WASHINGTON — The Obama administration signaled Friday it's willing to help insurance companies offset the cost of providing free birth control to women working at church-affiliated institutions like hospitals and colleges.

By finding a way to make the middlemen whole, the administration may be able to extricate itself from an unexpected political furor over birth control that has mobilized partisans across the political spectrum a half-century after the advent of the pill.

A 32-page regulatory proposal unveiled Friday offered options for providing free birth control to women whose employers object to contraception on religious grounds. The government now classifies birth control as preventive care, and President Barack Obama's health care law requires health plans to cover prevention at no cost to the consumer.

Churches, synagogues, mosques and other institutions whose primary purpose is to propagate faith are exempt from the mandate. But when the administration sought to impose the requirement on religious nonprofits serving the public, it triggered a backlash. That forced President Barack Obama himself to offer a compromise: insurers, not the religious employers would bear the responsibility.

Friday's proposal lists options for carrying out the president's compromise without forcing insurers to bear the whole cost – or tempting them to engineer backdoor maneuvers to recoup money from religious institutions that object to birth control.

Administration officials are seeking public comment for 90 days and will sift the responses before making any final decision. Reflecting the sensitivity of the issue, officials spoke only on condition of anonymity.

"Our general principle is that we want to maintain the posture that a religious organization that objects to paying for contraception, won't," said an official who briefed reporters.

The basic idea is to use the levers of government policy to reimburse the insurance companies, for example, by providing them credits against fees they would have to pay under another provision of the health care law. Finding a balance will be tricky because of the complexity of the health care law.

Women's groups were generally supportive of the administration's latest move, although it seemed unlikely to please religious conservatives. Catholic bishops have taken a forceful stand opposing the birth control requirement as an affront to religious freedom.

Sister Mary Ann Walsh, a spokeswoman for the U.S. Conference of Catholic Bishops, questioned the timing of the announcement, late Friday on the eve of St. Patrick's Day festivities. She said church leaders will begin studying the proposal immediately, "but now is too soon to know what it actually says."

Administration officials say they don't expect an endorsement from the bishops, but they are hoping the accommodation will work for hospitals, colleges and charitable organizations.

The head of the Catholic Health Association, a trade group representing more than 600 hospitals around the country, also withheld judgment.

"We have to spend time reviewing it," said Sister Carol Keehan.

Her group provided critical support for passage of Obama's health care law through Congress, publicly breaking with the bishops in a dispute over the legislations restrictions on taxpayer funding for abortions.

The insurance industry also said it would need more time to study the proposals.

Additionally, the administration released new rules for student health plans on Friday. Generally, the requirements will lead to more robust coverage. But because of a previously unforeseen gap in federal legislation, not all student plans will have to upgrade. Plans sponsored by religious colleges would be given more time to comply with the birth control coverage provisions.

Most health insurance companies charge women higher premiums than they do men, simply because of the uncontrollable facts of being female, i.e. potential pregnancy and labor costs. The gender discrimination in this is bad enough, but the fact that they expect women to subsidize each other regardless of whether they have one child, three children, seven children - or no children at all - is absolutely outrageous. And how do they think these women get pregnant in the first place?

There have been attempts to enact legislation prohibiting this practice as a form of gender discrimination, but I'm not aware of any states that have yet. Its time women started standing up for their rights in this area, and I'm glad to see that the birth control mandate will most likely go through without the religious exemptions.

Obama lied on National Television about National Health “Obamacare”. Why should I believe anything else from him? In order to pass the bill National Health Care Act, Obama gave his word to Stupak and 12 democrats in exchange for their votes; his word and an the promise of an Executive Order, eliminating abortion from the Bill. Abortion on demand is a choice, not a sickness. Republicans and Democrats trusted Obama. After the Act passed, Obama cancelled his executive order and void his commitment, not honoring his word. Obama lacks honor and integrity.
Now, new mandate of contraceptives free for all, without letting us know the astronomic cost. Obama is forcing Catholics and other Christians to perform immoral deeds against their conscience. Obama has smashed the Constitution on religious freedom. Obama ordered Attorney General not to defend Marriage Act.
Obama does not worry about his daughters, since they are under security guards 7/24. The working parents “the People” will worry about their daughters and the predators, looking for sex with no risk. Young girls with multiple partners have higher risk of cervical uterus cancer. The boys will persuade girls to use pills instead of condoms for them to “evolve” without plastic. The girls will be exposed to venereal diseases and HIV. Young girls on the pill are not mature enough to have discipline in taking the pill. Many years on the pill risk the possibility of sterilization. Homosexual will have free sex . Obama is the Devil’s Advocate. •

We should never allow superstitions to impose their superstitions on society:

1. Morality has been hijacked by superstitions when in reality all morality is based on the gulden rules that are deeply embedded in our evolutionary past and precede all superstitions: treat others the way you want to be treated and don't treat others the way you don't want to be treated. This is the first reason why we should never let superstitions dictate morality in society.

2. The US is a secular country in which everyone has the constitutional right to hang onto any superstition they like or none at all. However, for this freedom OF superstition to be a realty for everyone, no person, no entity, no government and no court can be allowed to force their superstitions on anyone. Hence the inherent duality of "freedom OF and FROM" superstition.

The catholic church claims to have a god given right to discriminate against anyone they damn please and to impose their superstitions on society (under the pretense of "natural" law).

The catholic church and its minions in congress (the GOP) claim that preventing an employer from imposing his/her superstitions on his/her employees is an attack on freedom of religion.

Yes it is an attack on freedom OF religion but specifically, it is an attack on the freedom OF and FROM superstition of all employees.

All levels of government and courts should flat out reject any negotiation with any superstitious organization. It is unconstitutional and a disgrace.

Due to the scandals, the Catholic Church has lost its moral authority to led. Birth control is used to treat other conditions beside preventing pregnancy.I know they have many other options, but medical decision are to be made by the doctor and patient and not by their employer.
Contraception can be used to regulate periods. My friends wife used them to get her cycle normal...then a beautiful baby girl was born.

Insurers do not absorb the cost of ANY medical care; the cost is passed on to the purchaser of the policy through the premium. Why, therefore, would insurers now agree to absorb the cost of contraception? And if they will not agree, by what constitutional authority can the US require that they do so?

Insurers' profits are only indirectly related to their costs. Many or most insurers actually lose money on underwriting and make money by putting premiums into their "float" of investments.

They can have disastrous medical costs in any given year, and still make a huge profit on investments -- and keep your prices low.

For your entire life, Insurers have reaped enormous benefits from the government. Insurers are free from anti-trust laws. They draft their policies together, which is why policies use functionally identical language. The *government* prevents you from purchasing health insurance from another state where it would be cheaper, because the insurance companies don't want you to.

And now the Affordable Care Act will make them even richer, because for the first time in our history, just because you're an adult, the government will force you to buy policy from a private insurer or pay a fine. Which is why they love it.

In return, we are allowed to ask for stuff. Because the government is supposed to be regulate the insurance industry for our benefit.

So it's all legal, under the Affordable Care Act, and previous acts, I don't have happen to have handy.

So, as you see, the costs of ANY medical care is not always passed on, and we have every right to tell insurers what to cover, because we handed them an oligopoly.

So it's cool.

This administration has no idea what they are doing. Colleges do not have to offer healthcare to students and under the healthcare bs law kids can stay on their parents insurance until 26. Colleges that agree to do pay for BC for students will just charge more for tuition.

So in 3.5 years Obama has added more debt that Bush did in 8.

Yes I understand the Budget is passed by Congress. Up until last year who controlled both Chamber and the Presidency? THe Democrats who runs the Democrat party? The President which is Barak Obama. So yes he has a lot to do with no budget passing. Also the Republican House has passed three budgets. But the Senate hasn't passed one. Who controls the Senate? Democrats who leads the Democrats? The President. So why hasn't Obama gotten on Reid's but and demand he pass a budget?

Why should I pay for a woman I do not know BC? BC is not expensive averaging about $50 a month. People spend twice as much on cell phones, cable, internet, etc.. individually so if they can afford Cable TV they can afford BC. If they can afford a Cell Phone plan they can afford BC. If they can afford Internet they can afford BC. So again why should I have to pay for someone I do not know BC?
