Tax Reform Coalition: Huge Corporations Gear Up For Upcoming Tax Battle

Huge U.S. corporations are forming lobbying groups to try to influence what could become the hottest congressional debate over comprehensive tax reform in a generation.

The newest organization calls itself the Tax Reform Coalition. Backed by companies including American Express Co and Xerox Corp, it filed paperwork with Congress this week to register as a lobbying group.

The coalition's registration suggests it will have a broad portfolio, lobbying on "issues related to corporate tax reform," but no one involved would answer questions on Friday.

It joins an increasingly crowded playing field of lobbying groups and politicians strategizing for what Washington will look like in 2013 following national elections in November 2012.

Another lobbying group, the RATE Coalition, was formed in October and pushes for a cut in the 35 percent tax rate on corporate profits.

WIN America Campaign, a third group, has been advocating since March for a tax holiday for profits that U.S. companies made overseas. Its supporters include multinationals and Washington's largest business lobbying group, the U.S. Chamber of Commerce.

John Buckley, a tax professor at Georgetown University Law Center, said that during the most recent major U.S. tax overhaul in 1986, businesses formed a large coalition to support it.

"They were able to shape it," Buckley said, and "that's what people want to do now."

The uptick in lobbying activity follows a proposal two months ago by U.S. Representative Dave Camp, chairman of the tax-writing House Ways and Means Committee. Camp, a Republican, said he wants a lower corporate rate, an exemption for overseas profits and other changes.

CAMPAIGN ISSUE

Republican hopefuls in the race for the November 2012 presidential election have put forward tax proposals with similar ideas, launching speculation that 2013 may be a defining year in Congress for U.S. tax policy.

Companies are choosing to organize now.

"There's a lot of risk in waiting to weigh in on something like tax reform," said Clint Stretch, managing principal of tax policy at Deloitte Tax.

"You're going to see more and more companies trying to figure out how to have a voice" in the tax debate, he said.

Four large U.S. companies are listed as the backers of the Tax Reform Coalition: American Express Co, Intel Corp, Tupperware Brands Corp and Xerox Corp. They have hired a former lawyer on the Ways and Means Committee as one of their lobbyists.

It was not immediately clear how much the organizations will work together.

The RATE Coalition is larger than the newer Tax Reform Coalition. It claims 25 member companies, with Intel a member of both groups. While it urges a cut in the corporate rate, it is agnostic on other changes.

WIN America is even more narrowly focused on the issue known as repatriation. U.S. companies must pay tax on earnings abroad when they bring the money home, minus a credit for foreign tax paid, and many have chosen to leave their profits elsewhere even if the money sits nearly idle.

Spokeswomen for the RATE Coalition and WIN America said they were not aware of the newest group.

COORDINATION OR COMPETITION?

By forming broad alliances, companies are able to pull together research, consulting staffs and other resources, said Jim McCrery, a former Republican congressman who now lobbies for WIN America and others.

"They're able to marshal their resources in a coordinated fashion," said McCrery, a partner at Capitol Counsel.

Corporate groups face an especially skeptical audience in congressional Democrats. Representative Sander Levin of the Ways and Means Committee has said that some of the ideas under discussion would cause a further shift in the tax burden from the wealthy to the middle class.

President Barack Obama has criticized the idea of cutting taxes on U.S. companies' operations abroad.

But the prospect of a historic change means companies are preparing to have their say.

"There's lots of people that have their hand in this, as one would expect. When you're talking about rewriting the Internal Revenue Code, that tends to get people's attention," said Kenneth Kies, managing director of the Federal Policy Group.

Let's look at the German tax system What is fascinating to me is this. 52,882-250,730 = 42 percent tax rate. This wage range is IMO, quite substantially different and yet the rate is the same. Looking even higher... 250,731 and above pay 45 percent tax rate. Please notice the high tax rate kicks in at a fairly low tax rate, while the very rich pay not much more. The headline and story say it all: the American government has been hijacked by "corporations." The last I checked, this nation was supposed to be one "of the people, by the people, and for the people." Not "of the corporations, by the corporations, and for the corporations." If the United States government has become a puppet to corporations, then we have undeniably reached a point in U.S. history where the government "has become destructive of these ends," i.e., the individual pursuit of "life, liberty, and happiness," and it is the right -- perhaps the duty -- of the people to "alter or abolish it, and to institute new government." Either by the vote or otherwise, the American people must restore their government to the majority, and take it away from the one percent. Now they can come and get me. It will be my honor to be the Crispus Attucks of the New American Republic.

As long as American political campaigns are financed by what amounts to no more (and no less) than State sanctioned, legalized, bribery, tax reform, like so many reforms, will be in name only.

Big Business OWNS this country, they will get what they paid for.

I think one of the biggest myths out there is that business is the guarantor of free markets and competitio­n. Businesses hates competitio­n and prefer monopoly, monopsony and oligopoly and will use their influence with government to stifle competitio­n. Overweenin­g IPR laws, anyone? Effective regulation­, transparen­cy and good government are needed to promote free markets.

The financial sector is another poster child where excessive profits are a clear indication that competitio­n is lacking., Which sector most uses its funds to influence policy?

You're right! Business has figured out long ago that it was often easier to limit competition through corrupt government than it was to go earn the business.

The role of government should be leveling the playing field to increase competition, not limiting it. Capitalism only works if there is competition or the ability to have competition.

All government is corrupt. The only way to limit the effects of a corrupt government is to limit its size and scope. We are doing the opposite now.

The quote below is from the book Capitalism and Freedom written by Milton and Rose Friedman. Dr. Friedman is the economist who is quoted most often when conservati­ves are praising free markets and capitalism­.

"But we cannot rely on custom or conscious alone to interpret and enforce the rules; we need an umpire.The­se then are the basic role of government in a free society; to provide a means where we can modify rules, to mediate difference­s among us on the meaning of rules, and to enforce compliance with the rules on the part of those few who otherwise would not play the game."

For whatever reason, this part of Dr. Friedman's philosophy is never mentioned when it comes to making "free markets" work.”

We should never let American Corp's have this exemption for overseas profits. They should have built in America to start with. The tax on those profits should be harsh and should be used to help American higher education of students. Not schools.... Students. P

The Business And Government Greater Economic Renewal coalition (BAGGER) has registered to halt progress and derail anything good at all in DC next year.

Michele Bachmann has been tapped to lead the group.

They plan to light bags of crap and leave them on lawmakers' doorsteps.

This just in:

A new group, billing itself the Government Re-Education & Economic Development Coalition (GREED-Co) has registered as a lobbying consortium with the stated purpose of prowling the halls of Capitol Hill (or "Capital Hill" as they like to call it) bullying lawmakers, pantsing interns and forcing low-level government employees to, "Get me coffee, beach."

They are courting Newt Gingrich to lead their effort.

Bringing back jobs should be the agenda for a new corporate tax code. I think this is obvious to everyone including Congress. Award company's that build in the US and penalize company's that outsource to China and India. These country's are HUGE and significantly impact our country's prosperity. Other country's are too small to make much of an impact. Open free trade directly with Russia conditioned on a free political system. Tell China to shape up or go the heck away. We don't need nor should we compete with $1 dollar an hour labor.

Please think hard americans, carefully choose your politicians. Take pride in your country. We are the greatest country in the world because we allow free speech and we innovate including updating Adam Smith's doctrine of free trade.

Lets try fair trade with China and India as they are the real threat too our prosperity.

The only way to get the politican's hands out of the pockets of the wealthy (and I combine corporations and unions as onel here) is campaign finance reform. And I predict those champions of the middle class - the unions - to be the first ones to try to prevent you from succeeding.

Sure, but Corporations outnumber unions by a far greater margin. Beside, the ratio is irrelevant. The point is that neither unions or corporations can have the politicians in their pockets if we expect them to represent us as a whole.

Don't pride yourself America, on your self-described Portfilio of Democracy; they are, by all accounts, just loosely carried documents that portrays a representation of a type of Government that no longer is even close to that definition, or that it is at all representative of it's People. Do not preach to others about your success. America's Democracy should be defined only by it's People, its success measured by its value for Equality.
