NYPD Stop-And-Frisks Increased 14 Percent In 2011; 87 Percent Of Those Stopped Black Or Hispanic

The NYPD has broken their record for stop-and-frisks in a single year...again. New York's finest stopped and interrogated people 684,330 times in 2011, according to The Wall Street Journal, a 14 percent increase over 2010.

And who was it that got stop-and-frisked the most? 92 percent of those stopped were males, and 87 percent of those stopped were black or Hispanic, a glaring disparity considering blacks and Hispanics make up only 59 percent of the city's population.

Just 12 percent of those stopped were arrested.

"Last year alone, the NYPD stopped enough totally innocent New Yorkers to fill Madison Square Garden more than 30 times over," NYCLU Executive Director Donna Lieberman said in a statement. "It is not a crime to walk down the street in New York City, yet every day innocent black and brown New Yorkers are turned into suspects for doing just that. It is a stunning abuse of power that undermines trust between police and the community."

The NYCLU isn't alone in their anger. Councilman Jumaane Williams (who experienced a little NYPD friskiness first-hand), Manhattan Borough President Scott Stringer, City Council Speaker Christine Quinn and Professor Cornel West have all expressed criticisms-- with Williams and Stringer even calling on the federal government to investigate.

The program has also proved a legal liability to the embattled police department (which is still enjoying high approval ratings). This summer a federal judge gave the green light to a lawsuit against the NYPD, accusing cops of discriminating against blacks and Hispanics. And, as The Village Voice notes, "In the month of January alone, more than three dozen lawsuits alleging improper stop-and-frisks were filed, based on a Voice reading of the complaints. Extrapolated, that means that the city could be sued more than 400 times this year alone just on improper stops."

NYPD spokesman Paul Browne echoed Mayor Bloomberg's and Ray Kelly's defense of the program. From The Journal:

"Stops save lives,"Mr. Browne said. He estimated that over the past 10 years, there were 5,628 fewer homicides than in the decade before Mr. Bloomberg took office.

"That is a remarkable achievement--5,628 lives saved--attributable to proactive policing strategies that included stops," Mr. Browne said.

Homicides were down 4% in 2011 and remained under 600 for the 10th straight year. Overall, major crime, which includes violent offenses and serious theft, ticked up by less than 1%.

Mr. Browne said 8,263 weapons, including 819 guns, were recovered as a result of stops.

According to the NYCLU, stop-and frisks have increased 600 percent since Mayor Bloomberg took office in 2002.

As long as innocent people are not being arrested, I see no problem with stop and frisk. If you look at the crime rate in NYC, it makes sense that the police would stop blacks and Hispanics more than it would stop whites.

I can not image a more blatant violation of the fourth amendment to the Constitution protection against unreasonable search and seizure. While the practice may or may not help prevent crime it is still unconstitutional and therefore illegal. It is also a huge opening for the abuse of power, which, if the stats in the article are correct is exactly what's happening.

Again, I am reminded of Ben Franklin's words on the subject: "They who can give up essential liberty to obtain a little temporary safety, deserve neither liberty nor safety".

Whenever there is some grievance about ethnic profiling by police departments know that (non-white) Asians will NEVER be mentioned.

If I'm correct didn't Hitler Stop & Frisk Jews, we know he learned some of his evil ways from how the US treated then Negroes. Will we Black males have to wear symbols soon to let police know we aren't criminals. Seems the Mayor learned a few things from that atrocity and are using them against Black males, which is not surprising to me.

Anytime the police have an interaction with a protected class, and the reasons they give for the interaction are challenged, it does not always follow that discrimination was the true motivator.

To all minorities who are stopped for no reason get as much information about the officers that stop you and file a complaint, everytime your stopped. I guarantee you that they stop doing it to you, worked for me.

What nonsense, stopping people for no reason as no negligible affect on crime in any way. This is the lie that has been passed off as the gospel truth for years, and is nothing more than racist garbage. The DEA's own figures show that 65% of all drugs bought and sold in this country is done so by whites, yet 72% of all drug arrest in this country is of minorities. If they started stopping whites at the same rate they stop blacks you would find many more of the prison population would be of whites. But then again this has never had anything to do with the truth, or with the public's safety.

'.....At the end of 2010, the New York City Police Department had the most diverse force in its history, with a majority of rank-and-file police officers coming from minority communities, officials said. Of the 22,199 officers on patrol, nearly 53% were black, Latino or Asian, marking the first time minorities outnumbered whites by any significant measure, according to police department statistics reviewed by The Wall Street Journal. Minorities had been in a dead-heat with white patrol officers since late 2006, and began inching toward a majority in 2008.....'

It's only common sense that those that came from the areas where the most crime is being comitted (mostly by young thugs) and would conduct stop and frisks in those areas - they know they aren't going to be gunned down by some aging white population in NYC heading over with the grandchildren to Radio City Music Hall/

We need to stop ignoring that minorities are going to targeted, and the young white kids are not.

Since only 12% of those frisked are ever arrested (usually for marijuana possesion)...how can this be seen as successfull ?
88 out of every 100 are found to be doing nothing "wrong" at all.

This logic (or non-logic) is why police get little cooperation in Black and Spanish-speaking neighborhoods. Treating INNOCENT people like criminals will only breed distrust, and anger towards the police.

What to help reduce crime ?
Better community outreach, and citizen's review board of complaints against police is a better start.

Do the police get cooperation from Black and Spanish-speaking neighborhoods where stop-and-frisk is not used?
