A financial review team for Highland Park Schools is recommending to Gov. Rick Snyder that an emergency manager take over the troubled school district.

The 10-member independent team appointed to assess the district's financial situation issued its final report to the governor on Tuesday. The report determined that a financial emergency exists within the district and there is no satisfactory plan to resolve that emergency. "The Highland Park school district is in a financial free-fall, and we must do everything we can to protect the students and educators from feeling the brunt of the impact," state Superintendent of Public Instruction Mike Flanagan said Wednesday. "The quality education of the Highland Park students is our top priority."
