Rick Perry joked that he would "work on some debate skills and always remember the third thing" if he ran for president in 2016.

The Texas governor made the joke during an appearance at South by Southwest, where he appeared to speak on social media and politics, according to KGO News.

One of the most memorable moments of the 2012 Republican primary so far came during a GOP debate, when Perry tried to name the three federal agencies he'd like to eliminate if elected president. Perry was only able to name two -- the Commerce and Education Departments -- forgetting about the Department of Energy.

Since then, he has been mocked for his memory lapse by everyone from Jon Stewart to Michele Bachmann.

Perry dropped out of the 2012 GOP primary ahead of the South Carolina caucus. Upon leaving the race, Perry endorsed former House Speaker Newt Gingrich.
