanging from the underside of the concrete. Apparently, to save money, we were required to wait for an actual failure before we could get money to replace the structures. This happened several times while I was employed there, and occasionally meant fatalities. Maybe it's gotten better since I retired, but where would the money come from when it's being used to revamp Afghan bridges and roads?

We need to bring all of our troops home. We have enabled scores of other nations to build and rebuild their economies because we have taken on the burden of providing for their defense. We spend billions in foreign aid funding nations that hold us in contempt at the best of times. We actually send aid to China and Mexico. We waste billions on an imaginary War on Drugs that is a proven failure by any standard. What is needed is a reexamination of our priorities with the understanding that our politicians have a primary obligation to look to the needs and the necessities of the American people first.

Charity begins at home; a simple notion that we, as a nation, seem to have forgotten. When Americans go to sleep at night without food, shelter or access to adequate health care, what are we doing spending billions of dollars overseas to provide those things to fair weather friends? We continue to protect the Afghan drug trade while claiming that we are in a War on Drugs here at home. It is time that we started reexamining our priorities.

Just a note: when they take our tax dollars and spend it in other nations it is not "charity" but fraud, IMHO. I'd be happy, overjoyed even, to give charity to others if I had the extra cash, but we are in debt over 14 TRILLION dollars... we can never repay this amount of money and we add to it every day we are at war. I want my taxes to stay at home... heck we could pay for colleges for our children... or high schools... or day care. But instead we give it to Afghan warlords and turncoats, hoping they will like us or give us the time of day. This fits the definition of insanity very nicely. Our government is insane and we are the hostages. This could never happen in a democracy. How much longer will we accept being the Santa Claus to the world while our children suffer? Bring all the troops home and give us a democracy... this capitalist-fascist republic has failed the test of time. We have been betrayed and lied to long enough. Make the pain stop!

My use of my Grandmother's quaint phrase was not intended as a literal comment. The government has no legal or moral authority to be in the charity business at all. I do not believe that we should be sending foreign aid to anyone. We can't afford it and it has been proven over and over again to be wasted money. It was "justified" when we were solvent and the USSR was the acknowledged enemy by those who claimed that if we didn't rent the hearts and minds of other nations the Evil Empire would. The Cold War is over and the justification used remains nonsense. What is even more insane is that we are presently borrowing money hand over fist to give away to people who despise us. Until such time as no American goes to sleep at night hungry or homeless we shouldn't spend one thin dime on foreign aid. We also need to give up the pointless game of Pax Americana. We can’t afford it and frankly, the money spent playing policemen to the world would be an excellent start towards manpower needed to secure our borders and the finances required to begin addressing health care reform.

PS: It would be interesting to see Mr. Obama explain why we are sending foreign aid to Mexico and China, both of whom hold huge chunks of our debt…

She's right. If America has all these problems with education, roads, employment, ____ (name it), then we need to rebuild here and stop helping every other country and economy. We need to nurture ourselves or else all the talk about being "competitive" is empty drivel on politicians' parts.

YES!!! According to the American Society of Civil Engineers report card, this nation needs billions in infrastructure repairs and upgrades - roads, bridges, dams, water treatment plants, nuclear energy plants and other vital infrastructure now rates, in the eyes of these professionals, a 'D' at best. This body then talks about the need for public-private partnerships to address these needs. This means the government spending public dollars with private companies to pay for infrastructure upgrades, creating jobs and increasing our global competitiveness. You know what the GOP is being instructed to call government spending? "Government waste." That's right, folks! The good ol' GOP is once again attempting to tell us that by making things worse, it will actually make things better. Let's cut off all government spending, because it's just 'waste,' and we can let the 'free market' take care of everything....

Right?

Bad idea. There's a legitimate role for government and infrastructure upgrading is definitely part of that role.

In all fairness there are indeed billions of dollars in government spending that is properly termed "Waste" Any honest critic admits as much. We do indeed need to rebuild our infrastructure and we need to bring our troops home. We need to stop doing for strangers who despise us what we need to be doing for ourselves. To claim that the blame lies with one party is to exacerbate the problem, not solve it. Until we take a hard look at crony-capitalism as engaged in by both parties, any public-private partnership will be a hotbed of graft, corruption, fraud and waste.

The blame does in fact lie with one party. There IS only one party in America. It has merged the so-called Democrats and the Rabid Republicans into a classic Fascist state. Please do not confuse fascism with Nazism! When government exists to serve the corporations it is a Fascist government. That's the definition advanced by none other than Mussolini and if any of our Pols had paid attention in World History class they would know that... or maybe they just don't give a damn so long as they get their cut. Why do we intrust our future to a group of lying, cheating, spouse-abusing jerks? Because we want to be like them?? After all, they are called "leaders". I think it's because Americans are too lazy to read after getting out of elementary school. The idea of continuing to study history just doesn't exist in our society... we value wealth and power, but knowledge is not even on the radar. Heck, just look at what passes for our "news" business! Nothing but rumors, pundits giving their tired predictable opinions and news-readers laughing at puns and speaking over one another. When did it happen that we had to have two women and a man poking and laughing like school kids to give us the daily rumor? Are there no Walter Cronkites in the country?

Finaly someone is using common sense! If our government used common sense we would not be in debt. you dont give a man a fish, you teach them how to fish so they can catch their own. If we give anything away it should be education. They take that education and apply it to thier country. keep our money here where it belongs. I teach people how to beleive so that they can live a life more than abundant. Once they know what to do and how to apply it, then the responsibility is thiers. Some will use it, others wont. We need to apply this simple basic abc's of life to other countries. Stop giving them money! If my family were in need, I would not be giving my money to the neighbors, I take care of my own. Commone sense has been lost to intellectual idiots. Hire a highschooler to budget our country's books, they would know that if you dont have the money you dont keep spending. The USA being in debt is stupidity, absolutley makes no sense at all for us to be in debt. Check and balance, and no one did it. Trying to get extra money, they want our social security and medical insurance. we need to know how much of thier insurance and retirement will be affected. A good leader will never make others do something they themselves would not do. OUr country needs more simple practical application than anything else.

Real intellectuals will see how things planned are executed and then see what happens as a result and make changes. Fake intellectuals will say they're smart, but continue the same tactics that failed. And fake intellectuals usually go by a more pragmatic and practical term: "Snake oil salesmen". But I do agree - education, being the cornerstone of pretty much everything in a civilized world, should be genuinely affordable (meaning lower costs and the admins having to give up one or three yachts) and not by making it easier for everyone to get loans. (There we go again, harking back to real vs fake intellectuals... we can only make it easier to get loans for only so long, because there's a limit. Education is a great thing. It also isn't something obtained only at an over-priced university to the tune of six figure debt. I put my faith in people with common sense over those with lots of letters behind their names. As Taylor Caldwell once said "A man who can read can learn anything..." Do we need university trained doctors, engineers, physicist and scores of other highly technical disciplines? Yes we do. Do we need thousands of people with degrees in gender studies, comparative basket weaving and general studies? No, we don’t. That’s not to denigrate those subjects; they can be learned without going into debt. In Vermont one can clerk for a lawyer for a set period of years and sit for the Bar Exam. Some things, even professions can be attained with hard work and less school. As to schools we could use more plumbers, electricians and automotive mechanics. When did we start teaching our kids that honest work was demeaning? "Intellectual" is a slippery word at the best of times...

I don't agree with this above mcCaskill "common sense" thing...because the money she wants to take from the Afghan is the money which would be spent on schools and such...but I absolutely do agree we should in fact "teach them how to fish." McCaskill shows exactly why she is behind in the polls. the money should be taken directly from the "war" and given to infrastructure - that is what really needs to be done and some half-witted attempt to take money from the programs which establish (at least theoretically) a better more intelligent ally in future..as oppsed to the funds which directly kill innocent afghan civilians thus create more enemies right now...that is the common sense i would like o point out.

What happened to that " shovel ready" infrastructure program of last year??? You mean we are driving on bridges that will collapse??? Why are they still open??

I've seen a LOT of road projects over the last 18 months. I don't agree with Obama on everything - and quite honestly, anybody agreeing with anybody 100% is a pathetic lackey, I do agree with him on spending choices to improve America's infrastructure. But there IS a lot to be done... and there are other issues that could make America better that are being ignored, shrouded, or given the inverse treatment (e.g. a reform with a title that, once you read it, quickly shows that what the reform does performs the very antithesis to what the title claims... and yet people prefer the 30 second commercial that massages their emotions than actually promoting them to think... still, "tax cuts create jobs", "trickle down helps everybody in the end", and "no child left behind will help every child" all speak for themselves...)

great stuff-especially pointing out the inverse treatment...that needs constant reminders especially pertinent to the the theocratic right. I point to the history of the Reagan War on Drugs and Nancy's "just Say No Campaign" all the while Reagans NSC and CIA were busy selling crack and powered cocaine on the streets of SouthCentral LA and elsewhere...inverse treatment...maybe the war on El Salvador was somehow more important than caring for the US Citizen who always ends up paying in these cases the cost is exponential...

Maintaining a global military power whilst your house is burning and under water from dousing, the solution is simple. Fact is western influence is waning due to overburden social systems and huge paradigm shift will come. Fact is differentiating the merging countries and advanced countries capacability to adapt to emerging chaos. Some hard decisions need to be taken. Look at Japan, under the umbrella of US, and yet they are in deflation for two decades. A product of western values.
Definitely, if I have the wealth and the social circle, I rather be in US or Europe to enjoy their lifestyle - but, alas, lives is more than enjoyment but concern for our future generations.

Shaped by Western economic concepts (if that is the set of "values" you're referring to). Before that they were all killing themselves and as many of "the enemy" as they could for their precious Emperor, circa World War II... and the way the US is heading and already in, the US too is following suit... but if Eastern "values" are tantamount to harsh working conditions, low pay, maltreatment, and suicide... let's face it: the West outgrew slavery. Well, most of it, some of our countries feel no remorse or conscience by offshoring to profit from those conditions... pity the world isn't so easy to describe... any product that is easy and in simplistic "black and white" terms may not be worth it, either...

Exactly. We need to spend any, and all monies available, right here in the US! You can't take all the dogs home from the pound, without suffering yourself. We have been doing this forever! Take care of the US first, and then if there are spare funds, ( with our debt, that is doubtful) we can help others.

That is absolutely my belief. Also cut all funds to Pakistan,I'm personally sick of their threats. If they don't want to cooperate with us and stop putting up barriers to stifle our troop movement, let them deal with their own problems without American taxpayer funds.
