MANILA, Philippines — The death toll from flash floods that swept away entire villages in the southern Philippines climbed to nearly 1,500 on Tuesday, as authorities widened their search for bodies.

The Office of Civil Defense's latest tally listed 891 dead in Cagayan de Oro and an additional 451 in nearby Iligan city. The rest came from several other provinces. Most of the dead are unidentified.

"The search will continue as long as we are recovering bodies," said Civil Defense head Benito Ramos.

He said that decomposing remains were retrieved floating in the sea as far as 60 miles (100 kilometers) from the two cities where a Dec. 16 tropical storm unleashed more than a month's worth of rainfall in 12 hours, sending walls of water gushing into homes.

One of the dead was a headless girl who appeared to have been hit by logs that were carried by flash floods, Ramos said. She was among 13 bodies retrieved by a team of navy sailors.

Navy and coast guard divers were initially sent to find more bodies believed to be pinned down by logs scattered in the sea and along riverbanks, but Ramos said the operation had to be called off because waters were too murky. "It's useless to dive when you can see nothing," he said.

It was not clear how many more are missing.

More than 60,000 homeless from hundreds of flood-ravaged villages spent a miserable Christmas in jam-packed schools and gymnasiums, while the United Nations launched an urgent appeal for $28 million to help the displaced – more than half the population of Cagayan de Oro and Iligan, which are in the southern Philippines' Mindanao region.

More rains Tuesday prompted evacuations of nearly 2,000 people on the opposite side of Mindanao Island, where a child was reported missing in floods in Surigao city, the civil defense reported.

President Benigno Aquino III, who banned logging in February following previous flooding deaths that experts say were caused partly by deforestation and soil erosion, has ordered an investigation.

Communist guerrillas in the south, meanwhile, threatened to punish multinational companies they blame for environmental destruction.

Rebel spokesman Jorge Madlos told The Associated Press by telephone that they sought funds for victims from huge pineapple and banana plantations and other companies.

"Some were lukewarm to our call," Madlos said. "That'll be a factor when we decide which ones to punish first for this destruction."

Another factor in the staggering death toll was illegal settlements along Cagayan rivers. Thousands of people lived in shanties on the banks and islands directly along the water's path.

This was suddenly happened and we don't expect many people to be killed by the Typhoon. The place occur is in Mindanao Island where very seldom hit by the flash floods as result of this Typhoon. I think the people are not well prepared or they don't think it will hit them even there is already got the advice from the weather bureau. Sad to hear that. Condolence.

Tragic and terrible, just like the Thailand floods, the Pakistan floods and every other environmental catastrophe of the last few years. And it is going to get worse not better. All of this, and just about every other problem around, can be traced back to one basic cause: there are just way too many people on the planet, unbalancing the climate and living in places they would be better off not living in. I believe it will take the collapse of the insurance industry worldwide for anyone to really start taking this seriously.

How sad that so many would die and most probably remain nameless. That families be decimated and any survivors will not be certain of the whats and wheres of their loved ones. No matter the causes, humans paid the price. Hopefully, the survivors will receive the help they need to rebuild their lives.

The situation will get worse if government does not put its teeth on the laws of logging restrictions that denudes forests and causes massive soil erosion. These in turn turn pose dangers to communities living near riverbanks and downhill during heavy rains causing flashfloods. Denudation thru logging, wiping away of marshlands, 'kaingin' practices without reforestation spells disaster for my native homeland and the people. The late information set out by Pag Asa Weather bureau promoted a duo to disaster in massive proportions hitting Cagayan, Iligan and Surigao with tsunami type hit near the riverbanks. Now, it is a threat of health risks spawned by the aftermath of rotten bodies.

We should learn from our mistakes. My prayers are with the Filipino people in this northern part of Mindanao.

After 10 days the clean up is progressing, our family compound was flooded with 3 meters of water up close to the ceiling on the ground floor. My brother in laws have 1 story houses on the compound and were able to make it to the main house before the water got over chest deep. My wife's boutique www.lecheapboutiqueph.com/ was flooded with water up 3 meters. Water was running over the gate and four cars were under water, over the roof. Just got a water hose with running water , electical by weeks end. We had high property loos, but no loss of life.

A poor country with beautiful people. So sad. I hope that they recover soon. Knowing the Philippine character they will overcome this adversity with courage and a smile.

With global warming mother nature is trying to pump more fresh water into the ocean streams flowing to the poles to cool things down. Storms of all sorts will get larger and larger. Perhaps you should come up with another scheme for describing the devastation other than the number of people killed. Such number will grow ever larger and larger. Poor people always live in low areas near rivers and shores. Moving them out of such areas will be impossible. After while we will get completely desensitized with the numbers. Not a nice prediction.

This is what a third world county has to deal with. They don't have the resources to properly take care of the infrastructure and environment. The people can't afford the build standards need to survive these floods. They can't afford to go elsewhere either.

They suffered under a dictatorships will recently, and still have a republic too weak to stop illegal logging with vastly contributed to this disaster.

Lack of birth control caused the floods? That's a whole new one. The Catholic church does not allow birth control. That not withstanding, most Catholics use it anyway. And Mindanau is heavily Muslim, anyway.

Scientists predicted global warming would cause this kind of event in the Philippines. But the scientists conducting the PICC study were labeled 'too alarmist.'
