AMSTERDAM — Teenage Dutch sailor Laura Dekker is nearing the finish of her solo sailing trip around the world almost the same way she began it – in good spirits, despite endless debate about the terms under which she is allowed to be at sea.

Now 16, Dekker is on the final leg, a long stint from Cape Town, South Africa, to the Caribbean island of St. Maarten, where she set sail in 2010. Amid blustery weather, she's on pace to reach port in Philipsburg around Jan. 24, her lawyer Peter de Lange said in a telephone interview Wednesday.

But in her native Netherlands, the story of her voyage has once again been overshadowed by conflicts with the Dutch school system and bureaucrats about approval for her trip.

De Lange confirmed a report in De Volkskrant newspaper Tuesday that truancy officers issued her father a summons to appear late last year after a newspaper quoted her as saying she hadn't been giving her studies full attention.

De Lange said the report was a misunderstanding, based on her saying she needed to concentrate on sailing while weather in the Atlantic was poor.

When her father refused to turn up, the truancy agency notified child protective services, infuriating the family.

"Who knows, maybe they'll be waiting for her with handcuffs at the finish line," De Lange said.

He added that the incident now appears to have blown over. But Dekker told a Belgian radio station by satellite phone on Friday that while the voyage had been a "dream come true," she is considering moving to New Zealand when her trip is finished.

Dekker has citizenship there because she was born on a boat off the New Zealand coast.

De Lange said tensions may evaporate once the trip is over, given that Dekker is two years older than when she first announced her plans, and she wants to return to school anyway.

A Dutch court originally blocked her voyage and only permitted her to set off after she bought a bigger, sturdier boat than the one she originally planned to use; fitted it with advanced navigation and radar equipment; enrolled in a special correspondence school; and took courses in first aid and coping with sleep deprivation.

There are no questions of world firsts or records attached to Dekker's trip. Guinness World Records and the World Sailing Speed Record Council have decided they will no longer recognize records for "youngest" sailors to avoid encouraging dangerous attempts.

Unlike other young sailors to circumnavigate the globe in recent years, Dekker stopped at ports along the way to rest, repair her 38-foot (11.5 meter) ketch Guppy, and catch up on her studies before resuming her trip.

Her circumnavigation attempt started two months after Abby Sunderland, a 16-year-old American, had to be rescued in a remote section of the Indian Ocean during an attempt to circle the globe. Jessica Watson of Australia completed a 210-day solo voyage at age 16. Dekker is now on day 508 of her voyage.

"After another heavy squall with winds at 40 knots and rain streaming down, it slowly became a calmer night and a wonderful day," Dekker said in her most recent journal entry, published on her website Tuesday.

This girl is a treasure. She can get a good publicist in the states and earn some good money where her talent is respected and appreciated.

I don't imagine that anyone will ever take advantage of this young woman or abuse her. She has proven herself-----------to herself. She will begin her adult life as a very strong woman.

The laws are universal, yet Laura Dekker and her annoying father think, everything always should go their way. After a few months, Laura already quit doing homework on her voyage, one of the requirements she agreed to in order to commence her trip.

I read her 87 page blog, well written, yet in it she confesses to drinking the heavy alcohol local island drinks, and she goes along with anyone saying "hi" to her, indicating she is pretty naive for her age, bound to go wrong sometime.

She also thinks, all her life she will have a credit card to bail her out, and she despises authorities that get in the way of her doing as she pleases. Once she will finish her trip, media attention will fade away, while she still thinks life doesn't cost her a dime. If she goes to live in New Zealand, how is she going to support herself?

While we can congratulate her, that with long pauses in between, she accomplished great things like sailing from Darwin Australia to Cape Town in 5 weeks, or crossing the Pacific and Torres Strait... the other part of the medal is, her attitude makes severe problems in her life inevitable once we have forgotten about her pretty soon.

I think you misunderstand this young woman. Her crime seems to be that she knew what she wanted and she went after it. She succeeded against all odds and as a result, she knows her own strength. Whether her family financed the trip or not, no one else met the challenges of storms and lulls in the wind. No one else dealt with the solitude. She has accomplished an amazing feat of personal strength and she faces her entry to adulthood as a VERY strong young woman. I think that any 9th grader who could do that on her own will probably be able to make her way in the world. The average 9th grader in the U.S. spent the past two years drooling over boys, loading their I-pods and playing computer games between shopping trips to the mall. I think Laura has used the time to more benefit.

Dekker is an annoying spoilt little brat, saying she hates the Netherlands and will never return. Oh, exept to raise some funds before she definitely will settle in New Zealand. Hypocrite.

I don't think they have much in common.
Laura Dekker was not attempting to set a record. She was sailing around the world, stopping off here and there, taking account of weather conditions before moving on,
Abby Sunderland was under huge pressure to complete her (non-stop) voyage before her birthday, which is why she set out into the southern seas against all advice when she did.

What a shame that the Dutch are in the same educational black hole that we are here in the USA. She is out there actually learning something besides surviving the bullying, substandard teaching etc. We need to get her back in the system so she will have one or two babies by the time she graduates.

This young lady shows more maturity than the Turancy officer. She did something I wouldn't even attempt to do. Even as much as I love the sea. My parents took me out of school to travel to foreign lands it there was never any problems. As long as I was learning something from the travel that's what counted. This young lady is getting education that will surpass the one the Truancy officer ever got! Apparently she is no stranger to the ocean! She was born on a boat off of New Zealand. So she's grown up on the water! As for her studies, we don't know everything she was going through. She's at the helm of boat and that takes a lot of concentration. I am in total admiration of her!

If you think You are funny, well You are not. There is more to our little country than the fairy tales that are told abroad about Amsterdam and our more or less liberal drugs policy. Did You know that we have (seen worldwide) the least drug addicts per 100 inhabitants ?, the same goes for abortions thanks to information to teens and "the pill". it isn't all that bad here except for the enormous mountain of red tape Laura is running in to. I agree, what about her schooling?! Does that not matter? At 14 (maybe 15 now), I don't think she is done with high school yet. I think she should have had to at least finish high school, then maybe. However, she is a very brave young lady, I don't think I have the guts to even attempt that.

child protection services are the same everywhere, they stick their nose into business that shouldn't concern them and ignore real situations where children do need their supervision.. This young lady is mature enough to handle situations that most adults would find impossible to cope with. She was born aboard a sailboat and spent the first four years of her life at sea. She has been sailing since the age of six and acquired her own boat at the age of 10. She has been sailing solo ever since. She is better prepared for handling herself than most older adults are. There is nothing better than a life spent battling natures elements to prepare a young person for the challenges of adulthood. She is no doubt more mature and has a better understanding of life than all of the bureaucrats in the Netherlands combined.
