Scott Walker 'State Of The State' Address Disrupted By Hecklers

MADISON--Wisconsin's Republican Governor Scott Walker, whose tumultuous first year in office saw partisan budget battles, massive street protests and a statewide recall effort against him, focused on job creation and ridding government of wasteful spending in a 'state of the state' speech on Wednesday disrupted by heckling.

During a 45-minute address to members of the state legislature and Supreme Court justices, the first-term governor touted an improved business climate he said has created "thousands of new jobs" after the state lost 150,000 jobs during the three recession-hit years before he took office.

"I believe it is the people of this state who create jobs and not the government," he said.

The governor asked small business owners to hire one new employee this year, in an attempt to invigorate the job market even more throughout the state.

"Imagine how many more people we could get working if we all pitched in together," the governor said.

Five protesters shouted at the governor during his speech and were escorted out of the chamber's upper gallery.

"Liar. Recall. Liar!" one woman screamed from the top row of the gallery before being led out of the chamber by security personnel.

Walker, looking back on his first year in office, said the state is "headed in the right direction." He took credit for a state budget that was balanced without raising taxes, a decreasing statewide unemployment rate, and a decline in school tax levies during his first year.

"We balanced it, without raising taxes, without massive layoffs and without budget tricks," he said of the state budget approved last summer after months of contentious debate centered on Walker's successful push to cut the power of public unions.

Walker lauded those collective bargaining rule changes along with health care reforms he contended saved school districts millions of dollars. He also mentioned creation of the state's "Read to Lead" program, intended to improve the state's reading scores that have slipped in recent years.

Before Walker spoke, a group of more than 100 protesters gathered outside of the Capitol building to decry the governor's conservative agenda. Protesters were also heard chanting in the Capitol rotunda as a protester band played outside, below the Assembly chamber windows.

State Senate Democrats last winter fled the state for a time to prevent a quorum for a vote on Walker's collective bargaining curbs. Hundreds of anti-Walker protesters occupied the Capitol for days while tens of thousands attended rallies outside.

In the end, Walker's Republican allies in both houses of the legislature engineered passage of his reform measures. But the partisan atmosphere still dominates the state with Walker the lightning rod for Democrats and their backers.

Walker in his speech tried to stick to business. He announced a group of business leaders who will be on a Small Business Regulatory Review Board. The panel will have the authority to review and eliminate bureaucratic red tape that stifles job creation, he said.

"I will direct our agencies to work with them to remove antiquated and unnecessary regulations that pose a threat to creating new jobs," Walker said.

He also announced creation of a taskforce charged with finding ways to eliminate wasteful or what he termed fraudulent spending on the part of state government.

"Because I respect the hard working people of Wisconsin, I will continue to be a good steward of the taxpayers' dollar," he said. "Eliminating waste, fraud and abuse is a top priority of my administration."

The Waste, Fraud and Abuse Elimination Taskforce will be charged with creating policies to eliminate $400 million in wasteful spending outlined in a report recently completed by the state's Commission on Waste, Fraud, and Abuse.

Walker's opponents were not mollified by the proposals.

"The governor did not lay out a new course for Wisconsin tonight," said Senator Lena Taylor, one of the Democrats who fled the state last year, after Walker's speech.

Wisconsin has lost jobs for six straight months, according to the state's Department of Workforce Development, she said.

"Instead, Wisconsin was fed a terrible meal of the cruel dishonesty that he has served time and time again. Talks of balanced budgets, lower taxes, job creation and a brighter future simply do not square with the facts," she said.

Walker, elected in the national Republican sweep of 2010, faces a recall election after he forced through the legislature the measure stripping public sector unions of some powers, which set off a firestorm of criticism.

Opponents of Walker last week submitted petitions with more than 1 million signatures to force a recall vote, far more than needed. But Democrats have yet to settle on an opponent to face Walker in a recall election, and he retains a strong base.

A Marquette University Law School poll on Wednesday showed Walker leading Milwaukee Mayor Tom Barrett, whom he beat in 2010, by 50 to 44 percent. Dane County executive Kathleen Falk, who has announced she will run for the nomination to challenge Walker, trails Walker by 49 to 42 percent.

The poll also showed Walker leading former congressman David Obey by 7 percentage points and state Senator Tim Cullen by 10 points. Cullen said last month he would run. The survey of 701 registered voters was taken by telephone from January 19 to 22.

No date as yet been set for the recall election.

The man who picked a top aid who embezzled funds from disabled veterans is appointing a task force on "fraud abuse and waste"? The same man who overstated the cost of "damages" to the capitol by like 10000% based on a handwritten non-itemized estimate?
Really?
Note also that you cite the poll numbers without pointing out that the poll had several telling irregularities to it (41% of respondents from Milwaukee? Massive number of hangups on the pollsters?)
The guy who made all taxpayers pay massive overtime t "law enforcement" personnel to prohibit entry to the Capitol Building while business was being done inside, in direct violation of the State Constitution?
Is anyone still so stupid (or hateful) that they still support this guy without being paid to do so?

Gov. Walker’s concluding message reminded me of the often-repeated Godfather line, “It's not personal Sonny, it's strictly business.” Similarly, Gov. Walker might view this past year as strictly business from his distant perch, but for those of us directly affected by his radical initiatives—it’s not business, it’s justifiably personal.

Small Business Regulatory Review Board = private business owners who will eliminate government regulations they do not want to follow for their businesses.
Gee, now what could be wrong with that idea?
Waste Fraud and Abuse Task Force-that one was so funny one could wet their pants laughing. Maybe he could with himself and work his way outward? What WI Republican could he find to be on the Task Force-maybe being someone experienced in the commission of fraud and abuse is a job requirement.

Here's more information on Walker.
•During Walker’s time as County Executive, property taxes had gone up 17% and he increased spending by 22%
•His left County with a $55 million deficit
•He left with County owing workers $7 million in back pay, plus 12% interest compounded daily,
•Over the years, Walker raided the capital funds for $112 million to plug budget holes. That money was supposed to go to things like building and road maintenance.
•Walker opened the county and the state to a multimillion dollar class action lawsuit, which in turn led to the state taking over the system, costing tax payers millions of dollars.
•Walker would use tax payers’ dollars to take an annual motorcycle ride around the state to do campaigning.
•Walker would regularly place campaign workers in high paid county positions, regardless of their lack of being qualified for that position. Walker would give exorbitant pay raises to his cronies even as he was laying off hundreds of workers and/or making them take huge pay cuts.
Walker was in charge of the Mental Health Complex in Milwaukee County. Here's what happened.
•The mental health complex female patients were sexually assaulted by male patients and by workers. Patients were allowed to starve to death due to the fact that there were insufficient staffing

I can tell you have just read another walker hatchet piece. Get some specifics and you will realize most of it is overplayed and some not true at all.

I heard there were robberies and murders in milw while walker was county exec, why didn't you include them. ?

Did you read everything? He blew $112 million that was supposed to be for building repairs. Then he left the County in $55 million in debt. Then, he failed to pay $7 million in back pay. So that's $112 + 55 +7 = $173 million in debt. Now, there if there is about 173,000 homes in Milwaukee county, that's an extra $1,000 per homeowner on top of the increase in taxes he already paid.

I've read on some other blogs the all state public sector workers also pay taxes, so I have a question for you public sector workers. Where does the money for your pay check come from? The private sector employee, correct? Well then, where does the money to pay your taxes come from? Let me guess. Because the state cannot print money, it must also come from the private sector employee. Correct? So while the private sector employees are supporting you and trying to make a living wage for themselves, including paying more then you for their retirement fund and their health insurance, how much more do you feel they should be contributing for your wages, and your healh ins and retirement? There is only a finite amout of money available. It's about time you public workers wake up and smell the roses.

Public sector workers already took the hit to pay more toward their pensions and more toward their health insurance, which were part of their contract as deferred payment. How would you like to wake up tomorrow and take, say, a 10-15% cut on your pay, and have everyone that buys your product tell you the price is still too high?

So you want the private sector to pay more so you don't have to take a pay cut. It's about time you people start paying for your own health insurance and retirement like the private has been doing all along. And by the way they pay a lot more than you do even now. That 10-15% pay cut has been taken out of the private sector workers pay check all along. Where do you think this money came from all this time? Santa Clause? It's about time you fended for yourself.

Thank heavens the founding fathers didn't think that way - they'd have been a lot better off personally if they'd stayed and tended to their OWN farms and business.

That last comment of yours dosen't make a lot of sense. What the heck has that got to do with the private sector workers suporting your public workers. Your entire paycheck comes from the private workers. They have been supporting you guys all these years. If we could retire with half much as the teachers, we would think we died and went to heaven. and age 55 at that. And don't tell me thats not true bacause my next door neighbor was a teacher and he is living pretty darn good right now.

The whole recall, the mob mentality of these recallers and their supporters…the democrats should be ashamed.
The behavior is inexcusable, but tolerated these days because this is the democratic party.

There is video of people screaming at Walker and his family while entering the capitol rotunda. This is not democracy!

Everything that the Madison Schizoid’s, recallers and democrats do reinforces stronger conservative and independent support for Walker because WE KNOW it is working.
Marquette University’s poll results the day before Walker’s speech show that he wins over any challenger with double digit victories over Falk or Cullen.

You failed to mention that 35,000 jobs have been LOST since Walker's been in office.

Also, Wisconsin is the only state in the U.S. to lose jobs for the past consecutive 6 months.

That is absolutely false cooc. There has been a net gain of 20,000 jobs. You can look it up on the Wisgov website. Furthermore, Wisconsin is ranked 17 best state to start a business in up from 41st a year ago. Hmmmm, Walker must really be doing something wrong to have the largest swing of any state?

Is it considered fiscal conservatism when your campaigning while at work being paid by the govt? Utilizing a secret email system? They say if they can just bust public unions they can stop wasteful spending by Wisconsin, while getting paid by Wisconsin to campaign, which is A) illegal, and B) waisting govt money. Is it fiscal conservatism when someone in your administration is in trouble for embezzling from a fundraiser? Scott walker, governor or republican thug waisting govt money, while not deliving on the campaign promises that got him elected, you be the judge!
