Humane Society‎ Sparks Outrage By Euthanizing Man's Kitten Over Money

PHOENIX -- Animal lovers threatened to pull donations to an animal rescue group and the public flooded the agency with scathing comments and calls after a man's cat was euthanized when he couldn't afford its medical care, prompting the Arizona Humane Society to go into damage-control mode Wednesday.

The group has hired a publicist, removed dozens of comments on its Facebook page and directed a team of five volunteers to respond to the overwhelming calls and emails it has received since The Arizona Republic published a weekend story about Daniel Dockery and his 9-month-old cat, Scruffy.

Dockery, a 49-year-old recovering heroin addict, told the Phoenix newspaper that he took Scruffy to a Humane Society center on Dec. 8 because she had a cut from a barbed-wire fence, an injury that he described as non-life-threatening. The agency said it would cost $400 to treat Scruffy, money he didn't have.

The Humane Society cited policy when it declined to accept a credit card over the phone from Dockery's mother in Michigan or to wait for her to wire the money. The staff said if he signed papers surrendering the cat, Scruffy would be treated and put in foster care, he said.

Instead, Scruffy was euthanized several hours later.

Dockery told the Republic that he was devastated.

"Now I've got to think about how I failed that beautiful animal," Dockery said. "I failed her. ... That's so wrong. There was no reason for her not to be treated."

He described the cat as helping him stay off drugs for more than a year, the longest he had ever been clean. He hand-fed the feline before she opened her eyes at 4 days old, giving her fresh tuna and letting her sleep on his pillow.

Stacy Pearson, who was hired by the agency specifically to deal with media questions about the cat, said Dockery's case has led to two changes. The Arizona Humane Society has set up an account, funded through donations, that would cover the costs of emergency treatment of animals whose owners need a day or two to come up with money for payments. And the group is now accepting credit card payments by phone, Pearson said.

Dozens of scathing comments have since inundated the group's Facebook page, with animal lovers demanding to know why the cat was put down. Pearson said angry comments were removed because of their content: One called for the staff to be euthanized, while another said what happened to Scruffy was murder.

Pearson said Scruffy was put down over a number of reasons, including Dockery's lack of immediate funds, a lack of veterinarians to treat her and what Pearson described as a very serious cut on Scruffy from her abdomen to her knee that went to the muscle.

She said the Arizona Humane Society at the time didn't accept credit card payments over the phone because of possible fraud and can't treat pets with only a promise from owners that they can pay the next day. She said staff had every intention of getting Scruffy the help she needed but the number of animals requiring help at the group's second-chance clinic was too much for the resources available.

If Dockery had been able to pay, Scruffy would have been treated at the facility where he brought her, Pearson said.

"There was no malicious intent to take Scruffy away from her father," Pearson said. "Pulling funding is only going to make a problem like this worse."

On Facebook, where only the agency's executive director is allowed to post comments now, Guy Collison wrote that "Scruffy's story is heartbreaking, and underscores the worst-case-scenario of need eclipsing resources available." He said that his agency has always done what's best for animals.

In less than an hour after his statement was posted, more than 100 people responded, with most slamming the agency and some defending it as doing the best it can with available resources.

Pearson said the group told Dockery on Tuesday that when he's ready for another pet, he could come in and pick one out, but he declined, telling them: "No thanks."

for those that really would like to contribute to or volunteer there are many many local community based organizations that are dedicated to the welfare of animals. nationally, the doris day foundation focuses solely on legislative issues regarding animal welfare. and then there is animal friends in utah. a very organized and determined effort to end the plight of homeless or unadoptable animals.

unconscionable. devastating. sickening. and the real tragedy is that millions of dollars are sent by donors to this organization without the organization being fully vetted. the aspca and humane society have wonderfully clever names. just to insinuate they are all about the animals' welfare. when they are not. i am disgusted beyond measure. and angry. very very angry.

Some twenty years ago, I was in danger of being homeless. I wrote to an animal rescue organization requesting help, in taking in my three cats. I also explained to them, that I was quite ill. They sent me a reply stating they couldn't assist me. It wasn't even a sympathetic letter. They just flatly refused to take them and offered a flimsy reason which was very transparent. If my memory serves me correctly, in their response, they might have even solicited a donation from me if and when my 'circumstances changed'. I was outraged and disillusioned. In the end, I was able to keep my apartment and my beloved cats. The only animal welfare organizations I trust, are the A.S.P.C.A. and the Humane Society of the United States. Most of these so-called rescue groups are all about the bottom line. It's a shame the Arizona Humane Society in Phoenix, didn't live up to their commitment. As for their new fund and policy to accept payments over the phone, it's too much, too little, too late for Scruffy and, who konws, how many other unfortunate animals? I don't blame Mr. Dockery one iota for refusing their offer to 'replace' Scruffy. He said, "No thanks." I would have said much, much more. Besides, how do you replace a member of your family? Kudos to anyone who pulls their support of the Arizona Humane Society, as they don't deserve a dime.

The ASPCA and Humane Society do not deserve your trust.

ASPCA actively lobbies against any animal welfare law that may cost them donations, in addition to forcing the Animal Care &Control to take in animals for euthanasia. Their logic? If ACC put down the animals, the ASPCA can brag about a 'low kill' rate.

The Humane Society is a lobbying organization - it is NOT a rescue group. They use raised funds to run their office and pay employees.

If people truly want to help animals, they should make donations to, or volunteer for, the small, local organizations. These are the groups that have devoted people out every day doing hands-on rescue, fostering, feral management, spay and neuter, and vet outreach. They'll spend their last dime buying food and care for animals. Meanwhile, the ASPCA president - Ed Sayres - takes home $480,000/year.

While I am sure there was no malicious intent in this situation, it doesn't change the fact that they committed a grievous and tragic act.
They have now instituted a 911-Interim Fund to prevent such situations in the future.
IF THEY HAD ANY CHARACTER, they would call it the Scruffy Fund: To not only honor the cat, but to OWN UP to their error and remind not only the public but THEMSELVES of what they did and be much more careful in the future.

Maybe the owner should have stopped spending all his money on heroin or not gotten a cat he couldn't afford to treat should anything happen.

All the humane society had to do was go to the local paper and tell the story of this cat and it's owner and money would come pouring in to help pay the expenses. Their 'spin' doesn't work for me at all. The expense to get PR, the overtime to handle the calls and emails, could all have been used for this cat. Glad to hear that they've changed their policy on accepting credit cards over the phone, etc.A few years ago, I found a sweet cat that had been abandoned in a state forest, where I fortunately found her. I took her to a local vet that works 24/7 (weekend, of course) and had to pay $450 before they would look at her. It turns out she'd been declawed and had been injured quite badly by some creature. It would have cost more than I could afford to have her taken care of. I had to ask them to euthanize her. Though they knew the story of how I'd found her, etc., it cost me $350 at the end. My usual vet was appalled that under the circumstances, I was doing the humane thing, and should not have been charged at all. Thank god, I found a good vet who cares more for the creature than the almighty dollar!

Lets see...they won't accept a credit card payment (but I'll bet they'd take a credit card pledge)..they don't have the money or humanity to help Scruffy (but can hire a PR agent)....and they think they can fix the problem with a "replacement" animal? My pets are all rescue animals but they aren't replaceable. I'd say this Humane Society is less than Humane. In the midst of all the spin-doctoring they should start at the top and fire the Executive Director--that should save some money.

The idea of a “no kill shelter” is a deception. . I know, I have worked at several. Any no-kill shelter must limit their intake. They can’t take all the injured, diseased, problem animals or they would be too full to accept the healthy ones. They send people away. The animals they reject go to kill shelters or are abandoned. Until people are responsible for life there will always be surplus, unwanted pets. Condemning them to a life in a cage with little attention is a cruel, It is easy to claim “no-kill” if you only accept a few.

The "no-kill" Shelter in our community does not treat people's pets unless they can pay. They reject pets whenever someone tries to give an unhelathy, sick, problem pet. They send them away to be taken to a unlimited acceptance center where they may be euthanized. That way they can maintain their "no-kill" status and get lots of donations.

I only donate to shelters that acceot ALL animals. The pets there are just as deserving and they need the money the most. Allacceptance shelters keep people from otherwise abandoning them on the streets to starve or be killed. They don't "kill" becasue they want to but because they have no choice when they are full.

Years ago after a devastating hurricane back east, perhaps Rita (?), the United Way, while gathering in huge sums of money-donations for disaster relief, had upper management exposed to be taking large amounts of that money and squandering it on "stuff" for themselves. I have never donated to them since-period! The inHumane Society can now count on that same treatment from me from now on.

What I don't get is that someone was willing to pay for the animal's care via credit card over the phone, but they don't take it??? What large company doesn't take credit cards these days?? ( the Humane Society is a large company, non-profit or not). I think they have gotten too large and fragmented to do the job they should. I agree with some posters, that many people have animals they can't or won't care for properly so they might want to take advantage, but this guy HAD someone willing to pay for it! Something is amiss..

This is a reason why I do not donate money to the US humane society. There is no reason to have put the cat down. I will continue to take food and supplies but never again money. Did the society think of giving the gentleman another cat/kitten? I am a person who has rescued 2 abandoned cats and I cannot fathom losing them to this kind of cold heartedness. All I can say is shame on you HUMANE ? SOCIETY.

The HSUS has 0% connection to this shelter in Arizona. The HSUS is a lobbying organization that wants to outlaw animal ownership. They do not rescue animals or support shelters. "Humane Society" is a generic term and anyone can start one as long as they meet IRS Charity status. Most Humane Societies are independent and local. Some even operate on tax money. acting as local Animal Control.

Learn the policies of the local shelter and support those whose philosophies’ you agree with. Not all "no-kill" shelters are the same. They can claim "no-kill' and still put down sick or injured pets. Some limit overcrowding by rejecting "unadoptable" animals. This keeps "no-kill" status to keep donations high. Animals in limited time facilities need your help too! Ask before you give!

Hi, Sue. I made a comment several hours ago. Within it, I said I trust the Humane Society of the United States. In this comment, you asserted the HSUS is 'a lobbying organization that wants to outlaw animal ownership.' Am I to understand they don't believe in having pets? I'm afraid I'm a bit bewildered, not to mention upset. Could you please explain the meaning of your statement?

You also said in another comment awhile ago, that people can't be trusted, or words to that nature. I heard something terrible, years ago. A woman took her cat to the vet and requested he put the animal down. He asked her if the cat was sick. She said, "No. I just had the living room done over, and he no longer matches." True story.

I donate to the Humane Society. I am outraged! This poor man! I hope they are making things better for him. Yeah, how much is PR? I would like to help this man if I could.

ABSOLUTELY WRONG! Humane Societies are independent with different philosophies’. "NO Kill" is also an abused term. Our local "Humane Society" claims it is "No kill". They will only accept adoptable pets, rejecting any sick, injured or problem pets, just to keep a no kill status. Rejected pets are taken to all acceptance shelters or abandoned. They operate a full service vet clinic but do not help people who cannot pay for services.

A no kill shelter, unless it accepts ALL unwanted pets is a luxury, but not a solution. It matters not what they "claim" but what they do. Someone has to accept all animals, no one Shelter can keep, treat them all. It is always the animals that suffer if you don't support all shelters, even the ones that have to do the "dirty work" of irresponsible owners. It is irresponsible owners who are to be blamed not the Shelter!
