Mitt Romney In 2008 On Abandoning 'National' Mandate For Health Care Insurance: 'No, No, I Like Mandates.'

The discovery of a 2009 USA Today op-ed by former Gov. Mitt Romney, in which he urged President Barack Obama to adopt a mandated approach to purchasing health insurance as part of national reform, has generated enormous buzz leading up to Super Tuesday.

Romney has been arguing for several years now that he never supported the idea of compulsory health insurance on a national level. What Buzzfeed's Andrew Kaczynski unearthed was evidence of clear philosophical comfort both with federal penalties for free riders, and with national -- not state-by-state -- health care legislation.

But the idea that Romney was ever uncomfortable with these ideas has always been far-fetched. And as a Huffington Post reader points out, one need only look back to the 2008 presidential campaign for evidence. Take, for instance, this January 2008 ABC debate in which Romney specifically disputed the notion that he opposed the individual mandate applied nationally.

GIBSON: But Governor Romney's system has mandates in Massachusetts, although you backed away from mandates on a national basis.

ROMNEY: No, no, I like mandates. The mandates work.

FRED THOMPSON: I beg your pardon? I didn't know you were going to admit that. You like mandates.

ROMNEY: Let me -- let me -- oh, absolutely. Let me tell you what kind of mandates I like, Fred, which is this. If it weren't...

THOMPSON: The ones you come up with.

(LAUGHTER)

ROMNEY: Here's my view: If somebody -- if somebody can afford insurance and decides not to buy it, and then they get sick, they ought to pay their own way, as opposed to expect the government to pay their way.

ROMNEY: And that's an American principle. That's a principle of personal responsibility.

The "I like mandates" quote from Romney resurfaced at various points during the current primary by the governor's opponents. But it rarely, includes the preceding question in the transcript from Gibson. Nor is Romney's description of the mandate as "an American principle" often discussed. That may be because later in the debate, Romney distinctly states that he wouldn't force other states to do what he did in Massachusetts. But even then, it is attached to language supporting a federal role in securing universal coverage.

I would not mandate at the federal level that every state do what we do. But what I would say at the federal level is, 'We'll keep giving you these special payments we make if you adopt plans that get everybody insured.' I want to get everybody insured.

Romney spokesman Ryan Williams, speaking after a Santorum even on the outskirts of Columbus, Ohio, offered the following response to reports that the former governor advocated a nationwide mandate:

"He is consistent in advocating for a state-by-state approach on health care.... he has always said that health care should be determined at the state level. States are the laboratories of democracy, the place where policy should be implemented."

The debate transcript gives off the same impression as the USA Today op-ed: mainly that Romney once occupied a different philosophical perch with respect to federal health care policy. It also shows how poorly staffed the rest of the GOP field has been with respect to opposition research. The fact that it's taken this long for these quotes to surface could end up making a huge difference with respect to the Republican primary outcome.

It wasn't just Romney who was for the Individual Mandate before Obama was elected.

1. Republican Bills. In 1993, Republicans sponsored a bill that had an Individual Mandate. It was sponsored by Sen. Orrin Hatch of Utah, Sen. Bob Bennett of Utah, Sen. Christopher Bond of Missouri, Sen. Chuck Grassley of Iowa, Sen. Bob Dole of Kansas, and 12 other Republicans.

"Subtitle F: Universal  Read More... - Requires each citizen or lawful permanent resident to be covered under a qualified health plan or equivalent health care program by January 1, 2005."

2. Heritage Foundation. SIX Years ago, the conservative Heritage Foundation argued for an indivdual mandate:

"But as part of that contract, it is also reasonable to expect residents of the society who can do so to contribute an appropriate amount to their own health care. This translates into a requirement on individuals to enroll themselves and their dependents in at least a basic health plan - one that at the minimum should protect the rest of society from large and unexpected medical costs incurred by the family."

3. Newt Gingrich. In 2007, Newt Gingrich supported an Individual Mandate. He only changed his mind after Obama got into office.

Personal responsibility extend the purchase of health insurance. Citizens should not be able to cheat their neighbors by not buying insurance, particularly when they can afford it, and expect other to pay for their care when they need it. June 2007

4. Ronald Reagan. Ronald Reagan didn't Mind Mandating things for private business.

 "Private Hospitals Have To Treat Patients Even If They Don't Have Insurance."

5. George Washington. Even George Washington, the father of our country, mandated that Americans buy products out of their own pockets.

In 1792, he signed "Uniform Militia Act" into law. It required every white male to purchase a large assortment of items including "a good musket or firelock, a sufficient bayonet and belt, two spare flints, and a knapsack, a pouch, with a box therein," from private companies at their own expense

I realize this article is 7 months old but it is probably something that the Tea Party should realize about their candidate, Governor Romney. Also, all of you independents out there who are sitting on the fence you should have a refresher as well. Romney lies. Over and Over again.

There are legal standards for virtually every industry which people in that industry must comply with, whether it is repairing or manufacturing cars, electronic products, real estate brokerage, securities (stocks and bonds) brokerage, and insurance (which is what applies here), banking, etc.

These standards are usually adopted when there has been serious abuse and consumers are at a disadvantage, which is exactly the case with health insurance.

There is nothing unusual in requiring that all health insurance plans meet certain minimum standards of coverage.

At an event in Youngstown, Ohio yesterday, Romney was asked by a 65 year old bagger to emphatically give her a yes that he would end Obamacare. Yes or no. He couldn't do it. He talked around it. Later they interviewed another guy who said he likes what Romney stands for. ?????

If Santorum had the money,he could've blanketed the airwaves in OH,TN and OK with an ad using the USA Today Op-Ed and footage from that 2008 debate and crushed Willard with it.
