Jakadrien Turner Saga: Texas Teen Deported To Colombia Reunites With Mom

DALLAS -- A Texas teenager who was deported to Colombia in May after claiming to be an illegal immigrant was returned to the United States and remains at the center of an international mystery over how a minor could be sent to a country where she is not a citizen.

Her family has questioned why U.S. officials didn't do more to verify her identity and say she is not fluent in Spanish and had no ties to Colombia. While many facts of the case involving Jakadrien Lorece Turner remain unclear, U.S. and Colombian officials have pointed fingers over who is responsible.

Jakadrien, 15, arrived in Dallas on Friday evening and was reunited with her family. She was flanked by her mother, grandmother and law enforcement when she emerged from the international gate at Dallas-Fort Worth International Airport shortly before 10 p.m.

"She's happy to be home," the family's attorney, Ray Jackson, said, adding that the family would not be issuing any statements Friday night.

He said the family was "ecstatic" to have Jakadrien back in Texas and they plan to "do what we can to make sure she gets back to a normal life."

Immigration experts say that while cases of mistaken identity are rare, people can slip through the cracks, especially if they don't have legal help or family members working on their behalf. But they say U.S. immigration authorities had the responsibility to determine if a person is a citizen.

"Often in these situations they have these group hearings where they tell everybody you're going to be deported," said Jacqueline Stevens, a political science professor at Northwestern University, who is an expert on immigration issues. "Everything is really quick, even if you understand English you wouldn't understand what is going on. If she were in that situation as a 14-year-old she would be herded through like cattle and not have a chance to talk to the judge about her situation."

Jakadrien's saga began when the teen ran away more than a year ago. Jakadrien's family said she left home in November 2010. Houston police said the girl was arrested on April 2, 2011, for misdemeanor theft in that city and claimed to be Tika Lanay Cortez, a Colombian woman born in 1990. It was unclear if she has been living under that name.

Houston police said in a statement that her name was run through a database to determine if she was wanted by Immigration and Customs Enforcement but the results were negative. She was then turned over to the Harris County jail and booked on the theft charge.

The county sheriff's office said it ran her through the available databases and did the interviews necessary to establish her identity and immigration status in the country, with negative results. A sheriff's office employee recommended that an immigration detainer be put on her, and upon her release from jail she was turned over to ICE.

U.S. immigration officials insist they followed procedure and found nothing to indicate that the girl wasn't a Colombian woman living illegally in the country.

An ICE official said the teen claimed to be Cortez throughout the criminal proceedings in Houston and the ensuing deportation process, in which an immigration judge ultimately ordered her back to Colombia.

Standard procedure before any deportation is to coordinate with the other country in order to establish that person is from there, the ICE official said.

The ICE official, speaking on condition of anonymity due to not being authorized to discuss additional details of the case, said the teenager was interviewed by a representative from the Colombian consulate and that country's government issued her a travel document to enter Colombia.

Jakadrien was issued travel documents at the request of U.S. officials using information they provided, the Colombian Ministry of Foreign Affairs said. Colombian officials are investigating what kind of verification was conducted by its Houston consulate to issue the temporary passport.

The girl was given Colombian citizenship upon arriving in that country, the ICE official said.

According to the Colombian Ministry of Foreign Affairs, the girl was enrolled in the country's "Welcome Home" program after she arrived there. She was given shelter, psychological assistance and a job at a call center, a statement from the agency said.

"If she looked like an adult, and she told them she was a 21-year-old Colombian citizen, and she didn't show up in their databases, this was inevitable," said Albert Armendariz, an immigration attorney from El Paso.

Jakadrien's family says they have no idea why she ended up in Colombia. Johnisa Turner said the girl is a U.S. citizen who was born in Dallas and was not fluent in Spanish. She said neither she nor the teen's father had ties to Colombia. Jakadrien's grandmother, Lorene Turner, called the deportation a "big mistake somebody made."

"She looks like a kid, she acts like a kid. How could they think she wasn't a kid?" Lorene Turner asked on Thursday.

Lorene Turner, a Dallas hairstylist, said she spent a lot of time on the Internet trying to track down Jakadrien.

Ultimately, the girl was found in Bogota by the Dallas Police Department with help from Colombian and U.S. officials.

Dallas Police detective C'mon (pronounced Simone) Wingo, the detective in charge of the case, said she was contacted in August by the girl's grandmother, who said Jakadrien had posted "kind of disturbing" messages on a Facebook account where she goes by yet another name.

Wingo said the girl was located in early November through her use of a computer to log into Facebook. Relatives were then put into contact with the U.S. embassy in Bogota to provide pictures and documents to prove Jakadrien's identity.

Colombian officials said when the government discovered she was a U.S. citizen and a minor, it put her under the care of a welfare program.

State Department spokeswoman Victoria Nuland said the case was brought to the State Department's attention in mid-December.

"We didn't have any involvement at all in this case until it came to light that there may be a problem with an American minor in Colombia, and that – and then we became involved both with Colombian authorities and with folks in Dallas," Nuland said.

Stephen Yale-Loehr, who teaches immigration law at Cornell Law School, said hundreds of U.S. citizens are wrongfully detained or deported each year.

"There are a variety of legitimate reasons why somebody might not appear to be a U.S. citizen at first glance." he said. "It's the duty of the U.S. federal immigration agency to make sure that we do not detain and deport U.S. citizens erroneously. And this, unfortunately happened in this case."

Granted the kid seems to have some grave issues to work out at home, the ineficiency of the U.S Authorities is amazing. What is also amazing is what the Colombian authrorities did to welcome her "home". She was enrolled "Welcome Home" program after she arrived there. She was given shelter, psychological assistance and a job at a call center, a statement from the agency said.
Now that she is home the teenager needs psychological assistance.

The kid had an experience and hopefully learned from it. Hopefully US immigration authorities will correct their future actions and learn from this.
Who knows what went on in her mind, but kids do some strange things, she may well have been ashamed to go home after getting caught stealing, and lots of kids do a bit of stealing as part of their growing up.

What's going on in the home that would make this teen run away and lie throughout the proceedings? Seems like she had the power to identify herself correctly. Was the prospect of being deported preferable to returning home? Things that make you go hmmmmm.

A white kid? So this is racial? She was able to pass for Colombian. She obviously wanted them to think she was Colombian. Hate to break it to you, but it wouldnt have happened to a Chinese kid either, because they could not pass for Colombian. She lied, about her name and her age. It wasnt like she went kicking and screaming. Want to know who is to blame for this whole thing? HER. no one else but HER.

She didn't lie about her age. Only her name. For all we know, as a 14 year old girl she may have been afraid to speak up for herself. The article said she likely was herded through and never given the opportunity to talk with a judge or representation. After watching the video and seeing her face, it is hard to believe they did not recognize she is a child.

She wanted to be away. I feel for her family, not knowing where your child is must be horrific, but this girl needs to answer to alot of things. She can not be treated like a poor, innocent, victim.

Right! She's a 15 year old girl who ran away and lied to the authorities. The family went through a lot. The girl, however, isn't a poor, innocent, victim. - 14 & 15 year old girls, unless with a mental disability, know what they're doing. - There are a lot of girls that age who can pass for adults. - Let's not blame authorities before knowing the more about the girl.

The whole thing sucks. Don't really know the girl's situation, there is always more to it than what is actually printed, but yeah it sounds like her lying didn't help her situation, maybe made it worse- but HELLLO- who's the kid and who's the adult? Or who are the adults?? At the end of the day that’s who's responsible. She's a kid and kids lie-- especially one caught for stealing- not making excuses but this isn't rocket science. Isn’t this what we as adults tell our children- to take responsibility for our actions? Did they even talk to her in Spanish? If she didn't know Spanish, then why deport her to Colombia? Oh yeah these officials are pros......These immigration officials get a little too happy with shipping people off... Someone refresh my memory please, who did this country originally belong to?? Didn't we (now Americans) come here from another land all hungry and sick and a couple of Indians greeted us and gave us some turkey... we never left. Does anyone think the real American Indians should deport us?

Well, yes, it is a tad carried away.... and immigration carried it all the way to Colombia. What you state is exactly my point. 14 year olds can also lie, especially runaways- where have you been? You know how you know they are lying? Their lips are moving. This girl, that supposedly had everyone so snowed, would not have gotten past a store clerk selling cigarettes, she would definitely have gotten ID proofed- I mean, did you look at her face? As a parent, adult- especially an immigration official, this should be considered. The girl should not have been stealing and she should have been truthful, but immigration officials should not have sent her. She didn't even speak Spanish- there is no excuse. Just my opinion…

The only mention of the father is concerning the fact that he has no ties to Columbia. He doesn't appear to be involved with his daughter. Fortunately she has her mother and grandmother. The absence of a father can have a negative impact on children.

Racism has a negative impact on everyone! If this was a little white girl, I'd be just as angry, yet, like the blogger pointed out, they'd locate the parents and send her home. No charge and, certainly, no deportation.

Yet, reading what some of these bloggers have written would make you think this child, with no finger prints on file, is a career criminal; which is exactly why whites should never be allowed to judge minorities, because the demons do come out, before going back in with legions just awaiting the right opportunity to drag them to hell.

Now, if you're NOT guilty, you won't feel the finger pointing at you; if you are, it is you who'll subconsciously lump yourself with the rest of the fold, showing who you are and getting angry that I'm talking about you. Otherwise, you'll simply acknowledge the truth and move on, because you know the kind of people I'm talking about and it's NOT you.

Even so, we're talking about a child and THAT should NOT get lost in translation; a fourteen year old who was, likely, raped, under the circumstances and the demons say, "We're telling the truth! She lied to us; giving us that name, date of birth, and age and we verified she IS Colombian." Well, I don't hear the voice of demons, I hear the voice of God and I follow Him and He says the wicked will be exposed and will not go unpunished.

So then stop being racist and spreading your disease. It would help. You can read what you like into the article. And I am sure there is more to the story than is written here; there usually is. She had every opportunity to turn it around, she even worked in a call center, she was even using facebook under ANOTHER name. She didn't want to be found, and it is by sheer chance she was. The only reason the parents could do anything, was because she was a minor.

Subsequently, how does one commit identity theft when it's the American government that ensured this child was issued a new name to go along with their plan?

Anyone recall the military soldier who fell out of the truck - Jessica Lynch - and was, actually, rescued by the Iraqi people who tended to her wounds and notified America that they'd found her shortly after the war began?

For those who don't recall, the Iraqi's contacted our government and told military authorities what medical facility they could find her in; yet, instead of giving us the truth, someone had another idea; i.e., let's get support for the war by making this female soldier a war hero!

Why not just wait for a REAL hero to show themselves? Instead, they made up this entire story of how they came under attack, trying to rescue her, themselves, and how she had to fight - like a warrior - being shoot and stabbed, killed, then brought back to life and they were going to bring her home. What the hell!

In fact, she was rescued by the Iraqi's and never once came under attack. That is the truth, yet, that wasn't the story we got and I'm not convinced we're getting the truth now.

Remember Tillman? The list goes on and on of government officials who outright lied to the American people and none of them were ever convicted or punished for it, because it is sanctioned by the U.S. and, so, it's done pathologically NOW and one particular group seems to fall for every line, hook and sinker; every time, while others are far more discerning!

Fact is, you people are so caught up in fabricating both your heroes and your criminals that you can't even tell which is which anymore. Moreover, you think the GOP is going to - somehow - keep it ALL going; oppressing only the minorities to ensure whites are the least effected. I'm telling you it's NOT going to happen.

You can say "it may not be immigration's fault", but once this house of cards comes tumbling down, you won't have no one else to blame, but yourselves. In fact, I predict that by 2023 this country will be at war again and, this time, there will be a draft and the rich will stand side by side with the poor, in the trenches; until very few are left.

I believe this country will be hit and you'll see the explosions from that attack heavily in, of all places, New York. In fact, I got this information from a trusted visionary and have already embarked on the book.

Do you really think that blacks are fooled by these guys. We know they walk hand and hand with the G.O.P. and we don't claim them; white people, simply, force these charlatans on us as an example of what's wrong with minority leadership as if they somehow represent us.

Bottom line: We're not buying into that either!

Still, it does not stop us from recognizing true injustice when we see it and - in this case - an assault against the least of them - especially children - is an assault against God and you can not win. Moreover, there are idols everywhere; some of you even idolize the American government itself, and God is a very jealous God! You call that which is evil good and despise that which is, actually, just and true. Therefore, you will force the hand of God sooner than later, until ALL is destroyed as one group and people is pitted against another.

Why? Because you seek to make yourselves greater than you are - by ALL means possible - including attacking the most innocent, even the children, and that will be your downfall!

Ironically, when it hits, it will come like a thief in the night! Ya don't see it, yet? Believe me, it's coming...

Well, Jakadrien is back home but her family have their hands full with dealing with some deep seated issues stemming back to what happened before she ran away from home. This child, who had some major adult experiences, needs therapy right away. If the parents couldn't control Jakadrien before she ran away from home, definitely they will need all of the help after this Columbia experience.

And let's not forget what might happen is the father is not a US citizen but demands to see his child. How will that all work out. I do wonder why she insisted she was someone else even after she knew she would be deported? It's almost as if she wanted to be sent some place else. I hope she gets any help she needs because there is a lot going on here that has nothing to do with a mistaken deportation.
