Chicago Pit Bull Ban? Alderman, Family Of Mauling Victim Call For Stricter Dog Owner Laws

Reacting to the vicious mauling of a lakefront jogger by two large pit bulls, a Chicago alderman stated Tuesday that the City Council should revisit stricter laws governing ownership of the controversial breed within city limits.

Ald. Robert Fioretti (2nd) told CBS Chicago that he has heard "nothing but bad" results from the ownership of pit bulls throughout the city of Chicago and that the time has come for the City Council to "take a good hard look" at whether Chicagoans should be banned from owning the breed altogether.

The family of Joseph Finley, 62, the jogger who was left in critical condition after the Monday attack and remains in intensive care, has also called for stricter penalties for the owners of dogs who attack people -- in Finley's case, very nearly ending the man's life.

"They must be held accountable," Gregory Finley, Joseph's brother, told the Chicago Tribune. "These two dogs almost killed my brother."

Joseph was mauled by the 70-pound dogs around 6 a.m. while he jogged in Chicago's Rainbow Beach Park. He was bitten over his entire body, including his face, arms and legs and the attack only came to a stop when police fatally shot the animals.

Jimmy Johnson, 57, the pit bulls' owner, was ticketed Tuesday for both failing to keep his dogs under control and not having city licenses for them after he came forward to authorities.

Though Johnson was not charged criminally, his fines total $2,000, Fox Chicago reports.

Johnson's neighbors were familiar with the now-deceased dogs, named Uno and Bullet.

Valentino Jackson, one neighbor, told CBS that, as the initially "innocent little puppies" grew they learned their "evil side."

"We couldn't even take out our trash without them coming at us," Jackson added.

The Chicago City Council last considered a citywide ban on pit bull ownership in 2007, but the measure did not attract enough support to become law.

According to NBC Chicago, Fioretti, noting his office had already received many calls in support of a city pit bull ban, said he will introduce a resolution calling for a review of city laws concerning irresponsible dog owners when the City Council reconvenes on Jan. 18.

In addition to potentially banning pit bull ownership in the city, Fox reports the resolution could call for raising the penalties facing irresponsible dog owners to fines of $5,000 or possibly even jail time.

Chicago Animal Care & Control Commissioner Cherie Travis previously told the Chicago Sun-Times that an outright ban on pit bulls would be a "kneejerk reaction" and that she is "hesitant to malign an entire breed."

In the last 100 years attacks by wolves on humas are around 50 and most if not all were cases of rabid wolves. Wolve are almost extinct. Compare that to the pitt bull attacks. The pitt bulls are more dangerous than wolves.

I've been bitten by a mixed-breed dog (who had been shot in the stomach without the owner's knowledge and was very ill from infection) and by two pure-bred German Shepherds who were protecting their puppies from a stranger and nearly bitten by a mixed-breed dog who WAS A KNOWN BITER who DID bite my husband very badly. None of them was a Pit Bull. ALL animals can hurt humans. It's the way our domestic animals are raised and trained that makes them either safe or dangerous. Please do not target one variety over another- it's just not logical and it makes good animals into scapegoats for the poorly socialized humans who raise them.

Most breeders of GSD will tell you not to approach a GSD with puppies. Any dog actually will attack if they have young.

You know what? I am 100% against the ban of pitbulls. Do not comment to me thinking you can change my mind because you can't. I own a half pit bull half jack russell terrier, and she is the sweetest thing. And you know what? Believe it or not, but it's the way they're RAISED and in every species, there's good and there's bad. Where there's light, there's darkness. Don't you dare tell me that there is no such thing as a good-hearted pitbull. I'm tired of this whole, "Oh, they look mean and they look like they can tear someone apart." So can a Labrador retriever. So can a boxer. They could if they were raised without proper conditioning. You can go ahead and tell me that all retrievers are good dogs, but I can guarantee you without the proper conditioning and with a terrible owner, they could be vicious.

Thank you. Finally an intelligent comment. I own two pitbulls. I foster one pit-mix. I work for a pitbull rescue. My mind will never change either.

And before anyone says, "just wait until you get bit" or something of that matter. I work with dogs that have been put through HELL. I have been bit and almost bit by pitbulls who just wanted to protect themselves because they were scared of humans. One dog almost bit me because she was afraid of strangers because the cops that found her used a taser gun on her. Now, she is completely rehabilitated and with loving owners. But I have also been bitten by German Shepherds, Labs and Chihuahuas who were not put through hell.

WOW…… I have mixed feeling. I adopted a puppy three years ago. I was told he was part Lab. I fell in luv. The older he got, I started to notice he looked more American staff shire terrier… (street name Pit)
I too like other folks was not familiar or socialized with this kind breed and so I was prejudice stemming from fear created by the media. They are large, strong dogs that require a lot of attention, luv and exercise. A tired dog is a good dog.
Unfortunately, like other breeds in the past they are and have been used for all the wrong reasons and they are paying an extreme cost with their lives.
My heart goes out too this gentleman who was attacked and I said out prayers to him and his family.
But, please don’t attack and place a ban on a whole breed of dogs based on one owner’s/owners fault and lack of responsibility and ownership.

The pit bulls should be banned. I don't buy this business, it is how they are raised not the breed. BS you don't hear collies, labradors and golden retreivers mauling people to death or dismemberment on a weekly basis...just pit bulls. I fear them and think they should be banned!

Never heard of pit bulls mauling or dismembering people on a weekly basis. In fact, never heard of pit bulls dismembering anyone. And in fact, you don't hear of pit bull attacks on a weekly basis either. In fact, the media can't even prove that the dogs involved were pit bulls. Pit bull has no become synonymous with a certain look, not a breed.

Your fear is irrational. You're spreading lies. Pit bull attacks and dog attacks in general are so rare, that when they happen, they become a big deal. You know what is a truly big deal? People getting shot and killed. But that happens on a DAILY basis, so the news doesn't cover it or if they do, it gets maybe a day on the news.

Look at the whole picture. Take everything into perspective. And look at the facts. Don't let irrational fear hurt someone or something.

Well to be fair, people probably shouldn't own guns either. How many times does someone with a gun come to the rescue of someone vs. the amount of times guns are used for cold-blooded murders?

Yeah.

I also wish we could rid ourselves of this fairy tale that pit bulls are sweet, cuddly dogs. Can they be sweet? Sure, I'm met some pits that were nice. But their breeding history shows they were bred for their ability to catch animals and fight. Take a look (or better yet, feel) their thick, heavy skulls, their high pain threshold and their ability to clamp down with their jaws and not let go, with a jaw strength that quite literally requires a crowbar to unclench when they've attacked.

I don't really believe in banning lifeforms, but this is a case of human-induced evolution. We brought them into this world and we can take them out.

Also, if there are other dog attacks, the media doesn't say the breed. They just say "dog attack".

Again, you don't hear about them because the media doesn't sensationalize them if they even make it to the news in the first place. Pit bull invokes fear. Media thrives on fear. So, the media jumps at every opportunity to label a dog attack one of a pit bull variety, even when there is no confirmation of the dog's breed. And when they're wrong, the media doesn't correct the mistake. Even if they did, nobody would notice. If it is overwhelming obvious the dog isn't pit bull, and it's a slow news story, the title is again, "Dog Attack" not "Boxer Attack" or "Siberian Husky Attack"

Make owning a dog more harder and make the owners take courses on how to train your dog. This should be a law. There are way too many cases of people being attacked by dogs. That's why I love my cats. MEOW purrrrrrrr....

I think this is a very unfortunate event and I feel terrible for the jogger, I hope that he has a fast and healthy recovery. He is a brave soul and he will be in my prayers.

However, It is also very sad that Pit Bulls carry this awful stigma of being evil animals and that every pit bull is a threat, that is pure ignorance. This man who owned these two dogs should be put in jail for not having them on a leash knowing they could be aggressive or making them that way. Pit Bulls are actually wonderful dogs and very loyal sweet natured animals, it is only how they were brought up (like any dog) this dog owner was guilty of cruelty or fighting these dogs and that's why they were so vicious. It makes me sad that this breed is lumped into this horrible category, it is the owners fault not the dogs.

First off, these people are idiots. They said the owner should be held responsible, yet they want to ban the dogs? Stupid, stupid, stupid. The problem is the owners! Ban the dogs, and they'll still get other dogs to raise poorly.

Nobody every takes the dog's life into consideration. By that I mean how the dog was raised. Was it beaten? Was it purposely trained to attack? Was it just generally uncared for? Nobody ever looks into those major factors. Pit bulls are not genetically aggressive towards people. That idea is absurd and false. And most media reports on attacks by "pit bulls" are unconfirmed of the dog's breed. This article says the dogs were 70 lbs! That is not a pit bull! Pit bulls are 30-50 lbs.

It's the media spreading all these falsehoods. They never confirm the breed of dog. Just, if it looks like a pit, it is a pit. And if any other breed of dog attacks, it's labeled as a "dog attack" rather than specific breed. The name pit bull gets people on their toes. The media loves it. It's drama.

That's not even a valid argument for anything. My mother has worked with animals all her life and at a Veterinary Clinic for the last 10+ years and I have owned a pit bull for the last 10+ years of my life, and I don't think I've ever seen a nicer dog than her. Of all the Chihuahuas that I've seen in my life, most of them have been pretty psychotic, but of course nobody is going to get harmed by one because they weigh like 8 pounds. It's a matter of the owner of the dog. Pit bulls are extremely loyal and their personalities very much reflect that of their owner. I'm a pacifist, thus so is my pit bull.
