JERUSALEM -- Israel's foreign minister said Monday that some Israeli Arabs should be stripped of their citizenship and placed under Palestinian sovereignty as part of any final peace deal.

Avigdor Lieberman made the comments before a meeting between Israeli and Palestinian peace negotiators later Monday in Jordan – their second session in a week after a 15-month breakdown in talks.

Speaking to reporters at parliament, Lieberman reiterated his stance that resolving the Israeli-Palestinian conflict has to involve redrawing Israel's borders to put some Arab communities under Palestinian sovereignty. In return, Israel would receive West Bank territory.

"Any future agreement with the Palestinians must address the matter of Israeli Arabs in the formula of territory and population exchanges," Lieberman said. "Any other arrangement is simply collective suicide. This has to be clear and I think it is time to say these things out loud."

Lieberman has pushed a series of legislative proposals that critics say are anti-Arab, including a failed attempt to require Israelis to sign a loyalty oath or have their citizenship revoked.

About one-fifth of Israel's 7.8 million population is Arab. Israeli Arabs are citizens, in contrast with their Palestinian brethren in the West Bank and Gaza Strip. But they often suffer discrimination in Israel and frequently identify with the Palestinian cause.

Arabs accuse Lieberman of racism.

The last round of peace talks between Israel and the Palestinians broke down in September 2010 over the issue of construction in Israeli settlements in the West Bank and east Jerusalem, areas captured by Israel in the 1967 Mideast war and claimed by the Palestinians for their state.

The Palestinians demand a halt to settlement construction and say they will not resume formal negotiations while Israel continues to build in the two areas. They also say Israel must commit to withdrawing to its 1967 prewar lines as the basis of a future border. Israel says direct talks should resume without preconditions.

The talks in Jordan are aimed at reaching arrangements for the resumption of full-fledged peace talks.

The meeting, hosted by Jordan, is being held under the auspices of the Quartet of Mideast mediators. The Quartet, consisting of the U.S., European Union, Russia and the United Nations, hopes to broker a final peace agreement by the end of 2012.

Lieberman said Israel remains committed to peace talks and accused the Palestinians of negotiating in bad faith.

"It is clear that the Palestinians came to these talks against their will and only did so because they couldn't say no to the king of Jordan," he said. "Unfortunately, the Palestinians are working to internationalize the conflict and to try and escape direct negotiations."

Despite the self-serving prevarications of certain com mentors on this thread, Israelis aren't responsible as a group for stupid things said by Lieberman any more than Palestinians are responsible for the stupid things said by their leadership, of which there are many.

Moreover, it seems rather odd for the self-styled pro-Palestinians who favor national rights for Palestinians based on the national character of the Palestinian people to insist that the very same concept, when asserted by Jews for the Jewish people, i.e., Zionism, is actually racsim when the Jews do it.

To lack of honesty of such commentators is entirely plain to see, and such persons ought to be ashamed of their prejudice and dishonesty.

The reason why Zionism is a racist Ideology as perceived by Pro-Palestinians, is that it sought to impose upon a preexisting multicultural, multiracial society a singular racial and cultural hegemony. Israel as a Jewish state is not a democratic secular state.

1. Lieberman is removing citizenshi­p based on nationalit­y. Palestinia­n is a nationalit­y and that is the criteria of removing Israeli citizenshi­p. Lieberman does not want to remove citizenshi­p from Bedouin or Druze, who are Arabs but not Palestinia­ns.
2. Arabs are not a race, they are Semites just like Jews, so Lieberman cannot be racist towards them.

The Convention on the Elimination of All Forms of Racial Discrimination is clear that 'race' is not the single definitive term with respect to Racial Discrimination that you would appear to think it is.

And just like Obama finally woke up and did a recess appointmen­t knowing that the Reps will never compromise (moved Daley out of the way), he needs to take the lead and do what he said he will do in Cairo (now that Ross is out of the way). Netanyahu'­s buddy is Sheldon Adelson, you know, the guy who gave Newt $5M after he called the Pals invented people. Lieberman has - and is - calling for the management of the conflict , not a solution. Why is there no criticism when the Palestinians say they want to expel 600,000 Israelis from the West Bank and East Jerusalem? If Lieberman is to be criticized for his proposal why would the Palestinians not be criticized for their proposal? The world accepts Palestinian apartheid toward Jews.

I've always wondered why it is acceptable for Arab Muslims to be citizens of Israel and unacceptable for Jews who are presently Israelis to be citizens of the coming Palestinian state.

In a democracy, people propose laws, they get voted on, become law or not based on the vote, and can then be challenged for violating the constitution (or Basic Laws, as they are known in Israel).

You can either leave in two hours or my military friends here will bulldoze your home.

There's nothing wrong with a legitimate country, with SET BORDERS, having immigration as a policy. See, for example America doesn't keep expanding her borders, with brute force no less, by forcing people from their homes to make way for lawless and disorderly gangs of people to come into lavish new condos, built on what was once entire communities displacing hundreds of peoples and entire families. Then the new citizens, excuse me chosen(forgive me my apologies) turn around and decide to make their own rules, govern outside of our laws, and we stand by after moving them in, after removing entire native families and leaving them with nothing, forced into shanty towns and tent cities, we stand by and let these gangs of chosen ones just do as they please. We stand with our weapons, and watch as they beat and maim and brutalize the natives who may still remain in the area, and laugh. Does that sound like a country you would be proud of?
