Offshore Drilling Approved in House, But Rest Of Transportation Bill Is In Conservative Crosshairs

WASHINGTON -- The House of Representatives approved Thursday a bill that would open up parts of the Arctic National Wildlife Refuge, the Rocky Mountains, and the offshore continental shelf for oil and gas exploration. The bill intended to fund a surface transportation package whose fate hangs in the hands of Republican leaders struggling to find more votes from the conservative wing of their own caucus.

Failure to pass a new transportation bill would represent a major defeat for Republicans. On Tuesday, Transportation Committee Chairman John Mica (R-Fla.) called it "our only hope -- this is very serious -- of putting people to work in a major piece of legislation this year."

Speaker John Boehner won't get any help from Democrats. The president has promised to veto the bill, Transportation Secretary Ray LaHood has said it would take American infrastructure "back to the dark ages," and Democratic leaders in the House fiercely opposed the drilling bit of the overall package.

"The House Republican transportation bill may be on the skids, but today’s vote makes it clear that nothing can stop the Republican oil company gravy train from chugging along," Rep. Ed Markey (D-Mass.) said in a statement immediately after the bill passed on a largely party line 237-187 vote.

In an unusual procedural move, Boehner on Tuesday separated his transportation bill -- which initially included the drilling bill, along with a plan to force federal workers to pay more into their retirement accounts, as funding sources for the overall legislation -- into three parts, apparently sensing the bill as a whole would have difficulty making it through his caucus. He has also delayed a vote on the critical transportation portion of the package until the end of February, hoping to scrounge up more votes.

A Senate version of the highway bill is likewise stumbling, with sponsor Sen. Barbara Boxer (D-Calif.) saying Wednesday that she saw "no path forward" for the bill given several extraneous amendments proposed by Republicans.

Liberals certainly hate the way the House bill is paid for, and the fact that it decouples mass transit funding from federal gas tax revenues. But conservatives may pose a bigger threat for Boehner from within his own caucus: They said that the speaker, who refused to vote for previous highway bills over concerns about pork, has betrayed his pledge to reduce the size of government and muddied the "user pays, user benefits" logic of the federal gas tax with his drilling proposal.

"Prior to this, if you wanted to increase transportation spending, you had to make the argument on raising the gas tax," said Dan Holler, communications director for the Heritage Action Fund. "Washington is constantly seeking new money or new revenue to pay for new things, as opposed to figuring out how the government can spend less."

To make sure Republicans don't slip, Heritage Action has made voting for the transportation segment of the bill a punishable offense on its scorecard, which grades members of Congress on their conservatism.

Conservative activist Daniel Horowitz has been railing against the House bill for weeks on the influential blog RedState. Boehner may have thought the oil and gas provisions would serve as a "sweetener" for conservatives, he said, but he miscalculated badly. Instead, they would simply like to see spending on transportation slashed.

Boehner and Mica said the bill will pay for itself as oil and gas lease revenues start to pour in and pension changes add up. But the Congressional Budget Office has poured cold water on the idea that oil shale exploration in the Rockies, for instance, will bring in significant sums.

"It's really a patchwork of a house of cards, it's not very fiscally responsible," said Horowitz. "A lot of the savings are quite nebulous, and frankly, they come from components that are unlikely to be passed out of the Senate, and even the House."

If push comes to shove, Horowitz said, he would even prefer an extension of the current highway bill, the one that was famously laden with more than 6,000 earmarks, including the so-called "Bridge to Nowhere," in one re-authorization. The bill is set to expire March 31.

"It's better we wait a few months and wait this out than pass a bad bill," he said. His conservative vision of a highway program: send federal gas tax money back to the states and let them decide to do with it. With declining gas tax revenues, that would mean less to be spent on fixing deficient roads and bridges, but conservatives argue that states would be better positioned to determine how to efficiently spend scarcer resources.

Funding for Jobs for a community spent on much needed clean energy and
infrastructure is at the very bottom of congressional spending approval.
These Jobs are a fact.

Projects that are in the interest of large corporations are at the top of the list.
More trickle down theory, saying those projects will eventually result in jobs.
These jobs are a theory.

So it isn't the peoples business that gets passed by Republicans,
but the Oil companies business sails right through. I'd bet those
workers would rather be installing Wind and Solar on land than
being out on an oil platform in the Gulf.

East to west pipelines carrying millions of gallons of
floodwaters from the Mississippi tributaries to the
burning, sunbaked and water deprived prairies need
to be a more important part of our infrastructure than
subsidizing Oil companies to ship oil across and out
of the U.S.

Crop and Livestock production can be significantly
increased providing many more jobs, lowering food
costs and also increasing alternative energy sources

The increasing burden of damage and wast of resources
in this area of our used to be breadbasket of the world
cannot be allowed to continue to errode.

Well, the plans are to build a highway from Canada to Mexico through that breadbasked to support the outsourcing. There will be zones not subject to stste or federal law, and the highway will also have it's own laws. The U.S. is becoming a free for all zone for foreign interests. Everyone is worried about "terrorists" when wall street and foreign corporations are the real enemy.

I sent a email to my local Representative (yes, he's a republican) asking him to vote NO on this bill and here is his robo-letter response. I responded back with both barrels, making sure he understood his November is coming too.

Thank you for contacting me about TransCanada's proposed Keystone XL Pipeline. I appreciate hearing from you.

TransCanada is proposing the construction and operation of a crude oil pipeline from Alberta, Canada to Houston, Texas. The TransCanada Keystone XL project would have the capacity to deliver up to 900,000 barrels per day of crude oil and would include more than 1,702 miles of pipeline, with about 327 miles within Canada and 1,375 miles in the United States.

I was sorely disappointed in President Barack Obama's recent decision to deny the required permit for construction on the pipeline to move forward. The proposed pipeline has been the subject of exhaustive studies over several years, and the president's own State Department has said that constructing the pipeline will result in "no significant impacts to most resources along the project corridor."

Despite this setback, as a strong advocate for increased domestic energy production, I will continue to urge immediate approval of this vital project.

Over 800,000 signatures and emails where sent to congress from the American people saying NO to this bill and the keystone pipe line and republicans don't care...They Don't care what the people want even after it was proven that this bill / pipeline will not create permanent jobs nor lower the cost of gas but is only a invitation for disaster....We need to vote congress out of office. They are the problem not the solution.

First, the House GOP wanted to use ANWR and other new drilling to pay for renewable energy R&D. Now they want it to pay for road construction. I prefer the first idea. We already have a gas tax for road construction.

The pharmaceutical companies, medical profession, insurance companies, banks and lending companies, Wall Street, and everyone else that is affected, wants to see President Obama ousted due to the President doing whatever he is legally required to do and can do to protect American citizens.

Forprofit colleges who made billions in profits and who live it up at swank resorts for staff meetings and who make salaries comparable to many of the corporate CEOs want to see the President ousted b/c he passed laws for the colleges to be transparent on how they use tax payers dollars due to many of the forprofit colleges enjoying over 90% of college tuitions coming from government funded (tax dollars) tuitions. Since that passing, the colleges are having a hard time making any large profits. They don't like that. They want Obama defeated.

If anyone, regarless of their past or current political affiliations, cannot see that President Obama takes his job very seriously and is trying his best to protect this country and it's citizens, then you are all doomed, and those who want to defeat him are only out for themselves and whatever businesses they make money from, directly or indirectly.

That's your choice if you choose to support those who care not what harm is inflicted on America, but don't take me and others down with you.

Vote President Obama in 2012 for another 4 years and help him save this country.

The president of the Louisiana Oil and Gas Association was quoted as saying President Obama needed to be defeated b/c President Obama will use the EPA to shut down any oil and gas drilling if there are leaks or contamination, like he did when he shut all drilling down in the Gulf when BP's rig leaked tons of oil in the Gulf. The guy (don't recall his name) was extremely outraged and upset that the President had the nerve to do such a thing over a measely several tons of oil. There was a natural gas pipeline explosion in Louisiana recently. Thankfully, only one person near the pipe was hurt, but at the same time as the pipe exploided, a 3 story house almost 15 miles from the explosion site blew up due to a gas surge. The oil and gas authorities have refused comments, and any mention of the 3 story house that exploded around 2:30 AM at the time of the pipe explosion, has been removed from the original news stories like it didn't happen.

I just bet. They like to pick and choose what info gets out, and how, and when; keep us unwashed hordes from stopping them. And when they can't, and realize we're watching (& doing) it's the usual flip flop flip flop....they could keep their jobs by coming up with rational solutions that ....oh wait, what am I thinking?

I am surprised though...well..maybe not...but the local news channels and the newspaper all said they would report followup stories when more informaiton came forward. They only reported that no one connected with the gas pipeline would comment in the first stories and that was it.

I also discovered that in 2010, the capital approved fracking just north of where the explosion occured, and since then, many drill sites have cropped up. I also found an obscure mention that when the first fracking occured, the water supply was contanimated and people got sick. I admit, I don't keep up much with local news, but, again, no followup stories on any of it could be found.

I can understand those with something to hide not wanting this to hit the news, but I don't understand residents just rolling over and playing dead.
