WASHINGTON — President Barack Obama set an ambitious goal Thursday for significantly increasing access to life-saving AIDS drugs for people in the U.S. and around the world, as he announced a renewed American commitment to ending a pandemic that has killed 30 million people.

"We can beat this disease," Obama declared during a World AIDS Day event in Washington. Former Presidents George W. Bush and Bill Clinton also participated via satellite.

Obama pledged U.S. support to help 6 million people in countries hardest hit by the virus get access to antiretroviral drugs by the end of 2013, increasing the original U.S. goal by 2 million. And he announced plans to boost spending on HIV treatment in the U.S. by $50 million.

"The rate of new infections may be going down elsewhere, but it's not going down here in America," he said. "There are communities in this country being devastated still by this disease. When new infections among young, black, gay men increase by nearly 50 percent in three years, we need to do more to show them that their lives matter."

As part of Obama's new overseas initiatives, the U.S. will also aim to get antiretroviral drugs to 1.5 million HIV-positive pregnant women to prevent them from passing the virus to their children; distribute more than 1 billion condoms in the developing world in the next two years; and fund 4.7 million voluntary medical male circumcisions in eastern and southern Africa over the next two years. Research shows circumcisions reduce the risk of female-to-male HIV transmission by more than 60 percent.

The new global goals build on the work of the President's Emergency Plan for AIDS Relief, which focuses on prevention, treatment and support programs in 15 countries hit hardest by the AIDS pandemic, 12 of them in Africa. Bush launched the $15 billion plan in 2003, and in 2008, Congress tripled the budget to $48 billion over five years.

Obama praised Bush for his leadership on AIDS relief, saying the program will be one of the former president's greatest legacies.

"That program – more ambitious than even leading advocates thought was possible at the time – has saved thousands and thousands and thousands of lives, spurred international action, and laid the foundation for a comprehensive global plan that will impact the lives of millions," Obama said. "And we are proud that we have the opportunity to carry that work forward."

Despite Obama's more ambitious goals, the relief program's budget is not expected to increase. Instead officials said the expanded targets would be funded through savings achieved by making the program more efficient and cutting the costs of treatment.

The president urged other wealthy nations to fulfill their financial pledges to a global fund to fight HIV and AIDS, and jabbed those who have not contributed money.

"Countries that haven't made a pledge need to do so," he said. "That includes China and other major economies that are now able to step up as major donors."

Obama also announced new initiatives to combat HIV, the virus that causes AIDS, in the U.S. The White House said there are 1.2 million Americans living with HIV, and 50,000 new infections each year. Officials said he would direct the Department of Health and Human Services to increase funding for domestic treatment by $50 million

The bulk of the new funding – $35 million – will go to state programs that help people living with HIV and AIDS get access to medicine. There are currently more than 6,500 Americans living with the virus on waiting lists for medication, according to the White House.

The rest of the domestic funds will go to HIV medical clinics across the country, with an emphasis on areas where infections have increased and care and treatment are not readily available. Officials said the additional clinic funding would give 7,500 more patients access to treatment.

The $50 million is already part of the HHS budget, and officials said Obama does not need congressional approval to reallocate the funds.

The HIV virus has infected an estimated 60 million people worldwide since the deadly pandemic began 30 years ago. More than 33 million people are currently living with the virus.

While the failure to find an effective HIV vaccine continues to frustrate the medical community, experts say scientific research in recent years has led to substantial progress in preventing and treating the virus.

Obama ordered his staff to reevaluate both their international and domestic approaches to HIV and AIDS this summer after being briefed on the scientific advancements.

Members of both parties praised the new initiatives and commended Democratic and Republican leaders for coming together.

"Here's what we can do when we work together. We've got leaders of both political parties standing behind something that works," said Gayle Smith, Obama's senior director for development and democracy at the National Security Council.

Tony Fratto, a former Bush spokesman, urged both parties to avoid making the fight against AIDS a political issue.

"The only way to undermine this historic undertaking is if it becomes a partisan issue," he said. "The reasons a Barack Obama and a George W. Bush can support America's leading role in addressing this disease may be very different, but what's important is they've sought the same goal."

Well I have tried to be nice,but I have no sympathy for people with AIDS for all that are infected have been aware of the ways to contract the virus,so how can I feel sorry for them for being stupid,no excuses,no alibies,no pity and most of all sick of paying with taxpayer money for being totally ignorant and irresponsible!!!!!!!!!!!!

Yes, we are, due to interest on the Chinese and Japanese investments in America that were used by the last administration to fight two wars that were against the wrong nations and people.

I oftened wondered why so many Republicans disliked (soft term for it) Nancy Peloski, then today I viewed a PBS show called 'The Grove' and it became clear to me.

The Grove is a memorial in Golden Gate Park in San Francisco California and it was financed and built by those Americans that lost love ones to a disease that could have been stopped, if a Republican President had the love of people that he acted as having. (hint R.Reagan).

The Memorial is to bring attention to those 30,000,000 that died from HIV/AIDs and one of the major supporters was Nancy Peloski who helped bring the memorial from a city park clearing to a National Monument Status.

Maybe we in Philadelphia need a City HIV/AIDs Memorial in lower Pennypack Park, and NYC in Central Park, and Chicago, and Dallas, and ... and.... and....

Then while people visit and read the 'names' they too will come to the conclusion that we should be supportive of the cure; after all the disease effects Heterosexuals, Bisexuals, and Homosexuals from age 9 to 109

He went on to say that he would like to have promised more, but after passing out billions to failed and failing Solar, and wind boondoggles, there wasn't much left for AIDS.

Is the American Cancer Association, the Lung Association, the Muscular Dystrophy Assoication, the Heart Fund, the March of Dimes, the Multipler Sclerosis Society and dozens of others I can mention going to get $15 million apiece? Why is the AIDS Foundation the only chosen one in this article? Our money going to other countries for AIDS victims when many seniors in THIS country cannot afford their meds. What is the thinking here? Let's help at home, let's help everyone. Of course we need a cure for AIDS! And of course we need to help with AIDS meidcation. But we also have people who need help with their diabetes, high blood pressure, cholesterol medications and others. This should be help for ALL AMERICANS not just one slice of Americans.

The overall feeling of many is that HIV/AIDs is a Social Disease that is preventable by not having sex or using needles, and therefore it should not be funded or cured; I believe Ronald Reagan felt that way.

To many they believe that Diabetes, High Blood Pressure, Cholesterol and Obesity are the RESULTS of a Social Disease called GLUTTONY, and is 100% preventable if people got off their butts, put down the fork and spoon, and got some exercise. Therefore, they feel that we should not be funding any research for these diseases.

And as an afterthought, the ACA has been begging for billions of dollars since the 1940's and STILL has not in over 60-years produced required results, as have not the others you mentioned. Wonder WHY? GREED. GREED. and more GREED.

If they find a cure that would put them out of business, and heaven help us if we did that to these organizations.

Our Medical philosophy is to 'Control' not 'Cure'. We do the same with illegal drugs.

March of Dimes birth defects is a disaese of gluttony? Mesothelioma is a disease of gluttony. Heart defects are a disease of gluttony. MS is a disease of gluttony. AIDS on the other hand is 95% preventable except for hemophiacs. You make you more sense today than you did when you posted on AOL.

Well, of course your right; when I was in Lusaka, Zambia; I noticed in the Hotel that they were have a UN Conference for AIDS, and as I looked out the window and saw all these brand new Range Rovers with their African Drivers any only one or two people to a car and we are not talking about a few, we are talking about twenty (20) + it was quite a scene and of course after the short conference the mad dash to the bar which at the InterConti is quite a large area... I wonder how much in those conferences the AIDS money is wasted... Of all the billions that we spend in AID to Africa, I can assure you that most of it goes into a 'Dark' hole, just go by the UN Compounds in Africa and see all the new Range Rovers, what a waste of money...

Part of the reason is that there is much BIAS by the uninformed and sometimes unforgiving public as to the source of the disease, claimed to be only homosexuality and illegal drug use. The truth is that many who are NOT on illegal drugs, and are NOT homosexuals are getting HIV/AIDs and are afraid of the 'neighbors' and 'family' that may not be supportive, or may question the 'ways' the disease were obtained, like an extra-marital affair.

Then there are the Seniors that figure that they only have weeks to months to live, which is usually wrong thinking, but feel that since it takes years for the disease to kill, they don't care, they will be dead either way. (false thinking, and foolish thinking).

People need to view the PBS show, 'The Grove' and try to understand, and then help find a cure.

What a joke! We give 100Billion to the banks and Wall Street, Car companies, Solar companies, etc. Yet when it comes to saving lives, its a pittance. Another of Obama's great works. All the left over "change", he "hopes" will get him reelected.

If people haven't realized yet, who Obama is really in it for, they never will. It sure aint the people, unless they run big companies or banks.

President Obama is limited by law and Congress as to what he can do, if you are gripping about the $100 billion to Wall Street, and others, that is Congress's doing; go talk to them.
