House Passes Payroll Tax Bill Packed With Poison Pills

WASHINGTON -- A GOP plan to pay for a payroll tax cut by docking federal workers and cutting Medicare passed the House Tuesday, but appeared headed for quick failure in the Senate as both parties jockeyed for political advantage.

The Republican-controlled House of Representatives voted 234 to 193 for the bill, in spite of a White House promise to veto it and a warning from Senate Majority Leader Harry Reid (D-Nev.) that it would never pass in his chamber.

The plan would pay for the one-year, 2 percent payroll tax cut by means-testing Medicare so that recipients making $85,000 and above have to pay higher premiums -- effectively raising $31 billion. Another $62 billion would come from freezing federal pay for a year and making federal retirees pay more for health care. It would raise yet another $38 billion by hiking fees on banks doing business with Fannie Mae and Freddie Mac.

Besides the controversial methods of paying for the bill, it would also stop clean air regulations estimated to save 20,000 lives, circumvent an environmental review of the Canada-to-Texas Keystone XL oil pipeline, slash emergency unemployment benefits from 73 weeks to 33 weeks, and allow states to force the jobless to prove they're not on drugs in order to get unemployment benefits.

Earlier, Reid called the pipeline provision "ideological candy coating" and said the unemployment reforms were "on the wrong side of ridiculous."

Still, Republican leaders insisted it was a bipartisan plan that should be passed immediately.

"This has been a very balanced package put together by the House, designed to appeal to both Republicans and Democrats," said Senate Minority Leader Mitch McConnell (R-Ky.). "The way it is paid for -- much of it has been recommended by the administration itself in various talks that we've had over the past year."

Democrats have proposed a larger payroll tax cut of 3.1 percent, paid for largely by levying a surtax on income about $1 million. At stake is a break worth about $1,000 to 160 million Americans, or $1,500 if the Democrats' proposal passes. The cut expires Jan. 1 if the sides cannot agree.

Democrats -- and even some Republicans -- feel like they have been winning the message battle over the issue, with Democrats pointing to the lengths Republicans are going to in order to preserve the rich from a tax hike.

If Congress can't strike some kind of deal before the end of the month, 1.8 million long-term jobless will miss expected benefits in January, according to the National Employment Law Project, a worker advocacy nonprofit. Congressional Democrats want to preserve the current regimen of extended federal benefits, which provide compensation for up to 73 weeks for laid-off workers who use up 26 weeks of state benefits. The White House has signaled it would be willing to forgo 20 weeks of federal assistance. But Republicans want to cut the federal portion by 40 weeks to 33 weeks max, and its bill gives states the option of trimming benefits further. It also lets states require the jobless to pass a drug test to be eligible for unemployment compensation.

Rep. Sander Levin (D-Mich.), the top Democrat on the committee that oversees unemployment insurance, said Tuesday that 3.3 million jobless would miss weeks of checks next year under the GOP bill.

Both Republicans and Democrats have insisted they will extend unemployment benefits and the payroll tax cut, but with agreement on only one part of the method for funding the tax cut -- raising fees on Fannie and Freddie -- it was unclear Tuesday how they would proceed.

A Democratic source said Reid approached McConnell earlier Tuesday and offered to bring the GOP measure up for a vote immediately. Such a move requires unanimous consent in the Senate, but McConnell declined.

“We need to begin real negotiations on how to prevent a $1,000 tax hike on American families," Reid said after the House voted. "The sooner we get this vote over with, the sooner those negotiations can begin in earnest. I will speak with Sen. McConnell again tomorrow to determine how soon we can hold this vote."

Dozens of jobless have told HuffPost they're anxiously watching Congress for a reauthorization of federal benefits.

Susan Lundberg of Palm Springs, Calif., said she lost her waitress job one year ago. Now she's worried that her unemployment benefits will run out before she finds a job. She said she'd worked at the same restaurant for longer than a decade. She has felt that her age, 60, has been a major obstacle to finding new work, and that she'll be "screwed" if her benefits stop before she finds employment.

"I was happy at my job and am sorry they closed," Lundberg said in an email. "Due to things beyond my control I am now in this situation. Congress should assume at least some accountability for the current situation that they have put people in."

Having used up her 26 weeks of state benefits halfway through this year, Lundberg recently advanced to the second "tier" of federal Emergency Unemployment Compensation, which offers up to 14 weeks of checks.

It's unclear how Lundberg would be affected under the Republican plan, which would eliminate the second and fourth tiers of EUC and phase out the 20-week Extended Benefits program halfway through next year. The third tier of EUC, which Republicans would save, offers up to 13 weeks of benefits.

Lundberg said she did not like the way things like unemployment insurance and the payroll tax cut got rolled up in a bill with the Keystone pipeline.

"If they really thought it was a serious issue they wouldn't put in all this other stuff," she said. "They should vote on it separately. It just makes things not happen when you put all these things in the bundle."

As for drug testing, Lundberg said: "I think they should drug test Congress. They've been acting a little weird."

Ok libs, why is there a problem with this one, (other than the use of the PC term "undocumented": Requires undocumented immigrants and others to submit their children's Social Security numbers before they could receive refunds under the children's tax credit. It's time to stop this mess. Get rid of the IRS. Sign the fair tax into law. Every American should pay tax to the Frderal Government. If you buy something you pay tax, if you don't buy anything you don't pay tax.
Cut the S.S payments by 10%...25% for people making over $75,000.00/yr.. Unless thats all a person has, then leave it alone.
Have a co-pay of $15.00 per Dr. visit for all medicare people.
No pay raises for Government workers for 5 years.
No raises for S.S for 5 years.
No pay raises for retired Government workers for 5 years.
No pay raise for Military for 5 years.
Have two pay scales for military, one for peace time and one for in a combat zone. ($500.00 more in the combat zone)
Freeze all pay raises for congress for 10 years. If they can't come up with a balanced budget every year, their pay stops till they do.
During the Presidents 1st term he/she cannot start campaigning till 10 months before election.
Make it mandatory that every worker have a retirement plan.
Repeal obamacare.
Get rid of all lobbyists----period.
Term limits for congress and their top dollar retirement is 75% of their salary. The max time in office is 12 years. They must pay a premimum for health insurance. Pay S.S and contribute to their own retirement.

This Congress is disfunctional...however...this would be true of any Congress that had zero leadership and interaction (besides finger pointing) from the White House. Mr. Obama is not doing his job and mediating and leading negotiations...this result is expected. We need this Hope an Change to change to someone else.

The Republicans have consistently treated him with utter contempt, and made obstructing him at every turn and making him a one term president their explicit goal from the very beginning. This Republican Congress is even more extreme and nihilistic. It is a wonder that anything at all gets done.

Rolling up such disparate issues which should be addressed separately is about as clear a declaration for how little the Republicans actually care about them as they can get. Unfortunately, their followers will easily buy into their argument that its failure is a result of "Obama's Marxist agenda". Anyone who can't see through the Republican's childish games by now, never will.

Heres my main issue. So they are trying to pass a bill to give a tax cut and measures to pay for the tax cut, ok got that.

So why is there a provision to cut air regulation policies? Or a measure to ignore the environmental impact study of the pipeline?

Im getting pretty sick of politicians using bills that are popular ideas as vehicles for corp and special interest benefits.

Same way the Defense Authorization Act is tied into the DOD funding for the year. Well obviously they have to pass a funding for the DOD, thats a given. So why then are they using the funding as a means to carry drastic changes to the role of military as national police, not to mention unconstitutional changes to how the military can treat US citizens detained domestically.

Regan raiding social security to give tax cuts to the wealthy in a failed attempt to get "tinkle on" economics to work. Bush... 2 unfunded wars run on credit. Bush... tax cuts on credit. The article on Eric Holder as US AG was most disturbing - when trying to clean up the corruption in his background - to give the false impression that his troubles and problems that he created for himself - leading up to Operation Fast and Furious - was just a witch hunt by the opposing political party. And then comes the announcement that Holder and the White House have classified the Radical Muslim Terrorist attack on a US Military base on US soil - at Ft. Hood, Texas - is just workplace Violence - that everyone avoids reporting about - or even to question the veracity of such a claim.

Like Andrew Brietbart stated - (as a reformed liberal turned Conservative) - the 2012 presidential election - will be less about Obama - and more about whether the Liberal media can drag Obama's political corpse across the finish line - or not.

The obvious solution is compromise--curtail the length of umemployment benefits AND raise tax on corporate board owners, major stockholders--the rich 'job creators,' who, by the way, have not created any jobs. If they had created any jobs, then the middle class would pay for their tax cuts with increases in the revenue stream, but since the rich will not invest in Americans or bet on the American work force, then they, the ones with idle trillions amassed from prior Bush tax cuts, should pay in restored, higher tax rates. This is really quite simple and fair--if only the Repubicans weren't stuck to their stale, ineffective ideology.

A temporary extension of the payroll tax cuts would help many Americans who would otherwise see their taxes go up. But, because there is no reason to believe that this measure will improve long term job growth, this current plan to increase the amount of tax cuts even more will do little to help the overall economy.

The Director of the Congressional Budget Office has said that the temporary increase in take-home pay would be saved rather than spent (eng.am/u9aS4F). And the Tax Policy Center has said that if this latest version of the payroll tax holiday is passed without being paid for it will add $250 billion to the deficit (eng.am/t4cD82).

Please, correct me if I'm wrong, but isn't the $1,000.00 in payroll tax cuts coming out of funds that should be going into Social Security? That ponzi scheme that is already headed for bankruptcy due to lack of funds? I'f I'm correct, where is the logic in this?

It is not supposed to make sense. It goes with buzzwords that Obama requires for his re-election campaign - while forcing the US taxpayer to pick up the tab for the costs of his campaigning trips - instead of paying for it out of his $BILLIONS in his own War Chest.

Obama surely knows how to raise BILLIONS for his re-election campaign - but knows nothing about stimulating the economy - or creating jobs - for US citizens..........giving the distinct impression that his various speeches are just more Propoganda to mischaracterize his looting of The US Treasury - as intended - in his hatred for America - and Americans.
