Hillary Clinton: Russia, China 'Despicable' For Opposing U.N. Action Aimed At Stopping Bloodshed In Syria

TUNIS, Tunisia (AP) — U.S. Secretary of State Hillary Rodham Clinton has blasted Russia and China as "despicable" for opposing U.N. action aimed at stopping the bloodshed in Syria, and more than 60 nations have begun planning a civilian peacekeeping mission to deploy after the Damascus regime halts its crackdown on the opposition.

In his most forceful words to date on the Syrian crisis, President Barack Obama said Friday the U.S. and its allies would use "every tool available" to end the bloodshed by the government of President Bashar Assad.

"It is time to stop the killing of Syrian citizens by their own government," Obama said in Washington, adding that it "absolutely imperative for the international community to rally and send a clear message to President Assad that it is time for a transition. It is time for that regime to move on."

Obama spoke as a group known as the Friends of Syria, led by the U.S. and European and Arab nations, met in Tunisia in the latest effort to halt the Assad regime's nearly year-old suppression of an anti-government uprising.

The group's actions are aimed at jolting Assad and his allies into accepting demands for a democratic transition, even as they are still unwilling to commit to military intervention.

While the Tunisia conference offered nothing other than the threat of increasing isolation and sanctions to compel compliance from Assad, Clinton went on to predict a military coup inside Syria of the kind that ended the old regimes in Egypt and Tunisia.

"We saw this happen in other settings last year, I think it is going to happen in Syria," she told reporters at the end of the meeting. "We also know from many sources that there are people around Assad who are beginning to hedge their bets — they didn't sign up to slaughter people."

Assad allies Russia and China, which blocked U.N. action on Syria and are eager to head off any repeat of the kind of foreign intervention that happened in Libya, gave no sign they would agree to peacekeepers. Moscow and Beijing have vetoed U.N. Security Council resolutions backing Arab League plans aimed at ending the conflict and condemning Assad's crackdown.

Their vetoes prompted a particularly strong reaction from Clinton.

"It's quite distressing to see two permanent members of the Security Council using their veto while people are being murdered — women, children, brave young men — houses are being destroyed," she said. "It is just despicable and I ask whose side are they on? They are clearly not on the side of the Syrian people."

The conference, meeting for the first time as a unified bloc, called on Assad to end the violence immediately and allow humanitarian aid into areas hit by his regime's crackdown. The group pledged to boost relief shipments and set up supply depots along Syria's borders, but it was unclear how it would be distributed without government approval.

Syrian government troops kept up the shelling of rebel-held neighborhoods in the besieged central city of Homs, while thousands of people in dozens of towns staged anti-regime protests. Activists said at least 50 people were killed nationwide Friday.

A Red Cross spokesman said the group evacuated seven people from Baba Amr, a heavily shelled neighborhood in Homs, to a hospital elsewhere in the city.

The U.N. estimated in January that 5,400 people were killed in the conflict. Hundreds more have died since, with activists saying the death toll is more than 7,300.

Assad's regime blames the violence on terrorists and armed thugs — not people who want to reform the system.

The Friends of Syria group also vowed to step up ties with the Syrian National Council, an opposition umbrella group. They took a tentative step toward recognition by declaring the council to be "a legitimate representative" of the Syrian people, a possible precursor to calling it "the legitimate representative."

Despite the show of unity, which diplomats said they hoped would impress upon Assad that the end of his family's four-decade autocratic rule is inevitable and at hand, there were signs of division. Some nations argued for arming Assad's foes, while others called for the creation of protected humanitarian corridors to deliver aid.

Neither idea was included in the conference's final document, which instead focused on steps nations should take to tighten the noose on the regime, including boycotting Syrian oil, imposing travel and financial sanctions on Assad's inner circle, and working with the opposition to prepare for a post-Assad Syria, including lucrative commercial deals. It also welcomed the appointment of former U.N. chief Kofi Annan to be a joint U.N.-Arab League special envoy for Syria.

On the sanctions front, France said the European Union would on Monday freeze assets of Syria's national bank held in EU jurisdictions while Clinton vowed that already tough U.S. penalties would be strengthened.

Highlighting the divisions, though, Saudi Arabia called publicly for weapons and ammunition to be sent to the opposition, including the Free Syrian Army, a Turkey-based outfit made up largely of Assad regime defectors.

"I think it's an excellent idea," Saudi Foreign Minister Saud al-Faisal told reporters before meeting Clinton on the margins of the conference. Asked why, he replied: "Because they have to defend themselves."

Clinton demurred on the question. But on Thursday in London, she said the opposition would eventually find arms from some suppliers if Assad keeps up the relentless assault.

The Obama administration initially opposed arming the opposition but has recently opened the door to the possibility by saying that while a political solution is preferable, other measures may be needed if the onslaught doesn't end.

The Syrian National Council, for its part, said it would be grateful for help in any area.

"We welcome any assistance you might offer, or means to protect our brothers and sisters who are struggling to end the rule of tyranny," council president Burhan Ghalioun told the conference. He laid out the council's goal of a free, democratic Syria free of the "rule of a Mafia family" in which the rights of all would be respected.

Qatari Foreign Minister Hamad Jassim bin Jabr al-Thani, who has been a driving force to unite Arab opinion against the Syrian regime, directly called on Assad to step down. And, together with Turkish Foreign Minister Ahmet Davutoglu, he called for the creation of humanitarian corridors to get aid to embattled citizens.

Highlighting the deepening isolation of Damascus, the Hamas prime minister of Gaza voiced support for Syrian protesters seeking to overthrow Assad. It was the first time a senior Hamas figure has publicly backed the uprising and rebuked the Syrian regime.

Tunisian President Moncef Marzouki, the host of Friday's conference who only recently assumed power after his country became the first in the Arab Spring to topple its longtime leader last year, called for an Arab peacekeeping force to ensure stability during an eventual transition.

"We have to respond to the demand of the majority of the Syrian people to get rid of a corrupt, persecuting regime," he said. "We have to stop the bloodshed, but this cannot be through military intervention."

The Friends group recognized this call by giving a green light to U.N. chief Ban Ki-moon to start drawing up plans for such a joint Arab League-U.N. peacekeeping operation that would be comprised of civilian police officers. Ban is expected to begin recruiting possible contributors to the mission and preparing its mandate.

Such an operation would not be a military intervention but would still require authorization from the U.N. Security Council, where it will likely face opposition from veto-wielding members China and Russia, neither of which attended the Tunis conference, and Iran. Russia and Iran are Syria's two biggest military suppliers.

In New York on Friday, U.N. deputy spokesman Eduardo del Buey said the secretary-general's office had no immediate response to a call for a peacekeeping mission.

As the conference began, about 200 pro-Assad demonstrators tried to storm the hotel. The protest forced Clinton to be diverted briefly to her hotel.

The protesters, waving Syrian and Tunisian flags, tussled with police and carried signs criticizing Clinton and President Barack Obama. They were driven out of the parking lot by police after about 15 minutes.

It is about time that America sided with the opposition in Syria. We can join with Hamas, the Muslim Brotherhood, and ALQuiida. Even the Druze are wary of committing as their leader Walid Jumblatt.

If Netanyahu were to make a definative call on the Syria question the matter would be settled.

The last Presidential debate had a question about Syria but the candidates had no opinion on it. They immediately called for the destruction of Iran for attempting to influence Syria.

There is no position attributed to any Republican candidate that they hold about what we should do in syria. Not even Fox or John Bolton or Newt has a position that can be nailed down. The only answer is to bomb Iran.

The report says "U.S. Secretary of State Hillary Rodham Clinton is appealing to Syrians in the military and business who are still supporting President Bashar Assad to abandon the embattled leader. Clinton said at a news conference in Morocco on Sunday that she had a message for those holdout backers: 'the longer you support the regime's campaign of violence against your brothers and sisters, the more it will stain your honor. If you refuse however to prop of the regime or take part in attacks ... your countrymen and women will hail you as heroes.'

Please President Obama, for the good of the nation and world peace, call your Secretary of State home for consultations. It is time to get her careless, inflamatory rhetoric off the world stage, away from the microphones and out of the spotlight and the headlines. She loves to give sanctimonious lectures.

60 nations have gathered to coordinate a response. Why must the U.S. continue to inject itself alone in this? Is it serving our interests and those of peace, or just Hillary Clinton's ego?

Hillarious Hillary Clinton can't even keep her man Bill, but she pontificates to the world. If she is predicting a military coup in Syria, it only means that the Americans are working on just such a nefarious scheme, since Hillary is no divine foreteller. As for calling China and Russis despicable, Hillary better watch out, as it sounds like the Pot calling the Kettle - "Black".

Of all the recent middle east conflagrations in which we witness the ruling regime brutalize and kill its own citizens, Syria is perhaps the most egregious offender of the lot. The West has wasted much of its political capital, billions of dollars and thousands of lives engaged in an exercise that has produced few tangible results for all the resources expended. Iraq will revert back into anarchy within a year, Afghanistan is a lost cause as the Taliban are as strong as they ever were.
Now faced with the most brutal of recent conflicts, we in the West find ourselves at a loss as to what the best strategy is to bring an end to Assad. Russian and Chinese opposition has tied our hands and options are few. The clarion call is to once again " Arm the opposition" If you thought Libyan opposition was tough to identify, it's near impossible to do that in Syria. It's time for the Arab League to step to the plate and stop looking to the West to solve their problems for which we get faint praise. These nations hide their involvement and are loathe to identify themselves as being in opposition for fear of reprisals from their own citizens. The West always makes for the best scapegoat. These battles can't be won by outsiders who are seen as foreign interlopers and to some degree 21st century Crusaders looking to destroy Islam. We may not see ourselves that way but many a Muslim does.

President Obama, please keep Hillary Clinton quiet on tense issues in the Middle East, particularly Syria and Iran. Her need for the spotlight and headlines, to sound "tough" and to talk carelessly and confrontationally in public only inflames tensions, it does not help resolve them.

New reports say that Hillary is telling other nations to disregard the U.S. presidential debates. I would disagree, as in the past the messages coming from our government have been muddled at best and in most cases incoherent. It's time for plain talk and not the traditional diplomatic jargon that has traditionally fostered ambiguity and far too much wiggle room for us when our bluff is called. That all too familiar backpeddling " Well, I might have said this, but I actually meant that "
It's not enough for us to rummage through Teddy Roosevelt's closet to retrieve that big stick and swing it wildly as we roam the middle east independently jumping from crisis to crisis.
Hillary has called both Russia and China out in no uncertain terms, no diplomatic doublespeak, but a clear call for an accounting of their position vis-a-vis the Syrian people. It is now for them to provide an answer.

"no uncertain terms"? So, so what will Hillary Clinton and the US do when Russia and China continue, as the US does, to pursue their own interests with Syria as a pawn?

Hillary Clinton is and sounds like a worldclass hypocrite. Her loud advocacy for use of military force over diplomacy and violent regime change disqualify her as leading any diplomatic intiative seeking to end violence and achieve peace. She represents the oil interests that brought her to power, not the interests of the Syrian people. Attempting to stand on non-existant moral authority to hold other nations to account has no meaning in efforts to broker peace and can only alienate and inflame.

The US interests and the cause of peace would be better served if Hillary Clinton was silent, and real diplomats worked to defuse this crisis.

no reponse button on your latest post, so I will respond here. We disagree. I seek Hillary Clinton as an unqualified distraction on the international stage. I believe the interests of the United States and world peace would be better served if she were silent in public or not in that job.

Syria is a pawn in a Middle Eastern and global power struggle that is ultimately about oil. Sorry that connection is not apparent to you.

China and Russia must want their oil and have no respect for the life of their citizens. It seems like oil is going to cause WWlll. We need coastal drilling here now and can work on alternative energy sources later...

Working on alternative engery sources later" was exactly the promise when Iran forced the last major oil supply and cost crisis in the Carter years, and the U.S. did strategic, but just treat it as an immediate issue and get through it. The only things morer drilling in the U.S. will do is produce BIGGGER profits for the oil industry, kick the proverbial can down the road , ruin the environment, all for immediate consumption and convience of greedy Americans. We need to concentrate resources NOW on developing alternative, renewable, sustainable energy for our nation and the sake of future generations. We need the equivalent of the Manhattan Project, which developed the nuclear bomb, to develop safe energy sources on an affordable scale. Beginning NOW, not some day.

Lot's of other things are made with petrolium, like plastics, I know bad for the enviorment, but, it has many uses live I.V. bags and disposable medical needs. We paid for the oil, let's not forget. It's the modernization of other nations that's causing greater demand. We need to drill for ourselves now and look for alternative sources later...

They have said it themselves. As long as they have Islam.....they HAVE FREEDOM. To them ISLAM equals FREEDOM. We Westerners are just too dumb to GET IT because we are brainwashed by our media to think everyone in the world wants to be like us. They DON'T no matter how much the talking heads on TV tell us that.

Things tend to sink to their own level. That's why when we remove a dictator from Libya, Iraq, Egypt, Afghanistan, etc......WE GET the Islamic radicalism that these dictators were smart enough to know that an IRON FIST is the only thing their populations understand.

Therefore lets STAY OUT of Syria and let the Russians, Chinese and other Muslim countries deal with Syria. When Syria explodes....let those people blame Russia or China and NOT the US.

The US just can't live without a war. Now that Iraq has been finished and the Afghanistan involvement is coming to a close, the question is whom do we bless with bombs now? Should it be Iran or Syria? But then again, it could be Tibet or Burma, all those annoying little people who just won't do as they are told. Putin doesn't like our NGOs' influence in Russia and stubbornly stands in the way of our takeover of their oil. They are all equally worthy candidates, now where is that dice?
I hope Chelsea has babies soon, so Hillary can find a raison d'etre and someone to pontificate to. Since she declared herself a friend of the dreaded Helmut Kohl I wish her 72 hungry ones on her cloud.

When Hillary climbs onto her wobbly soap box of moral indignation, if anyone actually listens, they laugh at the hypocrisy. She's all about getting the spotlight and headlines for herself, not the cause of peace.

I am surprised the President Obama allows her all to frequent, distracting, ineffective santimomious lectures to other nations. I hope she will resign soon, as she has often promised.

Maybe she believes too much of our propaganda... our civil war was despicable too and so was the protecting of civilians in Libya by air support for insurgents, and the killing of Gaddaffis son and soon grand children and many more civilian casualties from our bombs and missiles... then we get to Iraq, a war based on big fat lies...
