AMMAN, Feb 28 (Reuters) - Syrian forces have killed more than 7,500 civilians since a revolt against President Bashar al-Assad began, a U.N. official said on Tuesday, and Hillary Clinton, the top U.S. diplomat, suggested the Syrian leader may be a war criminal.

The military again bombarded opposition strongholds, killing at least 25 people, Syrian activists said, though a wounded British news photographer managed to escape from the besieged city of Homs.

"There are credible reports that the death toll now often exceeds 100 civilians a day, including many women and children," U.N. Under-Secretary-General for political affairs Lynn Pascoe told the U.N. Security Council.

"The total killed so far is certainly well over 7,500 people."

Syria's government said in December that "armed terrorist groups" had killed more than 2,000 soldiers and police.

As world dismay mounted over the bloodshed, France said the Security Council was working on a Syria resolution and urged Russia and China not to veto it, as they have previous drafts.


Secretary of State Clinton told the U.S. Senate it could be argued that Assad is a war criminal, but said using such labels "limits options to persuade leaders to step down from power".

French Foreign Minister Alain Juppe had said on Monday it was time to refer Syria to the International Criminal Court and warned Assad that he would face justice.

However, Tunisia, where a revolt toppled a president last year, would be willing to offer Assad asylum if this would help stop the bloodshed, a senior Tunisian official said.


SECURITY COUNCIL RESOLUTION

Juppe told the French parliament that work had begun at the Security Council on a resolution that "could order an immediate halt to the hostilities and (allow) humanitarian access while also renewing support for the Arab League plan".

"I solemnly call on Russia and China not to block this Security Council resolution," he said.

Russia and China vetoed a draft resolution on Feb. 4 that would have backed an Arab League call for Assad to step down.

UK Foreign Secretary William Hague said he had discussed the situation with former U.N. Secretary-General Kofi Annan, now the U.N.-Arab League envoy on Syria.

"He is charged with promoting a political solution and I hope he will bring his persuasive powers to bear on Russia and China as well," he said in response to questions in parliament.

Russia's Foreign Ministry said the U.S. ambassador to Moscow had discussed Syria's "acute humanitarian issues" with a Russian deputy foreign minister on Tuesday - an indication they may have explored a potential U.N. Security Council resolution.

The Cairo-based Arab League will host an international conference to coordinate humanitarian aid to Syria on March 4, Laila Nagm, a League official, told Reuters.

British photographer Paul Conroy, of London's Sunday Times, was spirited safely out of Homs into Lebanon. "He is in good shape and in good spirits," the newspaper said.

Conroy had been among several foreign journalists trapped in Baba Amro, where Marie Colvin, a veteran war correspondent also with the Sunday Times, and French photographer Remi Ochlik were killed in a bombardment on Feb. 22.

Confusion surrounded the fate of wounded French reporter Edith Bouvier. President Nicolas Sarkozy initially said he had been informed that Bouvier had been evacuated, but later said it was not clear. "It has not been confirmed that today she is safe in Lebanon," he said.

Opposition groups say hundreds of civilians have been killed or wounded in the siege of Baba Amro and other rebellious districts in Homs, where terrified residents are enduring dire conditions, without proper supplies of water, food and medicine.

The Syrian military's latest bombardment of Baba Amro was the heaviest in a 24-day-old assault, activists said, adding that tanks from an elite armoured division, which is led by Assad's brother Maher, had moved into Homs overnight.

The Syrian Observatory for Human Rights said at least 16 people were killed in Homs on Tuesday, a day after 84 were killed in the city, out of an overall death toll of 122 civilians across Syria. The British-based group said 29 security force members had been killed in clashes with rebels on Monday.

In Hama province, security forces bombarded the town of Helfaya, a centre of anti-Assad protests, killing 20 people.

The reports could not be independently confirmed. Syrian authorities tightly restrict media access to the country.

The International Committee of the Red Cross said it had delivered food and other aid to Homs and Idlib, but called for a "humanitarian ceasefire" to improve access.

NEW CONSTITUTION

Assad, projecting an aura of normality in a land ravaged by conflict over his right to power, promulgated a new constitution on Tuesday after officials said nearly 90 percent of voters had endorsed it in a referendum two days earlier.

Opposition groups and Western leaders seeking Assad's removal denounced the vote as a charade. Assad says the new constitution will lead to multi-party elections within three months.

Russia repeated its calls for Western and Arab nations to press armed opponents of Assad to stop fighting.

"Thanks to our work with the Syrian authorities, it was possible to lead them to interact with international humanitarian organisations, but we are not seeing similar signals addressed to the militants," Interfax news agency quoted Deputy Foreign Minister Gennady Gatilov as saying in Geneva.

Trying to "instil democracy through force is doomed to disaster", Gatilov to the U.N. rights forum in a swipe at Western interventions, notably in neighbouring Iraq.

Syria's U.N. ambassador in Geneva, Faysal Khabbaz Hamoui, stormed out of the session after calling on countries to stop "inciting sectarianism and providing arms" to Syrian rebels.

He said foreign sanctions were preventing Damascus from buying medicines and fuel. The European Union imposed additional punitive measures on Tuesday.

The outside world has proved powerless to halt the killing in Syria, where repression of initially peaceful protests has spawned an armed insurrection by army deserters and others.

Foreign powers have argued over whether to arm Syrian rebels, but there is little appetite in the West for any Libya-style military intervention. Qatar and Saudi Arabia have advocated sending weapons to anti-Assad insurgents.

Assad says he is battling a foreign conspiracy featuring "armed terrorist groups" and al Qaeda militants. His opponents scorn his calls for dialogue as meaningless while Syrian security forces are violently repressing dissent. Russia says international envoy Kofi Annan will visit Moscow on Monday to discuss the ongoing crisis in Syria. Russia also called for an inquiry into an alleged massacre that took place in the village of Tramseh on Thursday. "We have no doubt that this wrongdoing serves the interests of those powers that are not seeking peace but persistently seek to sow the seeds of interconfessional and civilian conflict on Syrian soil," Russia's foreign ministry said in a statement, according to Reuters. Moscow did not apportion blame for the killings.

According to the Hama Revolutionary Council, a Syrian opposition group, more than 220 people have been killed in a new alleged massacre in Taramseh. Earlier reports said more than 100 people were killed. "More than 220 people fell today in Taramseh," the Council said in a statement. "They died from bombardment by tanks and helicopters, artillery shelling and summary executions."

Fadi Sameh, an opposition activist from Taramseh, told Reuters he had left the town before the reported massacre but was in touch with residents. "It appears that Alawite militiamen from surrounding villages descended on Taramseh after its rebel defenders pulled out, and started killing the people. Whole houses have been destroyed and burned from the shelling," Sameh claimed.

one would think the president of a country could find some other, less destructive way to deal with his "rebels" rather than just lobbing bombs into the middle of a city of 100,000 people. this in my mind makes him a war criminal

Every decade the USA changes its foreign policy as far as intervention is concerned, I was still in the news wilderness in Korea and Vietnam, but I followed Nicaragua and Col .North, then the various coups in laltin America, the US, then decided full time invasion as in Grenada and panama, the then decided, a lull then, then the urge for Afganistan followed 9/11, then came Sadam seeking compensation for his war in Iran, Saddam having not been compensated with his promise in Kuwait, invaded, friend or no friend, economics is the USA policy, they semi drove them out, half way, but the presidents son finished the job by invading Iraq now using the arab league, they think is the safest way to go in implementing their foreign policy, because their monetary police is weakning, this was a good one to manuvre Anthony Gajadhar

With the Russians and the Chinese opposed, what can the West do to stop the carnage? Very little. This is looking more and more like the beginnings of a long term urban guerilla civil war. Many many more will be killed and wounded. The economy will suffer along with the population.

How this fluidly dangerous situation will end is anybody's guess.

Well everyone should rest assured that America will not intervene- we don't do police actions anymore -and seek comfort in the fact that situation is being well handled by other factions. Things can't help but get better now that America is not involved.

A bove shows a photo purpoting to be of a bomb hitting a building. The Syrian government has not used Bombers against the Terrorists or Fighter Jets, Attack Helicopters, drones, cluster bombs or illegal WMD as the Israeli Government of occupation used against the imprisoned people of Gaza when they killed over 14,000 human beings including over 400 children in a 4 week period! Israel suffered 12 casualties 6 of which were killed by their OWN forces. This Terrorist assault backed and financed by America see Washington Post 18/04/2011 which confirms this and also America's goal of regime change. If we were to extrapolate these figures, which I personally don't believe and supposedly includes government personnel, This has been going on for 1 year, 52 weeks which equals about 160 each week, in Gaza that would equate to Israel killing 18,200 over the same period. Remember Israel Attacked Gaza and in Syria these American sponsored Terrorists attacked the Goverment of Syria. No calls from the Americans or British to stop the slaughter in Gaza and no calls for the Terrorists to put down their arms and stop the slaughter in Syria! Why? REGIME CHANGE!

Elections were hurried up in Y3m3n to get Saleh's vice president elected to replace his boss, with a 99% win no less, to avoid any chances of a "Civil war" breaking out.... This was considered a victory.

Compare that to $yr|@ where the referendum was mocked (rightly so for it's result), word of mouth from unknown gangs is quickly turned into headline news, and the West and it's allies are arming the "Rebels".

Then take a look at what happened in L|by@ and the complete silence in the media regarding the current chaos in that country.

Surely there is no ulterior motive behind all this....

Any American believe that the US Administration wouldn't send in the US troops to quell an armed civil revolt in America? just as Gadhaffi did, and just as Assad is doing?

Anti-government protestors (as in the case of Libya) were originally armed , funded, and instigated by Central Intelligence to foment civil unrest...and justify Western 'military intervention'. The unwary Syrian and Libyan public jumped on the bandwagon of public protest

Absolutely, and they did -- during the US Civil Rights movement the National Guard was deployed numerous times, and shot people down too, including at People's Park, in Houston Tillotson College in Houston Texas, in all the riot torn cities, Watts, LA, Detroit, Washington, D.C., the state troops shot people down and slaughtered many at Attica Prison. The Black Panther office in LA was put under seige by the LA police.

Next time, I guess the Russians or the Chinease OR ANYONE ELSE CAPABLE can claim RTP and invade us or bomb us at the least saYing "HILLARY Must GO""

The rebels were NOT armed initially and have only done so IN SELF DEFENSE!

US troops killed far fewer than that. Most of the deaths in Iraq were Iraqis killing Iraqis.

Even if true, Iraqis were not killing each other until Washington invaded them.

Washington in fact set that up with the RELIGIOUS identify cards -- the better and cheaper to rule.

That Iraqis were/are not able to form an ideology to overcome such massive intentional divide and rule strategies is sad, however.

it wouldn't be in the west's interests to destabalise Syria or any country in the Middle East. These countries are naturally violent towards each other. They have a tribal as well as religious conflicts. The fact that many people are being killed in Syria is most unfortunate but is was doomed to happen, given what had taken place elswhere in the arab world. The only place where public dissent is not happening, yet, is Iran. Iran sees Syria as a sattelite country as it does with the hezbollah and hamas where they have control. It has supplied both with vast quantities of missiles to fire at Israel as and when those in charge of the missiles decide to fire them off. Keep your car fuel tank filled up for the next six months, if Israel hits Iranian nuclear sites then fuel prices will quadruple. Especially as the straits of Hormuz will automatically be heavily mined by the Iranians thus closing the free passage of tankers to the west.
