WASHINGTON, Feb 10 (Reuters) - U.S. President Barack Obama will call for cutting the top 35 percent corporate tax rate as early as this month, according to two sources close to the administration.

The president is likely to propose a rate closer to an average of that seen in peer nations, the sources said.

This would jibe with remarks made last year by U.S. Treasury Secretary Timothy Geithner, who suggested the United States should be moving to a rate more in line with its major trading partners in the high 20-percent range.

Obama outlined tax measures - including closing tax loopholes for companies that move facilities and jobs overseas - in his State of the Union speech in January, and will lay out principles for revamping corporate taxes by the end of February, a senior administration official said.

"We will talk more before the end of the month on what corporate tax reform would look like," the official said on Friday, confirming that it would include a call for "lower rates."

Facing a potentially tough presidential re-election challenge this November, Obama will propose cutting the rate following the release of his 2013 budget plan on Monday, Feb. 13, according to the sources, who were not authorized to speak on the record.

While he spent a big part of his January speech to Congress criticizing businesses for moving jobs overseas, Obama said that "companies that choose to stay in America get hit with one of the highest tax rates in the world."

Only Japan has a steeper corporate tax rate than the United States among industrialized countries, though other countries make up the revenue with a value-added tax, he said. The United States does not have a VAT.

An overhaul of the corporate tax system is extremely unlikely in an election year, but the president's proposal could be an olive branch to the business community to show that he agrees with them on one key aspect of tax reform.

"I think what he will end up doing is saying, 'For years folks have been asking for a lower corporate rate, and here it is - what do you think?,'" said Jared Bernstein, a former economic advisor to U.S. Vice President Joe Biden.

Obama's Treasury Department was close to releasing a revamp of corporate taxes last year, but pulled back after business opposition, according to a former official.

Republican Rep. Dave Camp, the chairman of the U.S. House of Representatives' tax-law writing Ways and Means committee, has set a goal of trimming the top 35 percent corporate rate to 25 percent.

Gene Sperling, director of Obama's National Economic Council, has told reporters that the president will be laying out "principles" for corporate tax reform close to the budget release.

Obama's corporate plan will also include a new minimum tax on foreign profits earned in low tax countries - an unpopular idea in the corporate community. (Reporting By Kim Dixon, editing by Kevin Drawbaugh, Gary Crosse)

He will call for a lower rate and close horrible loopholes. Almost none of the Corporations in America pay anything near our actual tax rate. Some pay ZERO. It's 100% true. Including GE. The GOP says let's lower the overall rates and close loopholes. They will oppose him on this. Why? They do not care about anything and I mean anything other than going against anything Obama does Period. EVER.

He surly will go down in history as the most spineless president in history. He has given in on absolutely everything he has ever promised to do for the millions of people who overwhelmingly elected him in one of the largest land slides we have seen. Who knew he was just another Wolf in Sheep's Clothing Politician like all the others. There really is no difference between Republican and Democrat. they all work for the Ruling Class Rich and no one else.

If he really wanted to do something good, he could close all the loopholes, and just have Corporations pay the tax rate they have now. After all, its still the lowest is been in all of US corporate tax history and they are making more than at any other time in US history.

I agree with Obama, in this time of endless wars we should be shifting the tax burden from corporations at the same time de-funding social security with the payroll tax cut. These are good ideas and will result in a trickle down effect.

Here's the thing: Corporate tax rates should be zero.

Who is paying the tax? The customers of the business. Granted, there will be companies (probably all) who will not, at first, pass those savings on to their customers. That's where the customers step up and say, "Whoa. Dude."

If Corporations are people too, then it is time to start shaming them...

Like Apple, for instance. Apple? Shame on you for moving all your manufacturing overseas. Your countryfolk can make these things and it won't even cost you all that much extra. Shame, shame on you.

Perhaps I remain ever hopeful...

If we want things to change, we have to make them, or at least grease the skids.
The parties in power now are simply trying things that have always worked before but in recent months, their captive audience is becoming more restless.

The final straw might be the states taking some of the foreclosure money and 'fixing' their budget shortfalls instead of extending it to homeowners.

If we let our country go, it's our own damn fault.

The current corporate tax rate is irrelevant. If we lowered the rate and the corporations actually paid it then it would result in more revenue. If they simply avoid the newer rate as they do the current one we are all wasting our time.
