WASHINGTON — All five Republicans on the House ethics committee and the panel's ranking Democrat withdrew from a long-standing investigation of Democratic Rep. Maxine Waters of California on Friday to avoid further questions about their impartiality.

The extraordinary development came more than two years after the panel began examining whether Waters tried to steer money from the 2008 financial bailout to a minority-owned bank while her husband was a shareholder and board member of the institution.

The mass recusal came in one of the committee's most troubled cases, after past allegations of bias by Republican members forced the panel to hire an outside lawyer last July to investigate the committee and its handling of the Waters case.

The committee's Republican chairman, Rep. Jo Bonner of Alabama, said the outside attorney, Billy Martin, requested the recusals. But Bonner said the recusals "are not based on any indication of any wrongdoing or inappropriate partisanship by the members."

Waters, a high-ranking member of the Financial Services Committee, was accused by the panel of trying to use her influence to obtain federal aid for a minority-owned bank where her husband is an investor.

During an investigation that has gone on for more than two years, Waters, one of the longest-serving African-American lawmakers, has consistently denied wrongdoing, saying her efforts were focused on helping a number of minority-owned banks that were in financial trouble.

In addition to the five Republicans on the committee, its senior Democrat, Rep. Linda Sanchez of California, also withdrew from the case – even though she was not a committee member when the allegations of bias surfaced. In fact, all five of the Democrats on the committee in 2010 quit the panel when Congress convened in January last year, saying new members were needed to take a fresh look at the Waters case. However, all five Republicans decided to stay on.

The five Republicans stepping down were Bonner and Reps. Michael McCaul of Texas, K. Michael Conaway of Texas, Charles Dent of Pennsylvania and Gregg Harper of Mississippi. Replacements have already been named to allow the Waters case to continue.

The chairman said Martin advised the committee that, to date:

_He has not discovered any evidence to indicate bias or partiality in the investigation.

_He has not discovered evidence that should cause a mandatory removal of anyone from the case.

_There is no conflict that would require disqualification of any current member or staff of the committee.

The six members, Bonner said, "believe that, out of an abundance of caution and to avoid even an appearance of unfairness, their voluntary recusal will eliminate the possibility of questions being raised as to the partiality or bias of committee members considering this matter." He said the investigation is continuing "in a fair and unbiased matter."

Replacement members are Republican Reps. Bob Goodlatte of Virginia, Steven Latourette of Ohio, Mike Simpson of Idaho, Shelley Moore Capito of West Virginia and Tim Griffin of Arkansas and Democratic Rep. John Sarbanes of Maryland.

In August 2010, the committee charged the 11-term congresswoman with three counts of alleged ethics violations. Waters asked for a proceeding that would amount to an ethics trial, but it never took place after internal committee turmoil erupted over the case.

The investigation revolved around whether Waters helped OneUnited Bank obtain federal bailout funds in late 2008. Her husband, Sidney Williams, served as a member of OneUnited's board of directors from January 2004 until April 2008 and is a shareholder in the bank.

Waters asked the Treasury Department to meet representatives from the National Bankers Association, a trade group representing minority-owned and women-owned banks including OneUnited. The discussion focused on OneUnited, the committee said.

Waters contended that the National Bankers Association requested the meeting and insisted it was held on behalf of the association, not OneUnited. OneUnited eventually received $12 million in bailout money, but federal officials have said Waters was not involved in the decision.

The trial was postponed indefinitely after internal committee memos surfaced that showed the two staff attorneys working on the case were communicating solely with Republican members of the committee. The Democratic chairman at the time, Rep. Zoe Lofgren of California, dismissed the lawyers, angering Republicans who said they did nothing wrong.

When the outside counsel was hired last July, the committee said, "Serious allegations have been made about the committee's own conduct in this matter by Representative Waters and others. The committee has not taken these allegations lightly. The entire membership of the Committee on Ethics believes that its work must always comport with the highest standards of integrity."

She was helping the banksters, I thought that the republicans liked that. Your family is going to profit, so what? Look at the money the Bush family made off of Iraq, don't forget Cheney the godfather of Halliburton, or Chertoff and the scanners his company sold to the agency of the government he was in charge of. If there is no conflict of interest or ethical violations in any of these cases how could they object to bailing out more banks.

Oh yes they were minority owned.

In that case did the white guys that profited from the bail out of white owned banks also commit ethical violations. Probably not because majority rules right?

I doubt Bush made any money off the war. It is very difficult for a family, no matter who that family is, to make money off a war This is not an episode of Dallas, this is real life. Cheney got out of Haliburton before they got involved in the war and the only reason they got involved is because, at the time, they were the only company who did that type of work in the country. Who else were they going to call? Since then, quite a few companies have begun doing that work because they were needed. I don't know enough about Chertoff to make a comment so I won't. Now, why don't you stpo playing the race card? We're all in this Obamess together.

Cheney is still getting a pay check from Halliburton I believe in the form of deferred stock options to the tune of more than a million dollars the first year he was in office. If you don't take your stock options till you make sure the company gets large government contracts, I would call that profiting off the war that resulted in those contracts.

But I know that these are all conspiracy theories and no one would ever do anything out of greed and avarice. By the way the Brown bank referred to in the article is associated with Brown Brothers Harrimam. Which also has an interesting history of trading with Nazi Germany during WWII until stopped by the government for aiding and abetting the enemy, while under the control of Prescott Bush, W"s grandfather.

Chertoff left his position at Homeland Security and went to work for a company that sells the new whole body scanners to the government. On of the first of these was installed on the island of Kauai. An island in the middle of the Pacific with a population of 65,000. Hardly a terrorist hot spot.

Concentrate on the words...." husband was a shareholder and board member" It's not about race, it's about corruption. Please don't do the typical liberal thing by excusing bad behavior by citing that someone else has done bad things too. That's called the Little Johnny excuse. We should all stand up against corruption in our government regardless of party affiliation or race.

So you're telling everyone that the committee that investigated the involvement of Maxine Waters and the 2008 Financial bailout proved that she steered monies to OneUnited bank? I read the article and didn't see any indication that proof was given. As a matter of fact after 2+years of investigating the matter the Lawyers that reported their finding solely to Republicans didn't find anything either. Democrats and Republicans quit the committee because nothing was found to be incriminating! So where’s your proof? The National Bankers Association requested the meeting not just with OneUnited, but with others banks owned by women and other minorities, so it was not just one bank at the meeting. What caused the committee to disband was the fact that allegations of bias by Republican members forced the panel to hire an outside lawyer last July to investigate the committee and its handling of the Waters case. The Lawyer asked for the recusals!

I couldn't agree more. That's why I think it's ludicrous to have a bunch of congressmen that are all feeding at the public trough investigate someone for feeding at the public trough. Look into the backgrounds of the people that are doing the investigating. This is not unlike Newt Gingrich spending two years and 80 million dollars going after Clinton while he himself had a mistress on the congressional payroll no less.

I'd be willing to reach across the aisle on one agreement. We all vote out incumbents and limit Representatives and Senators to one term only. Each election we agree to vote out the current office holder. In that way no one would be in office long enough to set up an empire. It would also encourage office holders to get the job done and get out. Doing away with government benefits and retirement for one term office holders would also put them on Social Security. That would certainly build a fire under their asses to finally tackle the SS mess that is looming. I would love to listen to the daily news and hear great things that are being done in our country and around the world instead of hearing politics non-stop.

I think the main reason why they agreed to step aside is because for the past two years they have been so-called investigating something that wasnt a crime. She wanted some of that money to go to an organization that envelops many banks. Not just her husbands. The fact that they are minority-owned banks only jibes with exactly what she has been doing in congress for all of these years. Providing a voice on the floor for people such as these.
The fact that her husband has shares in a particular bank under that umbrella does not disqualify that bank from receiving bail-out money. Especially in the face of the fact that we have recently learned that plenty of congresspeople were they themselves directly invested in companies that received bailout money...not just by proxy.
My point is that they jumped ship because they couldnt find anything illegal in her actions and they didnt want to be sitting on the committee when she is cleared. Its a wise but purely political move...

Are they back to that old thing again. So, she asked the Treasury Secretary to talk to
the minority bankers. Are they going to investigate why the big banks only needed to
call the Secretary and were granted appointment to plead their case. The minority
banks were not granted that permission.

What a travesty.

They let this go before because they could not come up with anything. All she
did was ask Treassury Secretary Paulson to meet with them. He testified to
that and that she did not attend the meeting or ask him to do anything, nor did she contact him again.The large banks have senators that do the same. Paulson was meeting with them but the small group could not get a meeting. You obviously want to make a conflict of interest somewhere where there is none. The thing was she kept excellent records andwas able to prove that the story told by those bringing the charges had dates and stories that were not true. Have you ever heard of a witch hunt by your political enemies?

House won't agree to disclose about their transactions in the STOCK act, but think they can attack Rep Waters. Even Sen Grassley condemned House GOP leadership, I doubt the House can find enough members for an ethics committee, if they had to meet any reasonable standard of ethics.

Well of course she denied any wrondoing and came up with a red, white and blue excuse. What did you expect her to say, I steered money toward a bank where my husband was on the board and had money invested so WE could make money off of it? There is greed and corruption on both sides and their attitude of being above the law must come to an end. Throw them all out and start over.

Well, you know the GOP and their double standards on everything. They will subject Maxins Waters to an extremelely high conflict of interrest standard because of her spouse's involvement with a minority owned bank that received TARP funds. But the suggestion that Clarence Thomas has concealed his spouse's income on his tax returns and failed to disclose her work to parties appearing before the Supreme Court is some hyper sensitive partisan attack.

FixedNews and their Corrupt_Politicians Are On a Mission. Yes, there are demons_,(small 'd') in America, Maxine, and you have stirred them up.

The are engaged in a mission to save themselves, but how to do that without making obvious MassiveCorruptioninAmerica?

What Maxine and her husband did was apparently or potentially against the non-existent Congressional conflict of interest rules, which Congress (and this is a FACT) just makes up as it goes along.
Yes, America, your Congress has NEVER had conflict of interest rules regarding many things, and none on "trading on information", otherwise called
SecurityandInformationFraud. More than a few have enriched themselves by doing (for greed_), what Maxine was doing from her heart for the good of her community. And even if she did attempt to enrich herself, what ethics violation did she commit in an Ethically Challenged Congress? A real quandary for the CorrruptPoliticians. Expose Maxine and they expose themselves perhaps.
The reason this is taking so long, the real reason, is that if THIS is considered some kind of ethics violation then it will open up a Maxines' Box of trouble for a lot of other Congressmen. Is that why these people fled from the Committee?
Who knew about such things? Who knew that Corruption_had become legal for our Politicians and our CEO's?

The People are finding out Lots and Lots of things about you guys in Congress.......

Oh my, my, my! Preach! A grand, bold, illuminating and precise explanation of the absence of incriminating evidence against Maxine Waters! For 2+ years a committee has investigated whether Maxine Waters influenced 2008 bail-out funds to OneUnited, a bank her husband was a board member. Results: The committee dissipated and fresh committee members are in to investigate the same allegations. For the good of her constituents and even for America, Maxine Waters stands before the shadows of death (Congress) not succumbing to evil minions (Congress) for the right to help not just minority banks, but small struggling banks where others dare to stand!

Just a minute. What does "stay out of this" mean? Furthermore- working on behalf of a constituency is not wrong and there was no proof that she would directly benefit. It was a bogus charge that never had legs. Except in the minds of people who didn't like Rep. Waters.
