D.A. Henderson, Scientist Who Helped Eradicate Smallpox, Says U.S. Is Unprepared For Bioterrorism

One of the nation's preeminent scientists is speaking out for the first time about what he says is the government's failure to coordinate preparations and response plans in the case of a biological attack or naturally occurring pandemic.

Dr. D.A. Henderson, the epidemiologist who led the global effort to eradicate smallpox and is a leading voice on biodefense, told The Huffington Post that no one is in charge when it comes to dealing with the fallout from a bioterrorism attack.

"I've kept quiet about this for a long time, but I'm deeply concerned," said Henderson, who was named chief of a new Office of Public Health Preparedness in the Department of Health and Human Services soon after the 2001 anthrax attacks.

In a preview of a speech he plans to make later this month at the Public Health Preparedness Summit in Anaheim, Calif., Henderson said that a decade of work to ramp up the nation's biodefenses on the local, state and federal levels has not resulted in an overall strategy on what to do in the critical hours after an attack is detected.

Should officials launch a mass evacuation? Advise people to stay home and "shelter in place"? For how long? And who should receive medical countermeasures such as vaccines and antibiotics -- emergency workers and those in the vicinity of an outbreak, or everyone? The 2001 anthrax attacks killed five people and prompted 30,000 people to be treated with antibiotics, Henderson said. Public health and homeland security officials have said they worry a much larger attack could engulf an entire city, killings hundreds of thousands and requiring treatment for millions more.

"This has been discussed for years. It's still not decided -- what do we recommend?" said Henderson, who was a 2002 recipient of the Presidential Medal of Freedom, the nation's highest civilian honor. "Nobody is really in charge. Somebody has got to take the lead."

The Obama administration launched in 2009 a "National Strategy for Countering Biological Threats," which emphasizes the need for all sectors of society to coordinate their response in an emergency. But Henderson said "they're not" coordinating. "Part of it is it's complicated. There's inertia."

This isn't the first time red flags have been raised about how unprepared the nation is to counter a biological emergency. In October, the Bipartisan WMD Terrorism Research Center issued a Bio-Response Report Card that gave failing grades to the nation with regard to its readiness to deal with a large-scale pandemic. That same month, The New York Times magazine published an article that depicted a biodefense establishment disorganized to the point of dysfunction. Dozens of agencies and officials have some involvement in biodefense, yet no one person or department oversees them all, the magazine reported. Inter-agency back-biting and finger-pointing are common, as are politically suspect decisions that may have compromised the nation's stockpile of life-saving vaccines and medical countermeasures, the article said.

Randall Larsen, the head of the WMD Center who famously slipped a vial of anthrax-like weaponized powder past White House guards a few days after 9/11, said it is impossible to prevent a biological attack. The only defense is quick action to mitigate the damage, he said.

Henderson agrees. But he also despairs that when the time comes -- as most experts say it will -- the nation will not be ready.

"I've come to the point I really have to talk about it," he said. "We've really got to crack this thing loose and get people on it. They will say they have the report, the plan is made, it's ready to go. That's what I was told a year and half ago."

Is Henderson about to retire from government service?

If so, does he plan to double-dip, taking full tax-funded retirement benefits and also working for a company in or related to the pharmaceuticals industry?

Because he's using his bully taxpayer-funded pulpit to issue a clarion call for mass vaccinations, the reader should know if he has or will soon have a vested interest in selling such medicines. It's entirely pertinent to this story and although his bona fides are impressive, it's unprofessional to ignore that key point.

Add to that his appointment by the neocons in October 2001 to a new anti-bio-weapons department and his presidential award just a few months later, and you might wonder if he knows why it took our spookaucracy more than a decade to find someone to blame for the anthrax of 2001 -- which was made in the U.S. military's bio-weapons lab. Tragically, the accused committed suicide before any evidence could be scrutinized in court.

That's one of many nearly preposterous aspects of the 911 attacks. If Henderson was involved in that long, dubious investigation, we should know that.

Finally, why a sneak-preview of his speech? Won't it be clear enough when he gets around to making it?

Well it's just obvious that the US is on the constant verge of genocide. "Hatred of white people!" is the #1 import! "Naturalizing" Mexicans, Africans, Middle Easterners etc is not working. They constantly spill for the US to be taken over piece by piece.

John Harlan, you are on the money! Another scheme they will perpetrate against humanity and blame it on "our enemies". Serves two purposes, population reduction and drags us willingly into another fictitious war on terror where they line their pockets while killing more of our loved ones.

It's only a matter of time until some illuminatti pay to develop a doomsday virus, develop a vaccine for it, vaccinate their friends and family, and turn the dam thing loose on the rest of us. Motive? They want it all to themselves. For our own good, they feel the world population should be driven down to 500,000,000 people. Sounds like a James Bond movie, but I guarentee they are thinking about it.

We would be very careless if this warning is ignored. The scenerio presented here will occur. There is no doubt about that. We must develope some type of analysis program that will self test any form of virus or biologicly active material. We have been warned. Now it is high time that we listen.

I was vaccinated against small pox in the 70's but the population now doesn't have herd immunity because they don't vaccinate against it any longer. We don't even know how long vaccinations last because we aren't exposed to the virus to boost our memory cells. So he is correct in making this a point. I worry that my children, who haven't been vaccinated, would die and I would live with all the people in their late forties and fifiies who were vaccinated. That would be horrible. It is something that needs to be discussed.

I am just amazed at your response? I have no idea where bigot came into this? I thought people of my age would be upset just as I am to lose their children...I have no idea what brought on your open hostility? Where did the snotty come from? What is wrong with you and how in the world did you interpret my post? I made a comment that I hope our children would be protected against a horrible disease so we (those who have been vaccinated) wouldn't have to watch them suffer and I get a reply like this? That is what is terrible. Maybe you should re read my post or cut back on the coffee a little.

Our enemies may not have known how unprepared we are, but consider. They didn't know how weak we were when we went into Afghanistan, but 9/11 happened anyway. They will try it regardless of how ready they might think we are. Our preparations don't stop them from trying things. Hopefully, our preparations can stop the success. Not optimistic.

The word from the Navy NBC School is to get outside, open your eyes wide and breath deep. You cant live in fear. So live like there is no tomorrow. Screw the government. We can take care of ourselves. Bring it, who ever you are. Its funny, the goverment is living in fear even though they have the best protection. Sissy Babies they are. Scared of them and scared of us. They "regulate" us but would not dare try to regulate a middle eastern nation,... Look at us. Osama won. He beat the US from caves in Afganistan. He didnt even have a aircraft carrier or a parade. The Poppy Fields florish. So much for "dont tread on me". Dont you know that the more we panic, the more control they glean. Trained in C.B.R.. Glad I have the training for what obviously is in our near future, all because of the politicians not keeping their eyes on the ball. Only arguing about how much of a raise they are going to give each other, at the next vote on the house and senate floors.
