A report released Monday by two Chicago-based human rights groups calls for the Obama administration to close three immigrant detention facilities they accuse of having the most egregious violations, two of which are in Illinois.

Titled "Not Too Late For Reform," the report was authored jointly by Heartland Alliance's National Immigrant Justice Center (NIJC) and the Midwest Coalition for Human Rights (MCHR) and examines Midwestern county jails holding immigrants.

At a time when the administration is planning to open more large-scale detention facilities nationwide, the report spotlights three county jails currently housing immigrants they classify as the worst in the Midwest: Jefferson County Jail in Mt. Vernon, Ill., Tri-County Detention Center in Ullin, Ill. and Boone County Jail in Burlington, Ky. In the report, the agencies call for these and other detention centers with frequent observed violations to be shut down.

The NIJC and MCHR are also asking for changes in immigration policy prioritizing alternatives to detention, particularly for "low-risk" individuals without criminal histories.

Officials with U.S. Immigrations and Customs Enforcement were sent copies of the report last week, Mary Meg McCarthy, executive director of the justice center, told the Associated Press.

In their midwestern case study, the agencies found that many detained immigrants--50 percent at Boone and 40 percent at Tri-State--had not committed a crime or had committed only minor offenses, according to the report. ICE claims to exercise prosecutorial discretion in such "low-priority" cases, but in many instances the study found individuals suffering from medical and mental health issues, for whom incarceration is generally considered inappropriate, still end up behind bars.

Once incarcerated, the NIJC and MCHR report that immigrants face the most egregious human rights violations, isolated from communication with their families and access to legal counsel. Language barriers are often not addressed, and many immigrants are misinformed of their rights and obligations. Overcrowding can lead to problems maintaining ICE's National Detention Standards, which entitle detainees to medical services, at least two hot meals a day, and clean clothing and living conditions.

"Within one day of my arrival at Boone, I told the nurse that I am HIV-positive," one detainee told NIJC. "She said that she would call the clinic to obtain my medical history...almost six weeks have passed and I have never received any medication."

Furthermore, the report alleges that jails sanctioned by the Department of Homeland Security as being "deficient" against these standards, including Jefferson County, still often see their contracts renewed with ICE.

The study's findings were based on nearly 1,600 legal intakes and interviews over 21 visits to the evaluated facilities. The proposed action plan calls for a freeze on planned expansions, closure of facilities with frequent observed violations, and stronger protections paired with aggressive oversight measures to prevent further unchecked abuses.

"Where you have no one watching or involved from the outside, it creates an environment when people are vulnerable to abuse and neglect," McCarthy told the AP.

What most people fail to understand Chicago and Cook County is in Northeastern Illinois, it's highly populated, and a majority of the people are "liberal," and "progressive." In Southern Illinois it's conservative like Missouri and Kentucky. Mt. Vernon, IL is located 278 miles south of Chicago and Ullin, IL is 354 miles south Chicago, it's a different world down there. Historically speaking, these areas had Black African Slaves like in the southern states, and eradicated the Native American populations in the late 1700's and early 1800's. If the Huffington Post really wanted to write a shocking story, what about the thousands of "illegal" workers that are disposed of in the manure pits on the mega hog and cattle farms? Most immigrant workers are paid below minimum wage, and have a very low value put toward their lives. Chicago and Cook County being the bastion of serenity and brotherly love with a crime rate only 6 times higher that the remainder of the state. Oh, yes please tell us more about those of us south of the Cook County Line and how we should hold the great metropolis to the north in awe and wonder.

I didn't mean to say that one part of Illinois is better or worse, but it is correct to say they are different. For example this time of year it can be 60°F in Metropolis, IL and in Chicago the temperature can be 32°F. The Chicago land area has different laws pertaining to gun ownership and automobile emissions. The speech dialect is different also, a person from Chicago sounds different than someone from Metropolis. To say that Southern Illinois is like Missouri and Kentucky is a correct point of view. I was born and raised in Clay County, and considering I live in Flora, IL my statements are too kind. It's fair to say that at least 10% of the people around here are connected to the KKK. Marijuana is the number cash crop grown here, and has been for over 30 years. When I go to the Walmart in Flora, I see a lot of people addicted to methamphetamine, more than I did a few years ago. I have neighbors that are what most people call "meth heads." The crime rate may be lower down here, but I don't feel that safe and secure anymore.

Don't you get it??? You are so far off balance on this...It's not they are Sub-Human they depriving American CITIZENS that are here Documented and LEGALLY here. WE have to SUPPORT with our TAXES and LIVES of people that WE ARE UNAWARE OF in this COUNTRY. They have free reign to do whatever they want when ever they want with no ACCOUNTABILITY, but when they are jailed for ILLEGAL ACTIVITIES then EVERYONE COMPLANS that they are treated WRONG!!! illegals do have the ability to short detention, called "Stipulated Removal" Program

What are the options available to obtain a removal order without a formal immigration hearing?
As previously noted, the majority of aliens go through formal proceedings conducted by an Immigration Judge, where the DHS must prove removal charges against the alien. While some aliens (by nature of their classification) are not entitled to this hearing (e.g., previously removed aliens who are unlawfully re-enter in the United States, alien stowaways, alien crew members, visa waiver entrants, etc.), aliens who are amenable to removal proceedings pursuant to the Immigration and Nationality Act (INA) § 240, 8 U.S.C. § 1229a, are able to obtain a removal order without a formal immigration hearing. Specifically, aliens can elect to avoid formal immigration hearings by entry of removal orders upon stipulation as authorized under INA § 240(d). These stipulated orders allow interested aliens, such as a criminal foreign national, who are removable from the United States and are ineligible for or do not wish to pursue relief from removal, to have their cases adjudicated expeditiously and without an in-person formal

This article is about the criminal treatment of detainees. It is not about how migrants are stealing our jobs or how latinos speak spanish when the don't want the gringos to know what they are saying. This is about inhumane treatment of human beings for fun and profit.

When the conversation inevitably degenerates into rants about how bad immigrants &or latinos are for real Americans, will we have the courage to call out the xenophobes using this as a forum for their hate mongering and propagandizing?

It's either criminal neglect and abuse or luxurious pampering.

Is it any wonder we as a nation can not have a serious conversation about immigration or human rights issues?

What if we made the punishment relevant to the damage done?

What do you think has caused America the most damage;
it's financial sector, created and licensed to manage American wealth which manages instead to consistently steal or lose more than they contribute;
or America's immigrant community which positively impacts our economy?

My point is that they are HERE by THEIR CHOICE!!! If for some odd reason they were not in the UNITED STATES ILLEGALLY then they WOULD NOT be in our Jails. They took that chance when they came here. They may complain about abuse (Which I'm sorry to say that there probably is) but when there are hundreds of inmates that are being supervised a very few Officers, there will be problems that Officers can't/won't get involved in for their safety (Unless life or limb is at stake). Our Country does our best to protect the inmates and their Human rights which are by far much better much better then their own country of origin. ILLEGALS want to come to the BEST COUNTRY in the world one way or the other at their OWN risk and they know it. They also know how easy it is to take advantage of our charity and soft hearts to feel sorry for them.

While people in detention facilities should not be denied medical care, this does raise some interesting issues. The drugs to control HIV currently cost an average of $70,000. per year in the U.S. Who was paying for this illegal immigrant's prescription drugs before he was detained? Most likely he received them through a fraudulently obtained medicaid card. Further, people who seek to legally immigrate to the U.S. must pass a health screening, and individuals with communicable diseases are excluded.

$70,000? No Karissa, that is not even close to accurate (where do you come up with these numbers?). There are different treatments but they range from 10,000-20,000, depending on the conditions of the virus and their health. The average is about 19,000 per year.

The proposed action plan includes a freeze on planned expansion of new facilities, and prioritizing alternatives to detention. So if there are problem at some detention facilities now, we should never build any new ones. Sure, that makes sense. We should also implement "alternatives to detention" by releasing illegal immigrants, who have been successfully living "under the radar", generally with false ID. There is no reason for concern that they will just get a new set of false papers and disappear.

No doubt you simply forgot to state that your animosity is for "illegal" immigrants. No biggee. Is there really that much difference between America's legal immigrants and citizens who refuse to converse in a language you can eavesdrop on and criminal aliens? You sure can't tell by looking at them, driving past their yards or peeking in their bedroom windows.
