Obama Signs Payroll Tax Cut Extension Into Law

WASHINGTON -- President Barack Obama signed the payroll tax cut extension into law Wednesday, notching an election-year victory and rare bipartisan agreement in the continuing partisan battle over jobs, taxes and debt.

The $143 billion measure that Congress passed overwhelmingly on Friday continues the 2 percentage-point reduction in the tax that funds Social Security, a cut begun last year to aid the nation's struggling economic recovery. It also extends jobless benefits for between 63 weeks and 73 weeks, and averts a big cut in the reimbursements doctors get for treating Medicare patients.

The president signed the measure without ceremony Wednesday, having already celebrated its passage at an event Tuesday at the White House.

Obama senior adviser David Plouffe emailed his gratitude to people who sent the White House their stories about how losing the tax cut would affect their lives.

"Extending the payroll tax cut was a critical step for middle class families, but we still have a lot more work to do. So get ready," Plouffe wrote in an email that included a photograph of Obama signing the bill at his Oval Office desk.

The payroll tax cut became a centerpiece of the jobs plan Obama unveiled in September – and of a re-election strategy that seeks to cast his GOP foes as protectors of the rich and out of touch with the worries of working families.

The administration estimates that for a worker earning 50,000 a year, the tax holiday means $80 a month in extra take-home pay. For better-paid employees, the bonus could total $2,200 a year.

But the cost to the deficit is substantial: another $93 billion for the latest extension. However, bowing to its inevitability, House GOP leaders last week agreed not to demand spending cuts to offset the lost tax revenues.

The legislation also extended benefits for the long-term unemployed that average about $300 a week, though Obama and Democratic allies compromised over an initial demand for 99 more weeks. Those benefits will be paid for by auctioning broadcast frequencies and requiring newly hired federal workers to contribute more to their pensions.

Obama maintained that both extensions are crucial to supporting a still-fragile recovery from the nation's deepest recession since the 1930s.

GOP leaders initially balked at the extensions, then clashed with Obama and congressional Democrats over how to pay for them. As the holidays approached in December, their opposition drew a fierce public backlash, especially when House Republicans rejected a compromise that Senate leaders had brokered. In the end, Republicans accepted a two-month extension – after paying a heavy political price.

"We did not want to repeat the debacle," Sen. John McCain, R-Ariz., said. "We're dumb, but we're not stupid."

The extension puts off until December – after the presidential and congressional elections – a mix of taxing and spending decisions, including whether to extend Bush-era tax cuts, increasing the debt ceiling and meeting a trillion-dollar spending cut requirement.

Yes, good questions.

The vast majority of those who have no Federal income tax liability have none because they don't have enough income to trigger any liability. It isn't like these 151.7 million people are hiding their income in the Grand Cayman Islands.

Since this bill cuts funding to SS, I am increasing my retirement savings instead of spending the extra money which will appear in my check. The net result is a drop in the amount of taxes I will pay because retirement contributions are tax deferred. Lower tax revenue, bankrupted SS fund, and no economic stimulus - way to go dems!!!!

That is a very smart approach.

To count on SS being there when you retire - regardless of when that is - would not be a good idea.

My wife and I have always saved for retirement with a mindset that we cannot plan on having SS. And we are fortunate that if (when) that is the case, we will be able to take care of ourselves.

Why would Obama be against this? It ostensibly helps the poor while spending massive amounts of fake money, of which they can manufacture as much as they want. Obama is generally pro-spending, so I don't know why he would oppose a tax cut.

For those of you who do not understand Obama's plan. There has been very little change these 4 years because if there was too much, there might have been too much of a dissent upon him. But Obama is smart. He gives the payroll tax cut because the majority of americans want it. The Republicans will constantly lose support if they continue to argue about contraception and gay rights when the country is in trillons of dollars of debt. Once obama is reelected and gains a very large majority in the house, he will implement much more effective laws.

Effective laws? Like the trillion dollar stimulus package which resulted in one job created for every $250,000 spent? That was one big waste of taxpayer money. Or, do you mean like Obamascare which created a trillion dollars in brand new taxes, rations our hc, and lowers the quality of the hc we receive? Oh, and we had our change, our nation was downgraded because of Obama's mismanagement of our nation's finances. It WASN'T Bush's spending, which added on avg $500b a year to our national debt. It was Obama's spending which added $2t to our national debt a year.

You want to see rationed health care or lower quality of health care?

Let's eliminate all medical insurance and make all health care be a cash payment from the wallet of the family. Much less medical care will be done, when people have to accept the real costs of medical coverage and realize when they are paying out of pocket for medical care, self rationing will be the key word.

Very true, I think a combination of tax rises and cuts would be best.

Although ti has been said that a reduction in corporation tax would be fine if they closed all the loopholes that allowed some of those companies to be paying less anyway.

As I recall, Senator Obama didn't blame Bush for rising gas prices and no knowledgable person would. Sure, this argument may play well to the partisans and the pinheads, but it is a fact that oil and gas exports are now the largest comodity exported from the United States and have been for the past two years. If you want to make an honest and factual argument against the President, state that he should use some type of Executive Power to halt that or some type of mandate to nationalize the oil companies but that would conflict with your precious free market capitalism. Anyway, it is doubtful you do want to make an argument that is either honest or factual.

Now the President should sign a bill forcing Congress to start to payback the trillions it has stolen from SS funds. The only reason they want to fix SS so badly is because they want to write it off forever.
The Republicans want all entitlements ended and all the wealth going to the 1% with the rest of us worker bees. They resent the fact that the payroll tax cut will actually help the American people. By Congress aiding the greedy oil companies, the tax cut money will still go to the 1%, Gas is going up to unbelievable highs. Let the Bush tax cuts die and then recast a new bill, ending all tax loopholes and foreign accounts for the rich and giving all who make under $500,000 a year new cuts. That would help to really improve the economy.

Duh!!! Obama just signed a bill into law which cuts funding to SS. The tax holiday idea originated with Obama. Obama has been fitting to cut funding to SS for one reason or another for at least a year now.

Duh to you. The Payroll tax cut is unfunded thanks to Boehner. The hypocrite said everything had to be paid for and then took the easy road out. It will be added to the national debt. The stench from the Republicans not allowing the rich to pay their fair share and ending Loopholes for their vast incomes is the real problem the GOP will have on election day. You need to stop watching Fox or listening to birdbrain Rush.
