HOLSTEIN, Iowa -- Republican presidential hopeful Rick Santorum said on Thursday he would end federal assistance for heating bills and cut down on unemployment benefits, adding that the programs are not necessary to help the country's unemployed and low-income people.

"There were a lot of programs I supported in the past, but we're just not in a position to do that anymore," Santorum told a crowd of about 35 Iowans gathered in a small coffeeshop, referring to federal assistance for heating. "Just because these people need help doesn't mean the federal government needs to help."

Former Sen. Santorum (R-Pa.) previously supported the Low Income Home Energy Assistance Program, which provides assistance to low-income families to pay for heat and cooling. He said he now sees it differently, and believes heating assistance should be done at the state or local level, or perhaps left to the private sector.

"There are rules and laws against shutting power off for people at certain times of the year because of the weather," he said. "So there are protections in place and there are private-sector programs in place to help support that. And of course, the community can do things."

Santorum is not alone in proposing cuts to the program: The Obama administration proposed $2.5 billion in cuts -- down from $5.1 billion in 2009 funding -- from the heating assistance program in its 2012 budget. The move drew criticism from advocates for the unemployed, who said the program is needed more than ever as the economy remains stagnant.

Santorum also doubled down on his opposition to long-term unemployment benefits, which are currently being debated in Congress. Assistance for the long-term jobless, which provides benefits for up to 99 weeks, is set to expire at the end of the month.

Santorum said he fashioned some of his economic policies based on his conversations with Iowa voters, many of whom said those benefits may be preventing people from going back to work -- a common refrain by those who want to cut the program.

Some employers said they received job applications from unemployed people who then declined to interview, because they only wanted to check a form so they would receive benefits, Santorum said.

"This is the problem in Europe where they have these wrap-around welfare benefit service," he said. "Where they basically run the work ethic out of generations of people in Europe and the fear is that we are doing that here in America."

So, you were for the idea before you were against it? I guess you learned squat from the 2004 election. But to be fair, you're no worse at this then the other Repuglies campaining for the Regressive nomination this year.

BTW, you can be honest with us. You're secretly working for the Obama campaign, aren't you? You must be, otherwise you wouldn't be taking such loser positions just to appeal to 10-20% of the electorate where all the corporatists and evangelical lemmings are.

What is being overlooked by the self righteous former senator is that the employers and employees around the country have paid premiums for this INSURANCE that we are required to opt-in to. Both a Federal policy (FUTA) and a State policy (SUTA). Now if I buy an insurance policy from my local insurance agent the company that provided the policy has an obligation to pay my claim, should I have need to file one. In good times past, there was a surplus collected into these INSURANCE plans and now since the Washington crowd, including the former Senator skrewed up the economy with poor choices, they now want to beat those suffering from their mistakes. What is wrong with this picture.

T%he senator and his Buddies should take a poll. So they can see what is staring them in the face. Quit blaming the results of your bad choices on the people you are supposed to be serving.

Notice that Mr Santorum didn't demand the end of all farm subsidies for Iowa farmers. He is such a phoney. He runs around claiming to be Pro Life, but is actually Pro Rape and Pro Death. He claims to be a good devout Catholic, but he just chooses the ideas he likes and jettisons all the rest. Your classic Cafeteria Catholic.

Unemployment is insurance, you pay into it just like you pay for your car insurance or your employee healthcare insurance. If you went to file a claim and they said "sorry, we got rid of the program because we spent all the money that was paid in" wouldn't you find that problematic?

This is one horrible man. I hope in his next life he comes back as a poor woman with too many children to feed because she can't get contraception - and all her children are the products of rape or incest.... perhaps then this guy could discover a compassion that his religion obviously doesn't provide.

The Greedy Old Party is nothing but heartless, uncaring, fear spreading, hate mongers. Of course he does not care if someone has no heat, he apparently has never been broke or down on his luck. Yes SOME states prohibit cutting electric off in winter, but not ALL states do. Let them go hungry, let them go cold, who cares, we got ours, and the robber barons will be happy with us.

The problem is Santorum is a heartless idiot.

Before we cut unemployment benefits, we need to cut all foreign aid.

If we don't have a few dollars to help Americans in need, we surely cannot afford to give Billions to foreign countries.

Tiny Tim would be screwed in a Santorum administration.  It is truly a good thing that "deer in the headlights" himself never was and never will go anywhere except to a footnote after the TPGOP picks Newt-or Willard...
