Quinn's State Of The State Adresses Illinois Jobs, Economy (VIDEO)

Illinois Governor Pat Quinn at noon on Wednesday delivered his annual State of the State address, a speech centered principally on the topics of jobs and the economy.

As the Associated Press reports, the address largely emphasized small programs that tap into large problems currently facing the state, such as tax relief for families. He also put out a call for more education spending, including upgraded technology in classrooms, and for the abolishment of what the governor called the "unfair, regressive" natural utility tax, the Chicago Tribune reports.

The governor also introduced a new, higher tax credit to be offered to businesses that hire veterans. The credit -- equivalent to 20 percent of a worker's annual wages not to exceed $5,000 -- would be offered to companies hiring veterans from the Iraq, Afghanistan or Persian Gulf Wars, according to the Tribune, and exceeds an existing $1,200 credit employers can currently claim for hiring veterans.

As the Chicago Sun-Times reported, the governor also introduced an increase in funding for the state's Monetary Award Program, which provides grants for low-income college students.

Quinn did not, however, delve far into the state's dire financial health. Recently, Moody's Investors Services' downgraded Illinois' credit rating to the lowest level of any state in the country and the Civic Federation's recent report examined the state's vastly ballooning backlog of unpaid bills. It is unclear how the governor will pay for any of the new programs he unveiled Wednesday, even as many of them, such as the Hiring Veterans Tax Credit, are not expected to be costly.

"No reform is easy. Reforming our Medicaid and our public pension systems will require political courage," Quinn noted during the speech, as reported by WBEZ.

"By the same token, no major investment is easy," the governor continued. "Moving forward on the vision that I have laid out today will require true partnership. We have real challenges to tackle. Like all of you, I recognize the severity of our fiscal situation. But cuts alone will not resolve this situation. We must build and grow our economy."

Any sort of proposal for new state spending was expected to be met with criticism from state Republicans. GOP leaders last month, on the one-year anniversary of the income tax hike that Gov. Quinn approved, lashed out at the increase as a "failure" in its attempt to help alleviate the state's ongoing financial problems.

State Senator Ron Sandack (R-Downers Grove) told the Sun-Times that, going into the speech, he had hoped the governor would outline a plan for major pension reform and strategies to reduce the state's spending levels.

"We've seen many news reports that show Illinois' finances continue to deteriorate, even as our obligations increase,” Sandack told the Sun-Times. "I'm interested in how Governor Quinn plans to balance the budget, and how he proposes to cut spending in order to avoid the $800 million deficit his own budget office predicts for 2015."

Details of how Quinn might do just that will probably have to wait a few more weeks. While the governor touched briefly on issues such as the state's soaring Medicaid costs and pension obligations Wednesday, those issues will not be on the table in further detail until the governor's Feb. 22 budget address.

Hey Illinois raise taxes even ore that is what your unions and dems want. Let's see how that works for you, now after a 67% tax increase already what are you going to do? Raise the rates another 67% or actually start looking at the wasteful spending that occurs in your corrupt union controlled government. I say raise the rates, you guys still have some good businesses that our state would like to poach away so our state residents can fulfill those jobs.

Don't you just love watching Politicians twisting themselves into pretzels trying to explain how they are going to do the impossible. It's not that some of them don't have good intentions. They do. The problem is most of them are just out for themselves. However whatever their motives the centrifugal force of the system that they have helped create has stuck them all to the walls and they can't move. Gravity doesn't lie. The end result will be a disaster for most of us. So for good or ill. Washington whatever you do. Don't sell that $ printing press.

I pay monthly to be able to replace my cell phone (my only phone) so that if it breaks, I don’t have to come up with hundreds to replace it – maybe not a problem for the mitts in the world but it would be for me. I pay monthly for basic satellite service insurance so that I don’t have to pay hourly for whatever work needs to be done to get my tv (neighbor’s tree being overgrown and covering my dish) going again. I have lived without satellite but I like CBS and that was the only way I thought I could get it. Most things are on the internet so I am rethinking my need for any of it.

I have no problem paying taxes. If my house is on fire, I want the firefighters there. I want to drive on roads that are safe and hazard free. I want the police to be there if something happens while I am driving or if someone breaks into my home. That comes from paying taxes. And with that, jobs are created and filled. People buy more because more income is coming in. People have more income, they spend and businesses are doing better because people have money and can spend.

After all these years, can you explain RR’s trickle down again to me? I must be missing something.

The veteran tax credit is simply silly flag-waving rhetoric. Veterans are no more entitled or valuable to a job than any other unemployed person. Even though the amount of money is very small, it's still money that does not need to be spent. Veterans had a job and received payment for their services, same as their contract states. In the private sector, employees should be evaluated based on past performance and future ability, if the vet is the best person suited to the job, they should get that job. If not, someone else should, period.

Yeah those layzee vets. They deserve to be unemployed after putting their lives on the line and their lives on hold while the guys at CME can't decide if they can afford the ski lodge in Vail or if they have to settle for Keystone.

Please, you're talking about bad high school students who had no other option, and likely joined the armed forces to simply have a path, any path. These men would have been unemployed...they went to the military to get a job, not 'serve'.

Oh it was pretty easy. Cause they waited for the so-called "stimulus" that was the payroll tax deduction, and increased it by the exact amount of the federal cut.

If that isn't political oportunism, I don't know what would be.

You notice 2x at least in the speech he said, with regard to the fiscal matter "cuts alone will not solve the situation"...I can only assume that he is alluding to him suggesting the "temporary tax cut" be made permanent in some form.

There should be absolutely NO increases in spending until the state pays off all the overdue bills and is capable of paying off new bills on time. To propose anything else is utterly irresponsible.

Oh, yeah. This is Quinn we're talking about. How many years left in his term?

HOW do they pay the bills? We can't have a progressive income tax without a constitutional ammendment. We can't cut pension benefits without a constitutional ammendment. Are we seriously discussing cutting all education, infrastructure, medicaid, and meager welfare to solve this?

It is a puzzle.

But look what is goin on now. Politicians pass things they know damn well they can't pay for to get reelected. I want to know how THAT is possible since doesn't the iL constitution demand balanced budgets?

I hate to say it, but they need to borrow the money and pay it off over time. This problem didn't happen in a year and it will take more than one year to fix it. They can borrow the money at lower interest than what they are having to pay out in interest to the service providers when they finally get around to paying the bill.

Then, they need to go on a strict diet with no new spending and no increased spending on current projects. A forensic audit that shows where the corruption lies and a whole lot of prosecution should be next on the list. Pension reform can't include changing the pension structure for those currently enrolled, but it needs to change for all new state employees. Propose and pass a constitutional amendment that changes our tax structure so that it is progressive.

This is all actual work, instead of using smoke and mirrors to hide the situation. No wonder they aren't diving in to deal with it.

CUT THOSE IN HALF AND MAKE THE PUBLIC SECTOR EMPLOYEES USE THEIR OWN AND DEDUCT EXPENSES LIKE THE REST OF US

As an Illinois resident, I am annoyed as heck (and that is putting it mildly) with the state of this state's fiscal disposition. So much for his reputation as a reformer, good ole' Quinnocio .
Course the bigger problem here is Mike Madigan. The man has LITERALLY overseen the fiscal degradation of this state.

My how you forget about the last 3 republican governors before Blagjevich , who destroyed this state. One of whom, Ryan, is still inJail. If anyone spent, it was then. Quinn is the best of the entire lot.

Actually Thompson and Edgar are still REALLY highly regarded. So
1- the ACTUAL debt numbers don't jive with your perceived reality, and
2- commonly known information such as how favorability rating for past governors don't support you perceived reality either, and
3 One man has been present and IN POWER essentially the entire relevant time frame: MIKE MADIGAN. Interestingly enough as the head of the chief budgetary body of the state of IL...
So please, in the future, when I blame the budget mess on the Dems, know that I am roughly 85% correct. For the record Ryan is a disgrace. At least he only had one term, can't say that for the next disgrace...

I would really like Quinn to pay the bills to the schools and colleges, first, so that they quit coming after the homeowners and parents and raising our taxes/fees to make up for the state not paying.

Most of my school taxes go for pensions.

And as an unemployed worker in Illinois I'm 100% against any preferential treatment to veterans on hiring. The states employees and full of them now. If they want to give a tax credit to employers have them give it to the ones who hire long term unemployed.
