Palisades Nuclear Plant Downgraded By NRC Over Safety Concerns

TRAVERSE CITY, Mich. -- Federal regulators said Tuesday that safety violations at the Palisades nuclear power plant in southwestern Michigan had led them to downgrade the plant to a status held by just two others in the U.S.

The Nuclear Regulatory Commission assigns the more than 100 nuclear reactors in the U.S. to one of five categories based on their safety performance. Most are in the top-performing group. Palisades was bumped to the No. 2 category last month and now will join two others in the third category: the Perry Nuclear Power Plant's Unit 1 generator near Cleveland and the Susquehanna Nuclear Power Plant's Unit 1 generator in Berwick, Pa.

The only reactor that ranks lower is Browns Ferry Unit 1 near Athens, Ala., which is in the fourth category.

Palisades' demotion means the plant will get closer scrutiny from regulators and will undergo a team inspection to determine whether staffers understand what caused their violations and have taken steps to prevent them from happening again, Nuclear Regulatory Commission spokeswoman Prema Chandrathil said.

Despite the findings, the commission remains confident the plant does not pose a danger to nearby residents, Chandrathil said.

"If the plant was not operating safely, we would not hesitate to shut them down," she said.

Located in Van Buren County's Covert Township on the Lake Michigan shoreline, Palisades is owned by New Orleans-based Entergy Corp.

Palisades spokesman Mark Savage said the plant was cooperating fully with the commission and had accepted the agency's findings about two violations last year and one in 2009 that caused the downgraded status.

One was a Sept. 25 electrical fault caused by plant workers that caused the reactor and half of the control room indicators to shut down and triggered safety systems that actual plant conditions did not justify, the commission said. Agency investigators described the incident as having "substantial safety significance."

The other was the failure of a water pump that cools safety equipment. It resulted from cracking of one of the couplings that hold together rods in the cooling system. The same failure had happened in 2009, and the commission said an inspection showed the plant hadn't done enough to prevent a recurrence.

The agency designated that event as having "low to moderate" significance.

Savage said Palisades has since replaced all 21 of the couplings, not just the one that failed.

"The things we had violations for were equipment issues or things that happened during maintenance of equipment," he said. "The plant continued to operate safely even when all of these activities were ongoing."

The commission has scheduled a public meeting for Feb. 29 in nearby South Haven to discuss the plant's performance, Chandrathil said.

Beyond Nuclear, an activist group, said the commission should shut down the plant.

"The grass-roots environmental movement of the Great Lakes will do all it can to shine a spotlight on the grave risks at Palisades," said Kevin Kamps, the group's radioactive waste specialist.

I've been to the Palisades Nuclear Powerplant & the press tends to sensationalize. Nuclear/atomic energy isn't going away even if you dislike it. Sure, nuclear/atomic energy has gotten hostility over the years incl. after Fukushima, but it's not going away. Nuclear/atomic power is beneficial. I've been on this site & the anti-nuclear posters such as Genders, Alligatorhardt, etc. rerun the same thing. Genders in 2011 said that nuclear is dead but she is wrong & I think she knows it. If nuclear/atomic power were dead, then Genders wouldn't need to keep commenting on this. The nuclear/atomic debate is not going away-it didn't go away after 3 Mile Island, it didn't go away after Chernobyl & Fukushima. The fact that the Huffington Post would even have debates on nuclear power by environmentalists proves that the topic is not going away.

Let's use the same statistical analysis those studies use on Nukes, and you get 64M excess cancer deaths from nuclear power radiation. Not including disaster and million year waste leakage.

No, you really don't get any such problems from nuclear power. The PM2.5 analysis tracks the rise and fall of measureable levels of particulates and relates that directly to the onset of stroke symptoms in the affected region. There's a clear link. There is no such work to demonstrate effects from low-level radiation.

Oppose science all you want; reality is what it is.

If you're "product" is so volatile it needs a committee just to follow you around and grade your work, it's flawed from the start. Time to embrace some fundamentally safer energy sources. Take a look at Ocean Thermal Energy Conversion, creating endless clean energy from the temperature difference in shallow and deep ocean water, and the only byproduct is clean drinking water. That's a whole lot easier to live with than nuclear waste! It's not an answer for everybody on earth, but can swing a few places off the idea of nuclear and fossil fuels.

Electricity is just one of your products. Nobody on earth has a decent plan for what to do with used rods from nuclear facilities and we've been producing the poisonous things for generations. The OTEC systems I mentioned above create energy, and clean water. Nothing else. I'm not suggesting an OTEC system can replace every power plant, but just a small example of moving forward with truly clean energy sources that are here today, and are economically possible. Instead of pushing for old technology. Thanks!

Until the corruption is removed from the NRC we cannot have any confidence in public safety. Jaczko cannot do the whole job by himself. The industry serving shills occupying commission seats must be removed from power and replaced with real oversight. The NRC has not ever refused a re-licensing. The NRC is preventing the citizens of states from ensuring their own safety needs, the NRC cannot be allowed to dictate public safety issues, in opposition to all other voices.

Why is it that a minor accident that resulted in no injuries or release of radioactivity to the environment, is trotted out to tar nuclear power? There was an accident at a new Middletown CT natural gas power plant a couple of years ago that killed 6 workers, and most people were never even aware of it. They rebuilt the damaged section of the plant and it's now producing power and greenhouse gases daily. Better than coal, but I'd rather it was nuclear. The problem isn't so much nuclear technology, which is constantly improving and already quite safe, but with outdated public perceptions based on cold war fears of The Bomb and atmospheric testing.

In a January 24, 1989 policy statement (Federal Register), the Commission described its expectations for such a safety culture and how it supports the agency’s mission to protect public health and safety.

Site evidence- I have interfaced with NRC inspectors for over 20 years and have NEVER seen any of this... if you have proof of this, notify the authorities immediately. In my dealings with NRC inspectors they have always been extremely professional and take extreme measures to ensure there is no impropriety. I have seen an NRC resident inspectors' child made to quit their baseball team because a plant workers' child was on the team, to avoid the perception of impropriety, personally I don't know that I could ask my family to put up with such inconvenience. What do you know about duty? Most NRC inspectors are former officers in the nuclear navy and have given up more than you know to do their duty for their country.

You obviously have never dealt with the NRC, their inspectors are professional, intelligent and tough, most are former military. No matter what the political appointees on the commission do, the rank and file are committed to the safe operation of the US nuclear industry.

you can believe this if you want but at the end of the day...the NRC inspectors give the information to those affected by political decisions and many reports get re-written...called sanitizing the record...been there and done that when I was involved...once I learned how these hard working, honest people were being used, I had to step away

It's full of false statements.

Nukes are trillion dollar cancerous disaster, million year cancerous waste, and civilization ending proliferation, plus they cost more than solar, twice wind and waste, and 4 times efficiency, not including disasters.

Nukes are not clean, safe nor cheap. Yet this soothing pr voice from an "expert" assures us it's all fine" Do they pay for these ads? I think you should list that.

There's another safety problem. Tros say it's nothing. Another. Tros say its nothing. Another and another and another. Tros say it's nothing. NPP employees and engineers scrw up.
