CAIRO - An Egyptian court adjourned the trial of dozens of democracy activists including 16 Americans on Sunday at the opening session of a case that has threatened ties between Cairo and Washington and $1.3 billion in annual U.S. military aid.

Forty-three foreign and Egyptian non-profit workers - including the son of the U.S. transportation secretary - are accused of receiving illegal funds from abroad and carrying out political activities unrelated to their civil society work.

Judge Mahmud Mohamed Shukry adjourned the trial until April 26 at the end of the session in the rowdy chamber, where television reporters crowded around him and an interior ministry official threatened to expel journalists.

His decision could give more time for a diplomatic solution to the case, lawyers said.

"The time set allows for the NGO law to be amended and this could leave room for lawyers to argue that the defendants are not guilty. A fine may be demanded however," said Khaled Suleiman, a lawyer acting against the defendants.

In the crowded courtroom on the outskirts of Cairo, lawyers who said they were volunteering in the case against the activists, demanded the defendants be imprisoned and accused them of "espionage".

"These organisations are accused of espionage and going against the law. Most of them are in contact with the CIA. These organisations gathered information and reports on Egypt and sent them to the U.S. State Department," the lawyer Suleiman said.

Judge Shukry said the defendants were free to leave the court and would not be held in detention until the next hearing.

Those accused in the case were banned from leaving Egypt pending the trial and some of the U.S. citizens targeted in the probe have taken refuge at the American embassy.

Thirteen defendants stood behind the courtroom's bars on Sunday, all Egyptians. They appeared to be relaxed during recesses, using their mobile phones and talking to one another.

Several of the accused foreigners were already abroad when the travel ban was enacted. Many of the activists had not been formally summoned to appear before the court.


DISCUSSIONS

A senior U.S. official said on Saturday Washington and Cairo were holding what he described as "intense discussions" to resolve the crisis within days.

Secretary of State Hillary Clinton, who arrived in the Moroccan capital after visits to Algeria and Tunisia, has met Egypt's Foreign Minister Mohamed Kamel Amr twice in the last three days, the official said on condition of anonymity.

The U.S. pro-democracy groups whose staff have been charged deny they have done anything illegal.

Egypt says the case is a judicial matter and all groups must heed Egyptian law. In the text of the charges the prosecution would present, the groups are accused of establishing without permission branches for their organisations and offering unauthorised political training and workshops to parties.

One of the judges leading the probe has said the non-governmental organisations had violated Egyptian tax laws by not declaring their income from abroad or paying taxes on their workers' pay and had carried out political activities unrelated to their civil society work.

Negad al-Borai, a lawyer representing the accused in Cairo, said the charges referred only to a short period in the groups' activities and could therefore be argued against.

"The charges made involve only the period from March 2011 to December 2011," he told Reuters. "These groups have applied for permits before that period."

Some Egyptian officials have linked the funding of civil society initiatives to a U.S. plot to undermine Egypt's sovereignty - accusations the United States and the civil society workers deny.

Among those accused is Sam LaHood, Egypt director of the International Republican Institute (IRI) and the son of the U.S. transportation secretary.

The crisis escalated on Dec. 29 when Egyptian authority swooped the offices of IRI and the National Democratic Institute, confiscating documents and computers and cash on the premises.

The government and the ruling military council say the case was initiated by the judiciary and is out of their hands. (Additional reporting by Arshad Mohammed in Rabat, Writing by Dina Zayed; Editing by Rosalind Russell)

Oh and folks, the famous 1.3 billion is *military* aid, not food or anything nice. Then there's USAID, $28 billion over the last 36 years. That's mainly subsidy to buy American goods, so it's more like aid to the American economy than the Egyptian economy / people.

I find it very strange how commenters here turn the *US initiative* to blackmail Egypt with the 1.3 billion support into 'Egypt blackmailing the US.' That's the exact opposite of what is going on.

There is no indication Egypt wants to make money out of this; on the contrary, the evidence points to an Egyptian minister from the Mubarak era with a grudge. Besides, it's only natural for nationalists to oppose foreign intervention / meddling in internal affairs of any kind.

Furthermore, we in the 'civilised' world would say that foreign powers trying to influence our judiciary by means of pressuring the administration is contrary to the rule of law, the independence of the judiciary and the separation of powers.

But now that the situation is reversed we all of a sudden think it's OK to blackmail a foreign gov't instead of having their judiciary take its course and just await the outcome of due process.

The charges may or may not be trumped up (as these organisations all filed for a license to operate years ago but never heard a yes or no), but we'll find that out in due course. In the meantime, these activists will have to continue eating some more shawarma for the coming 2 months or so. Don't exaggerate. It's not like they're in prison being tortured.

The Egyptians don't want ANY outsiders reporting on their activities. Mubarak kept a lid on Egypt, especially the Muslim Brotherhood, now the MB is (more) free to operate, organize and influence politics to the detriment of Israel and the US. Incrementally, the Egyptian situation will deteriorate and as Egypt goes, so goes the Arab world. The $1.5 Billion we grant to Egypt is used mostly to subsidize the cost of wheat and cooking oil...and THAT is basic to keeping the Egyptians from rioting over food prices...instituted by Jimmy Carter, for better or worse. If we discontinue the food aid, the slack may be picked up by The Arab League, UN, Individual nations or charities...or a combination of all of them. So, it begs the question of why they couldn't have done it like this before? And will be seen as a 'negative" move by the US against Egypt. They don't see that putting our people on trial is "negative"..there are no good solutions in the Arab world.

Stop the money for Egypt, the 1.3 billion can be used to help people here at home. And the Americans that decide to go there to protest, can fight their own way home. They knew when they left our borders that they put themselves in a different countries Law's. So deal with it.

The Muslim Brotherhood, is a well funded organized political force intent on spreading strict fundamental Islamic religion and Sharia law throughout the world. The so called Arab spring is a frontrunner of that endeavor. Anyone that thinks otherwise is sadly misinformed.

If you think giving Egypt 1.5 billion is bad read this.

Obama’s State Department is giving away seven strategic, resource-laden Alaskan islands to the Russians. Yes, to the Putin regime in the Kremlin.

The seven endangered islands in the Arctic Ocean and Bering Sea include one the size of Rhode Island and Delaware combined. The Russians are also to get the tens of thousands of square miles of oil-rich seabeds surrounding the islands. The Department of Interior estimates billions of barrels of oil are at stake.

The agreement was negotiated in total secrecy. The state of Alaska was not allowed to participate in the negotiations, nor was the public given any opportunity for comment.

This is a part of Obama’s apparent war against U.S. energy independence and it directly threatens the State of Alaska's sovereign territory.

Anybody that is crazy enough to still think Obama cares about this country and its people have no business entering a voting booth next November.

The imperiled Arctic Ocean islands include Wrangel, Bennett, Jeannette and Henrietta. Wrangel became American in 1881 with the landing of the U.S. Revenue Marine ship Thomas Corwin. The landing party included the famed naturalist John Muir. It is 3,000 square miles in size.
Northwest of Wrangel are the DeLong Islands, named for George Washington DeLong, the captain of USS Jeannette. Also in 1881, he discovered and claimed these three islands for the United States.

1.3 billion well thats 26million from each state or in my case (FLORIDA) where there are roughly 2.9 million property owners thats about $9 each or 2.5 gallons of gas or a trip to my $11 per hour job

Can anyone say "extortion?" Egypt wants our $1.5 billion annually without any conditions so it threatens citizens of America and other countries who have been there for years. Literally its a "give us the money" and don't hold us accountable for it or tell us how to spend it.

Just another international pi--ing contest. Egypt drew a line in the sand and hopes the US won't cross it or call them on it. Unfortunately for Egypt threatening to lock up a Cabinet member's son doesn't saying much for their intelligence and planning on this matter. Keep the $1.5 billion in the US where it belongs and is sorely needred. Let Egypt go fly a kite.

Neither Kennedy nor Reagan would have put up with this. It would have been let them go or pay the price. The Soviets and Cubans backed down, and Reagan sent troops to bring our students home. It all depends on what kind of a man the president is. Do you have a spine or not? Being an apologetic appeaser has gotten the US nothing except getting American soldiers killed. Obama sends American missles, planes and soldiers around the world to protect people that hate our guts. But, when it comes to protecting the American people, he doesn't do squat.

To make Reagan's Grenada mini-war equivalent in stature or importance to the situation in Egypt for the purposes of casting aspersions on the president is to attempt a comparison that would make equals out the words 'lightning bug' and 'lighting', to repurpose a formulation made by Mark Twain. It is contemptible.

Reagan, you may remember, when faced with actual violence on a large scale in Lebanon, which resulted in the deaths of hundreds of US Marines in their barracks by bomb, pulled the Marines out and high-tailed it for home. Did he 'have a spine or not'?

More so than you, or Obama. Reagan also brought the American hostages home from Iran. As with the situation in Granada, both times he accomplished it without the loss of lives on either side. However, they both were willing to push the button if neccessary. Of course that means nothing to a liberal, they love pointing fingers.
