WASHINGTON -- President Barack Obama Monday urged the nation's governors to invest more state resources in education, saying a highly skilled workforce is crucial for the U.S. to remain competitive with other countries.

Obama made his pitch at a White House meeting with governors in Washington as part of the annual winter meeting of the National Governors Association. The president and first lady Michelle Obama hosted a black tie dinner with the governors Sunday night.

Obama said at Monday's session that he sympathized with governors whose state budgets have been badly squeezed during the economic downturn. But he said that was no reason to trim resources from schools.

"The fact is that too many states are making cuts in education that I think are simply too big," Obama said. "Nothing more clearly signals what you value as a state than the decisions you make about where to invest. Budgets are about choices."

He reaffirmed his view that decisions about education should be left to states and not the federal government. "I believe education is an issue that is best addressed at the state level," the president said, "and governors are in the best position to have the biggest impact."

It was a message directed largely to Republican governors, many of whom have complained of too much federal intrusion in state matters including education. Several prominent GOP governors were in the room as the president spoke, including Chris Christie of New Jersey and Bobby Jindal of Louisiana.

Obama earlier this month granted waivers to 11 states, freeing them from some of the toughest requirements of the No Child Left Behind Act, as long as they measure student progress with their own standards.

He called on governors to assist that effort toward a more state-centered approach to education by spending more on education.

"That does not mean we have to invest in things that aren't working," he said. "It doesn't mean that it doesn't make sense to break some china and move aggressively on reforms. But the fact of the matter is we don't have to choose between resources and reforms, we need resources and reform."

Specifically he called for more teachers in the classroom. He also noted that 21 states require students to stay in high school until they graduate or turn 18.

"I urge others to follow suit of those 21 states," Obama said.

On higher education, Obama said more than 40 states have cut financing of public colleges and universities over the past year. "This is just the peak of what has been a long term trend of reduced state support for higher education," he said.

The president said more than 40 states have cut funding for public colleges, universities and community colleges over the past year.

Obama said his administration, Congress and the institutions themselves need to do more to make higher education more affordable. And he warned that other countries have been "doubling down" on education funding while the U.S. has cut back.

"The countries who out-educate us today will out-compete us tomorrow," Obama said. "If we want America to continue to be number one and stay number one, we've got some work to do."

Arizona Gov. Jan Brewer, a Republican who has clashed with Obama on immigration and other issues, said she supported his message on education.

"In Arizona, we're going to implement basically the things he talked about. That is one area we agree on," Brewer told reporters.

Jindal said that while he shared many of Obama's views on education, his differences with the president on taxes, spending and energy policies were unbridgeable.

"I walked into the meetings today believing we need a conservative in the White House and I left the meetings continuing to believe that," Jindal said.

Education is the one area that I disagree with obama. I would like a third candidate with some better education ideas. Why would teachers and principals want a state test to decide if they are doing good when the state will make the test up with their coprorate cronies and change the goal post at will for students if parents complain too much lower the standards when they want to go after teacher raise the goal post so more students fail and then fire teachers or have angry parents go after teachers. Why does nyc publish these results when school is out and on a friday. To get more bang out of this . Well then maybe parents need to realize that these tests are a tool and an extra cost so some big corporations can make money, close schools and add charters. this mayor did not do right by the thousands of students in nyc, I hope the next one will . I also hope that teachers can hang on until then. Boycott these extra tests that are a means to belittle hard working teachers

Not a problem. That is what so wonderful about America. We can all speak freely. Some might not like what we have to say but, at least we won't get shot for saying it.

I have a bunch of babies on the ground also. With the price of beef I just wish they were ready to haul.

I completely agree that we should invest more in US citizens childrens education. The amount spent per student has continued to decline because of the burden illegals children have placed on our public education system. To much money is being spent on students where English is a second language. I believe more should be spent on education and we should have a serious discussion about illegals in our school system. It will take both eforts to make serious improvements in our public education system.

I could care less if the state gave money to big colleges and universities. They shouldn't...most big schools have huge endowments but still. expect more...Feels like we are bribing them-we'll give you money to not higher tuition a lot...What? we have to pay them not to raise tuition when they know damn well that our country is is economic crisis...Oh, i forget, because those Dean's of those colleges deserve their pay of more than half a million right? Nope. sorry...if these so-called higher educators REALLY cared, they wouldn't be making so much money...but its all about greed......The state should be putting money back into k-12...If they fail there, there is no college for them. Yes, let's give MSU millions more...and maybe they will build a new basketball scoreboard that costs millions like their football scoreboard or their multi-million dollar food court.

What does politics have to do with education? Well, maybe that the smarter people are the less likely they are to fall for the GOPs mindless jingles, half-truths taken totally out of context, or confuse conservative political ideas with the real teachings of Jesus as recorded in the Bible. I guess that's as good a reason as any not to protect or increase funding for education, and put the taxpayers' hard-earned money into building bombs. Just because intelligent people are likely to find paths to peace is no reason not to focus on self-destruction instead. It costs less to kill ourselves, so we'd save a lot of money if we blew up the world instead of trying to save it.

Huh? The president says education issues should be addressed at the state level, but his Race to the Top mandates a pro-charter, pro-testing, anti-teacher agenda. States which do not comply with all of the criteria have been rejected. Someone should explain the president's education policy to him.

They are testing a program to see how it works and then tweak it with massive feedback

Unlike Bush who just dumped standards drawn up by textbook publishers and said this is the law

States can still do what they like as long as they come up with worthwhile standards and then follow them

Race to the Top uis not a mandate States actually applied to become part of the program and not all who applied actually got picked because they are using it as a trial to work out the bugs

The whole thing is designed for States input as it gets tweaked

No Child was the totalitarian mandate and there was not a peep out of you guys and now they try to put together a system designed to find what works the best you hypocrites start whining again

Honestly can you fish cut bait or just get out of the way because all this winging from you crybabies is really getting old

I would vote for President Obama even if it was only for his pro-education stance. While Santorum says he wants to close down the public schools in favor of home schooling, I can only imagine what that would do to our nation. It's very hard to believe how over the top the GOP'ers are. I keep catching my self with my jaw sagging open while watching their debates. Vote America! Vote Democrat!

Everyone here is ignoring the real bottom line, the bad economy that will prevent parents from sending (paying for) a college education for their kids. Obama got into office because of a bad economy and then spent the first two years of his term focussing on other things, HC which he did not fix but made worse.

Jindal is so stuck on ideology and party message that he seems stuck in a box about solving the problem. You don't increase opportunity, and quality by cutting budgets, resources and taxes.

Not to mention the billions in tax payer money that should be used for education but instead gets handed over to the test making corporations thanks to the politicians on both sides of the isle that vote for legislation mandating these standardized tests.

How can we be competitve when we're giving our business to other countries for cheap labor, India is our service nation. So much of America is owned by the Japanese and other countries. We'll finance a foreigner to open a motel or a convenience store but we'll let every mom and pop store to be snuffed out. I hope they never stage a shut down. When God was taken out of our schools and then discipline- well look at the headlines. The woman who got prayer out of school is quite a story to follow from her son who was supposedly offended by prayer- he became a preacher.

Thanks to Bush's policies since 2001, the U.S. has lost over 50,000 factories and its technical edge. Without an industrial base, an increase in consumer spending, which pulled the country out of past recessions­­, will not put Americans back to work. Without an industrial base, the nation's trade deficit will continue to grow. Without an industrial base, the United States will be increasing­y dependent on foreign manufacturers even for its key military technology.

We saw the largest loss of Manufacturing on Bush's watch between 2001-2009 over 40 percent of our manufacturing went overseas during that time and another 10% since. The rapid relocation of the world's manufacturing belt from the U.S. to China has also meant a shift in these nations' technological capacities. As foreign manufacturers flock to China to take advantage of its cheap labor, devalued currency, and manufacturing subsidies, they have also shifted their research and development endeavors to China. Georgia Tech's biennial "High-Tech Indicators" study found that China improved its technological standing by 9 points (on a scale of 100) between 2005 and 2007, moving that nation ahead of the United States in technological capability for the first time since Georgia Tech started keeping score two decades ago.

With gas prices going over $4.00/gal and heading to $5.00/gal by July 4th, there is not much chance in pouring more money into education. The cost of everything is going to go up and I fear more people will become unemployed because of it. There simply won't be any discretionary money available to spend. So Mr. Obama if you want more money for education you might want to figure out a way to control the cost of a gal of gas. States just can't go and barrow money from China and they certainly can't print their own money. Balls in your court Barry.
