Zimbabwe Bans Secondhand Underwear

Zimbabwe may have an 80% unemployment rate, but one thing the country absolutely won't stand for is its impoverished citizens wearing used undergarments.

According to the Zimbabwe Mail, the country's finance minister Tendai Biti recently announced a total ban on the importation and sale of secondhand underwear.

"If you are a husband and you see your wife buying underwear from the flea market, you would have failed. If I was your in-law, I would take my daughter and urge you to first put your house in order if you still want her back," Biti told the paper.

The law went into effect on Dec. 30, 2011 calling for the Zimbabwe Revenue Authority to charge 40 percent duty, 15 percent value added tax and a $3 penalty for every kilogram (2.2 lbs) of imported underwear, according to The Guardian.

It is believed the ban will help address health concerns as well as work to protect the country's domestic textile industry.

Zimbabwe ranks among the poorest countries in the world, according to International Monetary Fund data.

The Daily Mail explains that Zimbabwe is not the first African country to outlaw the sale of pre-owned underwear. In 1994, Ghana also took a similar measure.

I shop a great thrift shop and buy very expensve clothes and shoes about 95% off the retail price. I find great stuff, preppie stuff that I could not otherwise afford on my (now) limited income. But buying used undies is going too far. I don't care if you've washed them l0 times with bleach, I wouldn't wear them. Same thing for used bathing suits. There are certain bacteria that can survive any amount of bleach use and I'm not taking the chance.

This is their biggest problem? I have never donated any used underwear, but if I did it would be washed very well. I would not wear new underwear without washing it first either! I think they need to get their priorities in order if this is all they are worried about.

That's why used garments are sanitized before being donated.

Some garments are beautiful and new.

Reminds me of a joke about the military and changing underwear:

I once read an article that Jennifer Lopez wears underwear one time and throws them away she buys them like we buy paper towels..but even then I wouldn't want to wear no one elses underware nasty!

I would have never thought this would be a problem. I did one time see used slips and bras at a Goodwill many many years ago. But used panties? I wouldn't think that anyone would even think of donating such a thing, more or less buy them.

health concerns/protecting textile inudstry....not a totally satisfying explanation....I suspect that's a 5%/95% explanation....one of the poorest nations....not sure how that relates....wouldn't have made the news here but for the comical? aspect, but if you're going to print it, maybe explain it better....

Where in the heck are they getting so much used underwear that they have to ban it? Yuck! Who would even think of donating used underwear? Although I did hear of people doing it for hurricane relief last year. Why, when you can go to Walmart and buy a whole bag o' drawers for 6 bucks if you want to donate some?

There is an organization in the US that's called Project Underwear or something similar that collects used underwear and distributes them in poor countries.
