Obama Fights Back Against Idea He's Reason For High Gas Prices

WASHINGTON, Feb 23 (Reuters) - As Republican presidential candidates toss barbs at Barack Obama over expensive gasoline, the U.S. president and his team are going on the offensive with a strategy to divert blame and prepare voters for higher costs.

In subtle and not so subtle ways, Obama, a Democrat, is raising the issue of high prices to promote his own policy priorities and blunt criticism from the men vying to unseat him in the Nov. 6 election.

His strategy is both politically and policy-oriented. The president wants to advance his plans to increase renewable energy sources and reduce U.S. reliance on foreign oil.

But he also needs to win the war of words to gain an upper hand over Republicans in Western battleground states such as Colorado, Nevada and New Mexico, where people drive a lot and feel the sting of rising oil prices acutely.

Republicans see many weaknesses to exploit. They blame Obama for not doing enough to increase domestic production of fossil fuels and cite his decision to block a new oil pipeline from Canada as evidence that he is beholden to environmentalists.

Rising gasoline costs have brought the issue to the forefront of the presidential campaign. So Obama has started to pepper his speeches with references to prices at the pump.

On Tuesday he cited the extension of the payroll tax cut as a welcome buffer for workers coping with the cost of gas. On Wednesday he proposed - not for the first time - getting rid of tax loopholes that benefit oil and gas companies.

On Thursday he went a step further, using a speech in Florida to outline his own accomplishments in the energy arena and lambasting rival politicians for promising easy solutions to bringing prices down.

"You know there are no quick fixes to this problem. You know we can't just drill our way to lower gas prices," he told an audience at the University of Miami, noting instability in the Middle East and rising demand in China were boosting the oil market.

"If we're going to avoid being at the mercy of these world events, we've got to have a sustained, all-of-the-above strategy that develops every available source of American energy. Yes, oil and gas, but also wind and solar and nuclear and biofuels," he said to applause.

Average gasoline prices have climbed to their highest February levels on record, hitting $3.53 per gallon last week, according to MasterCard SpendingPulse data.

Gasoline prices have tracked crude oil prices, which have been bolstered by the threat of supply disruptions from the West's standoff with Iran over Tehran's nuclear program.

Some analysts say U.S. prices could hit $4 a gallon or more ahead of the summer when driving demand peaks.


POLITICAL BATTLE

Those prices hurt Obama politically as much as they hurt the country economically, and Republican presidential candidate Rick Santorum seized on them to criticize the president for his environmental record.

"Folks are just starting to be able to breathe a little as the economy starts to come back a little bit, unemployment starts to go down," Santorum said at a campaign event this week.

"All of a sudden they are going to be hit with the same force of wind that hit us in 2008 in the summer that caused us to go into a recession. All because of the radical environmentalist policies of this president," Santorum said.

White House spokesman Jay Carney dismissed Santorum's comments as "random statements by politicians seeking office." Obama is the first president to preside over growth in domestic oil production since President Jimmy Carter, also a Democrat.

Republican presidential candidate Newt Gingrich, the former speaker of the House of Representatives, promised at a debate with rivals on Wednesday night that the country would enjoy gasoline prices at $2.50 a gallon if he won the White House.

Analysts and strategists said Obama has few options to bring down gasoline prices in the short term and said his energy policies had evolved from focusing on renewable fuels to promoting nuclear energy and natural gas.

"Basically he's come a long way from the campaign of '08. I think that reflects pragmatism on his part," said Guy Caruso, a senior adviser on energy at the Center for Strategic and International Studies.

Progress or not, Obama has vulnerabilities when it comes to energy. Earlier this year he nixed TransCanada Corp's Keystone XL pipeline under severe pressure from environmentalists.

The president blamed Republicans for forcing him to take a decision under a tighter timeframe than the State Department said it needed to study the project.

Mitt Romney, the former governor of Massachusetts and off-and-on front-runner for the Republican presidential nomination, said that decision was a sign that Obama wanted to please his political base more than he wanted to improve the economy.

Republicans also point out that getting rid of tax breaks for the fossil fuel industry, as Obama has proposed, would dent profits for oil companies, which could raise costs for consumers as a result. A White House official said that was unlikely.


VULNERABILITIES, FEW OPTIONS

Analysts say even if Keystone were approved, the increase in oil supplies would not affect gasoline prices for years, but the decision is nevertheless a flashpoint in the election.

"The juxtaposition of the high gas prices and Keystone has (the White House) understandably nervous, and even though those two ... have almost nothing to do with each other substantively, they create a political narrative that Republicans could be successful in using to paint Obama as anti-energy and pro-high gas prices," a Democratic strategist said.

Politically, Obama's vulnerability over gasoline prices could be especially deadly in Western states that he needs to win to remain in the White House.

Charles Ebinger, director of the Energy Security Initiative at the Brookings Institution, said Republican candidates could gain traction with voters in that region by emphasizing fuel costs, though they - like Obama - had few options to suggest to bring prices down in the short term.

"Out there (a candidate) can get some resonance against the president by talking about high gasoline prices," he said.

"If someone comes back at him and says, 'What's your policy Mr. Santorum, Mr. Gingrich, or whomever, to lower gasoline prices today,' I don't think they'll have a good answer." (Additional reporting by Matthew Robinson and Samuel Jacobs; Editing by Russell Blinch, Anthony Boadle and Sandra Maler)

alternative fuel sources only help those who can afford to go get a vehical that runs on them or can afford a car payment it wont help my family the only thing that will help people like me is if they fix gas prices at say 2.50 per gallon then the economy would reflect the changes when people are no longer scared of what gas will cost them at the next fill up they will go to the store and buy other things they need instead of hoarding cash in fear of what prices will be next moth

Totally False. GOP talk of war with Iran has driven up future prices since speculators think they can make money if there is a war. This has driven crude oil prices to more than $100/barrel. Under President Obama the US exported more oil for the first time since 1949.

The demand from the Asian market driven by our purchases has increased demand and raised prices. Asia passed North America in oil consumption. Buy Asian and pay more at the pump.

We as Americans should be asking for a real break down on exactly where the oil we use in this country comes from. We all know we get a percentage of the oil from the Saudis but the facts are @70% of the oil used in the US comes from Canada. With the Alaskan Pipeline and all of the offshore wells in the Gulf why are we concerned about Iran and Iraq and all of the other Middle East oil producing countries? The sad truth is all of the American oil is sold to China and Japan. Very little if any oil from US sources is used in the US. So if we don't use oil from Iran why does the gas prices spike every time somebody in Iran belches? The truth is a bunch of Big Oil Barons have their bought and paid for Speculators and bought and paid for Politicians from both parties use scare tactics too make billions of dollars in profit from oil that has nothing to do with the Middle East.

Exploration of ALL energy sources is up under this far-seeing President. The oil speculators, plus lower demand due an unusually mild winter, and unrest in the Middle East, are all factors currently contributing to rising prices. Funny how the "pro-capitalist, small Government" crowd scream for government interference when they're seeing high prices at the pump!

A turbine steam engine is the most efficient, most cost effective way to propel anything or else the US Navy wouldnt use them to propel their Ships...Less moving parts,less oil, less maintenance, much less fuel which can be anything that burns...No catalytic convertor which causes more pollutants than an ordinary muffler..and on and on...Just look up Zapata oil company and you may get the picture..

Measured in inflation adjusted, 1979 dollars the price of gas went up 150% (doubled and a half) from mid 2003 (when a gallon of gas cost $0.60 in 1979 dollars) to the summer of 2008 (when a gallon cost almost $1.50). The price of a gallon of gas had been around $0.60/gallon from 1986 through 2003, a stretch of 17 years. In 2003 the price started to climb and had doubled to $1.20/gal by the summer of 2005. After that, prices swung wildly between $0.80 and $1.20 for a couple years and then spiked to $1.50 by the Summer of 2008. Then the recession hit and the bottom dropped out of the oil/gas market and by the time Obama took office the price had dropped back to BELOW $0.60/gallon (a level not seen since 2002). It only stayed there a couple of months before beginning to climb again and is currently about $1.10/gal. That’s still significantly lower than prices from 2005-08 under WBush.

Gas very well SHOULD be over $5/gallon, we're just spoiled here in America. Look at Europe, gas is close to twice as expensive in most places. If we paid the "true cost" of gas at the pump we'd be paying over TEN dollars a gallon, some estimates have it as high as $14/gallon (if you included the cost of the Iraq war in the equation).
Furthermore, the simple fact is that we ARE doing everything "right" in America and the price of oil and gas is still going up because of increased demand around the globe (i.e. outside America) and unrest in the Middle East. We imported less than 50% of our oil last year for the first time in 30 years. Our domestic production of oil last year was at it's highest level since 2004. Demand for oil/gas is at it's lowest level since 1997. Last year America's NUMBER ONE export was petroleum based fuels (i.e. gasoline, diesel and jet fuel). All these factors say that gas prices should be going DOWN, but they are outweighed by the increased global demand and unrest in the Middle East....

What "failed energy policies" are you talking about?
The ones that have our demand at it's lowest level since 1997? The ones that have our domestic oil production at its highest level since 2004? The ones that have doubled the amount of renewable/alternative energy we produce and use in this country? The ones that have reduced our dependence on foreign oil to less than 50% for the first time in thirty years? The ones that have basically doubled the fuel efficiency standards for cars and trucks? Just which "failed energy policies" are you talking about?

I think I heard that it's because they are selling it to other countries. Other countries, China, Brazil, and I think Cuba are actually drilling for oil off of OUR oceans. We of course can't do that cause drilling is bad but it's good for lining the coffers.

This is one of the reasons I have a difficult time buying into the notion that the President's heart is actually into the environment. Van Jones as Green Czar seemed a bit odd. I had never know Van for his work on the environment. Now I was aware of his work in inciting the LAPD during the riots of '92. I don't believe Gore either, he's a fraud when it comes to GW.

Come now, it was Obama that stated "under my plan the cost of energy will NECESSARILY SKYROCKET". And his Energy Secretary Steven Chu, stated we have to find some way of getting the cost of gas the same as in Europe, which at that time was between 7-8 dollars a gallon. Now that is headed that way, why the whining?? Didn't seem to think the American people would mind back then. You would think he would want the credit for rising gas prices. It's what they both wanted.

Why do some democrats say drilling will not lower gas prices but releasing the strategic reserve will?Stop the name calling and show some leadership.Unemployed and underemployed, the poor and those on fixed income know its not just gas prices but food inflation, cut backs on service industry spending etc. A $30,000 meal with NBA Players would be a lifetime experience for most not just another day in the life

Any oil drilled in the US is up for export. In fact, we've been exporting a lot of gas lately. I believe that any refined products from oil in the strategic reserve have to remain in the US.

The squatters in Washington stand by while lifestyles rise in India and ours declines.Maybe you look forward to eating stray cats and dogs but not me.My truck does not run on algea and my relatives on fixed income can;t afford the food inflation caused by oil prices. The current crop of unemployed college kids will not vote for Obama and I may write in Hillary if Ron Paul does not run 3rd party.
