Ohio Man Arrested For Allegedly Raping, Prostituting 3 Adopted Children

TROY, Ohio -- An adoptive father in western Ohio has been accused of raping three children and allowing other men to have sex with one of them, allegations that a family services official on Wednesday called "heinous."

The 39-year-old man was being held on $800,000 bond on three counts of rape and one of compelling prostitution. A message left for the county public defender's office, which is representing him, wasn't immediately returned. The Associated Press is withholding the man's name to protect the children's identities.

The man was jailed Feb. 24. He lives in Troy, a city of some 25,000 people about 20 miles from Dayton.

The Dayton Daily News reported earlier that the man had adopted three children and was in the process of adopting a fourth who lived with him.

Troy police said one boy, age 10, told them two other men besides the suspect had sex with him. The children aren't all birth siblings and include three boys and a 9-year-old girl. Police said the other two boys, ages 9 and 12, also said the suspect had sex with them.

Further details about the children weren't released. A message left at the Miami County children's services agency wasn't immediately answered.

Troy police said an undercover detective from Franklin County had talked to the suspect online about setting up sex with the 10-year-old boy, leading to his arrest.

"We're hoping that we don't have any other (victims) and we hope that we have stopped this before it got any further," Troy police Capt. Chris Anderson said.

The children had been adopted through a private agency. Ben Johnson of the Ohio Department of Job and Family Services said the state will review how the adoptions took place. He called the allegations "heinous, horrific, awful."

I have read so many post here that I agree with. Kenneth is SICK. Anyone who does this to a child is SICK. We have so many of these people and see so many reports of this. Check http://www.familywatchdog.us/Search.asp to see your area. It is scary. We can not fix them. We can not keep them in jail.
We ask ourselves why. I have researched this a lot to help myself understand what happen to me and learn how to stop it. I don't have the fix, but one thing I hit over and over is denial. We SOCIETY DON'T WANT TO KNOW and when we see red flags we talk ourselves out of seeing them and acting on them.
We no longer call the children liars and say this does not happen, but we don't take responsibility for seeing those red flags and acting. Until we all start seeing the red flags and taking action on them, we wont stop it. We must stop it. Each adult is responsible to protect each child in our world. We must stop refusing this responsibility. It means we may hurt other peoples feelings or making someone angry at us .... and all the lames excuses we use to not act and act to protect children.
As for them people who do this, what do we do with them when convicted? Well I think the death penalty. Not punishment, but because we cant send them off planet.

@Sunshine Beach - I agree there should be qualified social workers for monitoring such an important decision as licensing for foster parenting. Unfortunately you are so right MANY people do it for the money alone, not to truly foster parent which is supposed to be to provide the nurturing care and loving support of a "good" natural parent. Actually it seems people should be counseled before ever having children, (perhaps even licensed) many natural parents do horrible things as well. But thankfully those percentages are far less. I pray those children are removed from any situation where possible further damage would take place and receive the counseling and inner healing they need and live decent and normal lives.

In all foster/adopt programs there are monthly, or bi-monthly visitations (documenting foster parents, children, etc) in the home until adoption is finalized. Adoptive/foster parents, in each state, have training hours to complete prior to being licensed. The average hours of training is 35 as some states vary. After the training, before a home study is completed, all adults, 18 and over in the home, are required to have FBI & BCI background checks, and a document from the local police department stating any offenses, etc.. There's also fire/saftey inspections, and a ton of paperwork. All these checks must be returned before they can be licensed. These items are standard procedure across the board because parents adopt through the interstate adoption networks - so the states need to be on the same page. It is a pretty intense and overwhelming process.

And yes, there are foster parents who only do it for the money. However, there are some really wonderful folks doing it for the right reasons. We only hear about the bad foster parents.

Sadly, no matter how tight, bad people do slip through the system. I have studied the topic of this page: everything was done by the book. No one would have ever suspected him. He was a foster parent in a near by county and president of the foster association. 8 yrs later he began adopting. Through all checks and interviews there was no hint of the evil that lurked within.

Kenneth Brandt is a demonic individual and has no right to life as he has taken the life of those poor children and how many others in his role with foster parenting. Children and family services need to check and see what family relative these childen are with. If they are with his mother I would relinquish this idea. He was raised by a pedafile and his mothr was totaly aware. I am a victim of his father at the age of 13. This mother is aware and was aware of this incident and continued to allow this man to raise her child. I am a family member and for a fact know of this. His father was also caught exposing himself at the mall. This is a sickness and if the children are in her custody the department of children and family services should reconsider. It's all about the money recieved for caring for these children not their welfare. Please protect these children.

TruthwithGod for generations child assault has occurred the results of this abuse is inner confilct in these children that last their life time and people still reporting and getting angry and children are still being used without regard and that same society that allows such behavior complains about the symptoms such as adults unable to maintain a relationship or an extremly destructive self esteem the thing is victims are helping by not standing up and facing their shame forced on them during trauma

FYI... for those who might be reading this and are similar victims, there is an on-line resource called, www.MaleSurvivors.org to help male victims of sexual abuse and rape. I don;t know of a similar site for women, however. But I know the pain that males suffer and the support and help they need. This is a very good place to go.

Where was the legally required follow up!? The agency should lose its license over this. Shameful.

In most states, prospective parents have to go through a bunch of reviews including FBI and state police background checks along with "home studies" that looks at the conditions of the home, the personal/social history of the parents and require three personal references. How did this a$$hle fall through the cracks?

This is the newest item out. NOTE - he was president of the Miami County Foster Parent Association and a foster parent for Miami County before adopting through a licensed private agency in Montgomery County.

Single parents - male and female - have been adopting children, both domestic and international - for many, many years. When we think adoption we tend to think of a married couple, man and wife, adopting an infant. The sad thing is, through all this, the few bad apples are getting the press coverage. The countless GREAT parents - of all mixes - are not getting the publicity for the work they do. It's like youth - the bad ones get the press, and then we begin to think all youth are bad. The really great teens are over shadowed by the bad. I am a retired social worker. I am male. I adopted 7 children through the years - 2 girls and 5 boys. Some were from severe home lives with birth families. I did struggle. Now, my children are grown: 1 is a pediatrician; 1 is a social worker; 1 is a state representative in his state; 1 is an engineer and serves on his town's school board; 1 is working on his doctorate in education; 2 are in college with one ready to graduate. I also have four grandchildren.

Not all single adoptive dads are horrid people.

If you read the links to full stories you will see that for twelve years no one knew the monster existed inside this guy. He had everyone fooled - the State of Ohio and Miami County. Then, in just the past 2 yrs he apparently fooled the private agency and the state of Texas. All his FBI/BCI checks came back clean. He was even president of the foster parent association for the county. The papers even reported that he was considered the pillar of the community. Sad and scary.

Still wont come close to what he did. Raping an adult and raping a child to very different things. He will never suffer as much as those children did, unfortunately.

I'm a female and at eight years old I was molested by my babysitter's husband. You're right, the suffering was terrible, but at 30 and looking back, it would have been worse at an older age.

I just hope the man in this case is punished. My abuser never went to jail and I wasn't the only girl he touched.
