Reid Won't Appoint Negotiators To Hammer Out Payroll Tax Cut Deal

WASHINGTON -- House Republican leadership is poised to reject a Senate-passed two-month payroll tax extension on Tuesday afternoon, pushing negotiations onto a committee of lawmakers from both chambers.

But if Speaker John Boehner (R-Ohio) is pinning his hopes for an 11th hour payroll tax cut deal on a conference committee, he is basically alone. Senate Majority Leader Harry Reid (D-Nev.) will not appoint conferees, his office stressed again to The Huffington Post on Tuesday morning.

"[There will be] no negotiations until Boehner follows through and passes the compromise that Senators Reid and McConnell negotiated at his request, and which received 90 percent support in the Senate," said a Senate Democratic leadership aide. "It's shameful that he won't even give it an up or down vote. Hopefully fellow Republicans can prevail upon their wayward colleagues in the House."

Asked specifically if that means Reid wouldn't appoint conferees, the aide said Reid would not.

By declining to participate in a conference committee that would, ostensibly, hammer out the significant disagreements between the House and Senate versions of a payroll tax cut extension, Reid is effectively making Boehner's latest move moot. If only one side will appoint negotiators, why start a negotiating process?

The version of the payroll tax cut passed by the House would last one year and is paid for by spending cuts, hiked fees on Fannie and Freddie and extending federal staff pay freezes for another year; the Senate-passed version would last two-months and is paid for with those same fees on the government-backed mortgage giants.

Even though Democratic leadership first announced plans to block committee negotiations on Monday morning, Boehner's office has shown little willingness to deviate from its course.

"The Senate did produce a bill, and today Republicans will move to conference to reconcile the two measures," Boehner's top spokesman, Michael Steel emailed reporters Tuesday morning. "That’s how Congress works, and we see no reason to stray from regular order."

Asked for some sort of prediction as to how the stalemate might end, Steel put the onus on the White House.

"The President has said he won’t go on vacation until this is done," Steel emailed The Huffington Post. "Once the House has acted, it will be up to the President to convince Sen. Reid to appoint conferees."

But Reid isn't the only Democrat who has no appetite for starting a negotiation process that the party feels has already been completed. Democrats, after all, have acquiesced on a number of fronts: They have dropped an income surtax for those earning over a million dollars that would have paid for the payroll cuts and have allowed language in the bill that will force the president to make a quicker determination on building a trans-continental crude oil pipeline.

And since lawmakers spent weeks unsuccessfully trying to bridge disagreements on how to cover the cost of a year-long extension, there is little hope that the two parties will be able to do so in the 11 days that remain before the payroll tax cut ends.

"One other point about conference committees," Senator Chuck Schumer (D-N.Y.) told MSNBC's "The Daily Rundown," "they take time."

"[Boehner] will never get it done here. The conference committee is a graveyard and Democrats and a number of Republicans won't fall for that ploy. ... It is subterfuge; it’s a joke; it is a way to kill the middle class tax cut."

UPDATE 1:25 p.m.: Boehner and the House GOP have called Reid's bluff, with the House voting by a 229 to 193 margin to reject the Senate's two-month payroll tax extension and send negotiations to a conference committee between the two chambers.

Immediately after the vote concluded, Boehner sent a letter to the president, urging him to "call on the Senate to do the right thing and work with us to pass a bill to extend payroll tax relief for a full year."

The differences between the two different bills can be quickly reconciled to provide the American people the certainty of a full-year bill. There are still 11 days before the end of the year, and with so many Americans struggling, there is no reason they should be wasted. You have said many times that Congress must do its work before taking vacation. Because we agree, our negotiators and the House stand ready to work through the holidays. I ask you to call on the Senate to return to appoint negotiators so that we can provide the American people the economic certainty they need.

Responding to the vote, Reid stuck to his guns. "I have been trying to negotiate a yearlong extension with Republicans for weeks," he said in a statement, "and I am happy to continue doing so as soon as the House of Representatives passes the bipartisan compromise to protect middle-class families, but not before then."

Apparently, somebody bought Reid before his "sell by date." In his case it is the "buy by" or even "bye-bye" date. This certainly gives the lie to the Democrat's claim that they are the party for the "little guy." Actually it seems to be the party of the little tax relief; but they double as the party of spend and run-up-the-debt. Two months of tax relief is a joke. Faced with the prospect of a years tax relief and a job creating pipeline project, the democrat-party controlled Senate opted for two months tax relief, no pipeline decision and the promise of future review. That's leadership?? Obama and his fellow Kleptocrats want the delay any pipeline decision till it can no longer impact their election hopes. We need it (the pipeline) now.

A two month reduction in Social security insurance premiums helps no one. Fire Reed, he is spoiled. He needs to do his job and send representatives to the committee Now! There are only 10 days left to work this out. Why does the do nothing Senate get a pass for going home before the job is done. Get back to work or get fired.

Why I like what they are doing.Standing up for their principles and giving Obama what he asked for- a year ext. on the taxes. So who changed and demanded something else after he saw that he got what he wanted.

Sending it to committe is the same as killing the deal. They have no intention of allowing the tax cut to go forward. Remember they did not want it in the first place, they could have had a year extension without the pipeline, they could have had a year extension with paying for it via a tax increase on the second million dollars a wage earner earns within a year. But noooo, they wanted the pipeline, and wanted medicare benefits to be cut in order to pay for the tax cut. Also, remember, this is the first tax cut that Republicans insist need to be paid for. No I happen to agree with that, so do the dems, but it is the first time the repubs asked for it. Top 1% tax cuts (Bush Tax cuts) were not paid for.

Maybe it is too late? Democrats have allowed the Republicans to derail most of President Obama's initiatives. They frittered away the their advantage of the 111 Congress in an effort to go bipartisan.

Maybe it is too late, but hopefully they have finally come to the conclusion that Republicans are only interested in making President Obama a one term President and not interested in bipartisan efforts to solve the country’s problems.

Stop buying the party line, or lies. The president did not want to confuse the tax cut issue with a pipeline through all of America, The president did not want to pay for the tax cut by charging the middle class and elderly.

It really can be serious. Several judges have died when their court houses had mold. Schools, fire houses, police stations, traffic control towers, governor mansions, apartments so many have had this problem and sometimes they just blow it off but many are sick. I have written here and all over for 12 years when I got sick. Never heard of it but it changed my life. Had sinus surgery, polyps, asthma, reactive airways disease, food sensitivities, etc. I belong to a group of physicians, scientists, researchers, the sick and we put out a research paper last year. Kind of some political stuff going on to prevent the truth. Maybe insurance, etc. Long story. Anderson Cooper is looking for people that have had mold, etc. Maybe I will contact. Be careful with leaks, floods, high humidity. I have met so many that are suffering and so many children.

Good job Harry. Pass a bill (FINALLY!)- then recess the senate, leave town and refuse to appoint any negotiators. Because the Republicans won't negotiate.

Apparently he thinks the public is stupid enough not to see the irony in that.

How many times have democrats compromised only to have republicans double down and be stubborn? Why should democrats spend their christmas in DC just to satisfy the GOP's need to play partisan games instead of delivering a tax cut for over half of all Americans? The GOP has been rightly painted as an organization who ONLY cares about the top 1% and their opposition of a tax cut that primarily benefits the working middle class will ensure that the GOP gets zero support from the middle class in 2012.

Never! Because it is their jobs, a two month reductions in Social Security Premiums helps no one, get real it only about $150. It cost a lot more than that to change the paper work for only two months. This ridiculous two month ploy is shameful. Reed get back to work and finally get something done. This Do Nothing Senate is a farsa. The job is not done until a bill is sent to the president. Passing a Senate bill Is only half the job now the two chambers need to work out a compromise.

80% of republican senators voted for this compromise. It is not the democrats who are kicking this can down the road it is the republicans in the House. Two months is actually BETTER than a year. The economy is starting to recover. In two months, maybe, just MAYBE (IF the republicans are prevented from stalling yet another recovery) we won't NEED payroll tax cut extensions. There has been good economic news for four months in a row now. In February, provided republicans don't monkey-wrench the economy in order to make Obama look bad, we'll have had six months of successive growth which is the same length of time as two quarters of successive growth (the definition of a recession is two quarters of negative growth--economics speak for shrinkage). This will cause investors to feel safer investing so GDP will go up and the economy will start to boom. So hurry up and derail the economy, republicans or you can kiss your asses goodbye. You've been banking these last couple years that Dubya screwed up the economy sooooooooo badly that it would never recover during the four-year term of whichever democrat succeeded Dubya so you could blame the bad economy on the democrat and then try to win that way. Too bad for you guys the economy is getting better. It must make you feel anti-America to be hoping and praying that the American economy continues to stagnate so that your side can make some political gains.

This is a chance for boehner to take cantor out and help start to restore congress back to place it used to be.It,s hard to believe he does,nt understand the biggest threat to his position is cantor and not Obama.The way it is shaping up he is bound to lose the speaker of the house post no matter how the election turns out and maybe his re-election to the house as well.But then maybe looking at that mess gathered behind him that is what he would prefer.

It wasn't democrat heavy enough. You republicans filibustered everything which made it necessary to have at least 61 votes in the senate just to get a stinking VOTE on ANYTHING. While America was crashing, the republicans filibustered any hope of changing how DC works or getting America back working again. The 2010 election was about the GOP successfully pinning the blame for their bad economy on Obama. They also successfully convinced many Americans that since Obama is in office with his hands tied behind his back that he is somehow to blame for the problems caused by the GOP and the fact that the GOP prevented Obama from fixing those problems. 2010 was a great success if you republicans think that the only thing that matters is propaganda. So you fooled the people for a single election cycle. When you won the 2010 elections it was with the caveat that the GOP would provide jobs. The onus is on the GOP. They haven't created one single job. In fact, they deny that the biggest job creator on earth, the United States Federal Government, creates jobs. It created THEIR jobs. It also created the job of every member of our military. When you complain about federal employees you are complaining about soldiers. When you complain about federal employees getting medical benefits you are complaining about a soldier's children getting their teeth cleaned. Does that make you proud?
