WASHINGTON -- House Speaker John Boehner heard President Obama's threat to veto a payroll tax cut if Republicans add a controversial pipeline project, and ignored it Thursday.

The Ohio Republican rolled out the bare bones of a GOP plan to extend the tax cut that not only would expedite approvals for the construction of the Keystone XL pipeline from Canada to Texas, but would also waive clean air rules for boilers and many incinerators.

"The president says that the American people can't wait on jobs. Well, guess what? We agree wholeheartedly with the president, and the Keystone pipeline project will create tens of thousands of jobs immediately," Boehner told reporters on Capitol Hill.

"If the president is serious about his commitment to economic growth and jobs in this country, he'll sign this bill," said House Majority Leader Eric Cantor (R-Va.).

"Mr. President, we will have some of your ideas in this bill," said Rep. Jeb Hensarling (R-Texas), "But maybe it's time to try some of ours. Do not veto this jobs bill."

But after a meeting with Canadian Prime Minister Stephen Harper just a day before, Obama said he would not accept attaching the pipeline project, which his administration recently delayed over environmental concerns.

He stood by his threat Thursday.

"When I hear the speaker or the Senate Republican leader wanting to dicker, or wanting to see what can they extract from us in order to get this done, my response to them is just do the right thing, focus on the American people," Obama said in the White House briefing room.

"The suggestion is somehow, this Keystone issue will create jobs," Obama added. "However many jobs might be generated by a Keystone pipeline, they are going to be a lot fewer than the jobs that are created by extending the payroll tax cut and extending unemployment insurance.

"Get it done," the President challenged. "If not, maybe we'll have a white Christmas here in Washington," he said, reaffirming that he won't go on his Hawaiian vacation until the deal is done.

As much as environmentalists don't like the Keystone XL project, they will likely be even more concerned over the other environmental provision Boehner mentioned: a bill that would exempt boilers and small incinerators from regulation, allowing them to burn any hazardous waste without oversight.

The Environmental Protection Agency estimates that waiving those regulations would cause the premature deaths of some 8,100 people a year.

Democrats were not convinced Boehner's proposal would pass in the House. "We'll see. That whip operation has face-planted too many times for me to buy it yet," said one Democratic aide.

"The reason that they're Christmas-treeing this is they don't have the votes on the payroll tax," said Sen. Chuck Schumer (D-N.Y.), referring to the addition of unrelated provisions to the payroll tax cut plan.

"If they're playing games with this, or they're putting in poison pills because they can't pass it otherwise, it shows the kind of regard they have for middle-class concerns," Schumer said.

Democrats have proposed extending the current payroll tax holiday through 2012 and expanding it from 2 percent to 3.1 percent. They would pay for it primarily by putting a 1.9 percent surtax on income above $1 million.

Boehner said his version would be paid for as well, but did not elaborate as to how.

The tax cut expires Jan. 1.

UPDATE: 3:31 p.m. -- The Senate blocked the Democrats' latest proposal Thursday afternoon, killing it 50 to 48 in a procedural vote that had a 60-vote threshold. Republican Sen. Susan Collins, of Maine, voted with Democrats, while Sen. Joe Manchin (D-W.Va.) crossed over the GOP side. Independent Vermont Sen. Bernie Sanders also opposed the bill.

The Senate then voted again on a Republican plan to extend the tax cut and pay for it by cutting the federal workforce. The proposal got just 20 votes last week, and managed only 22 Thursday.

Democratic leaders said they intend to stay in session until the payroll tax is extended. Action on the House version is not expected until next week, leaving little time to get the measure passed, not to mention to finish efforts to extend unemployment insurance, fund the government, and prevent the alternative minimum tax from skyrocketing.

Why do we expect private companies to hire just because we want them to?

I've been a business owner for 13 years and an employer for 11.  I've never hired anyone that I wasn't forced to hire because the conditions of my business demanded it.

Stop trying to spur job growth by providing tax incentives to business owners.  Stop expecting corporations to hire because they have cash.  Read More...

Cantor has been one of the main proponents of the Tea Party Season of Silliness in congress. This is a dumb bill that is specically targeted corporate welfare. It is not about long term systemic economic repair. Enough is enough. If they want to pass this they need to start collecting the 2/3 vote for an override now.

This so-called jobs bill in no more than a special-interest targeted welfare reward. I does absolutely nothing for the people currently in need, it jeopardizes the environment - which of course the right doesn't think is important anyway, and and it doesn't provide anything for a systemic resolution for the economic problems.

Get ready to start counting your 2/3 votes for an override.

well a 2007 intelligence report tells the dirty side of domestic fuel, well operators are to report annual toxic-relese emited., 40,000 new wells in 2006 , of course they had loopholes. i believe they need to tell the American public the dirty truth anout everything related to gas and oil. you get tumors! lesions. horrific headaches, unknown illness, theres your death panel, then they dontwant you to get healthcare because of what they caused!!

All the environmental studies are already done; the changes were worked out w Nebraska; Obama has hired the former lobbyist for the Pipeline to work in the obama administration, but Obama has stalled the business - until after the 2012 presidential election - as another one of his re-election strategies - when met with protests at The White House over the Keystone Pipeline.

if the studies were done, and it was all worked out with nebraska, why is nebraska and Missouri suing Transcanada, and why did the approval get kicked back to an additional environmental review after it was learned that the "independent environmental review" that was arranged for the project by the House was conducted by a firm that worked almost exclusively for Transcanada and Koch Industries? Answer that.

I could be wrong, but I believe those numbers refer to permanent jobs, after the pipeline is built.
The construction process WOULD creat tens of thousands of jobs for the entire building period. Not to mention the residual job sustainment for small businesses supporting those workers.
Example; Our company has 5 employees, but we manufacture a machine that requires 264 vendors. More than one of those companies have told us directly, we are their biggest client.
That's called residual job sustainment.
If we discontinued our company, 5 people would be out of work directly, but hundreds more would also be affected. There's more to it than what's on the surface.

Why can't those "tens of thousands of jobs during the building period," instead be used to build, in all fifty states, the the various infrastructure, energy grid, and mass transportation projects. then the pipeline wouldn't cause people to temporarily move to the building site and then have to move back to where they came from.

The project would, by the admission of Transcanada and Keystone, only create a few hundred at best NEW jobs, as they already have the infrastructure in place to build it. The coil pipe they will use is already supplied by a subsidiary of Transcanada.

The "10's of thousands of jobs" was a complete misread by the media, who didnt understand that the study was expressed in "man / years", not actual jobs. 82% of the "man/years" were service supply jobs ancillary to the project, mostly for housing and worker related services, that are, for the most part, already in place, so a relatively few jobs would be actually created to assist, but as the project moves down the planned route, those jobs would be reduced or eliminated in one area, and spring up in the next, thereby lasting only a few months.

If people were really honest with themselves and new more of their history they would know that the fact is the reason the USA is in such dire straights in so many ways is due in large part to Democrats. The Democrats and the social policies, and their big spending have got us to the brink. Yes Republicans are partly to blame but by and large it's the Democrats. Up until 1994 when Newt Gingrich managed to take the House, the Democrats controls the majority in the House for 40 years. That's 40 YEARS! That's a long friggin time. Time that they were responsible for the social and spending policies of this country. We didn't get to this point of crisis over night. American has been in slow decline for several decades, the bulk of which were under Democrat control. That's a fact that is beyond dispute.

Democrats had been in control of the House and the US Senate - w Pelosi and Reid = for FOUR Years = two years under Bush Adminitration - and Two Years under the Obama Administration -

until the 2010 midterm elections - and the democratic party got the worst vote-whipping in over SIXTY Years -

for good cause.

Clinton signed laws that took away regulation in the name of "modernization".

You blame Bush for all those years things were great but at the very end things went pop. But you'll excuse the great Clinton years which also ended in a pop! and a few bangs(911).
I don't like Bush, but I'd wish you Dems would stop holding such double standards.

Obama is grasping at straws as to why he opposes this bill, because he knows if he allows the GOP to come up with a job producing bill then his reelection is in the toilet, expect every other new ideas the GOP comes up with to create jobs Obama will slither around looking for a reason to oppose it and will do just that.

It's not hard to come up with a reason. Transcanada wants to send an oil pipeline over the largest water supply in the midwest, and they have a terrible safety record.

...Over the last year we’ve had many recent indications of the risks of tar sands diluted bitumen pipelines – an 840,000 gallon spill in Michigan, a 250,000 gallon spill outside Chicago, a 1.3 million gallon spill in Alberta, as well as our recent report examining the safety of tar sands pipelines. On May 7, the Keystone tar sands pipeline provided yet another warning when it spilled approximately 21,000 gallons of crude in North Dakota. This is its eleventh and most significant spill. Considering that Keystone has been in operation for less than a year and it was predicted to spill no more than once every seven years, this is yet another troubling indicator that U.S. safety regulations intended for pipelines moving conventional oil may not be sufficient for pipelines moving diluted bitumen. And the Keystone pipeline is not going to get any stronger or safer than it is now, as many of the risks associated with hot diluted bitumen piped at high pressure - including internal corrosion, abrasion and stress corrosion cracking – only weaken pipelines over time....

N Dakota is not having any problems with the environment but because they are developing energy their UE is at 3.5%, That is job creation and can dispute any claim from the left . End of discussion.

At some point the Bush administration is going to have to stop being blamed for what's going on in this world. Obama talked about change during his run for president, but I haven't seen positive change yet. He doesn't want any oil jobs here in the US, he wants to put the coal industry out of business, he wants to regulate EVERY aspect of our lives. He needs to concentrate on jobs, and if he thinks he's creating jobs because unemployment numbers are low, I think he needs to surround himself with roses, and keep smelling them until he sees what a shambles he's made of this country. Of course, he thinks he's doing such a fine job that he's running for potus again, and he thinks he will go down in history being rated one of the best potus', if not the best, this country has ever had.

One area where jobs are booming in this country is oil and gas well services. We do not need to add more of these jobs to our economy as there are too few people to fill them now. The Republic party holding the payroll tax cut hostage over the pipeline has NOTHING to do with jobs. 20,000 unfilled temporary positions that don't start immediately are not jobs. Lowering air quality standards is NOT a job.
