WASHINGTON (AP) — Pump prices on his mind, President Barack Obama says Congress should kill tax breaks for the oil and gas industry and help develop alternative sources of energy.

Obama said Saturday in his weekly radio and Internet address that he expected Congress to consider in the next few weeks ending $4 billion in tax subsidies, a move he has failed to persuade lawmakers to make during his term. He said the vote would put them on record on whether they "stand up for oil companies" or "stand up for the American people."

"They can either place their bets on a fossil fuel from the last century or they can place their bets on America's future," Obama said.

Industry officials and many Republicans in Congress contend that cutting the tax breaks would lead to higher fuel prices, raising costs on oil companies and affecting their investments in exploration and production. The measure is considered a long shot, given that Obama couldn't end the subsidies when Democrats controlled Congress earlier in his term.

Republican presidential candidates have accused Obama of delaying drilling for oil in the Gulf of Mexico and in a national wildlife refuge in Alaska and faulted him for not advancing the Keystone XL oil pipeline from Canada to Texas Gulf Coast refineries. They have also criticized policies pursued by the Environmental Protection Agency as inhibiting energy development.

Obama said there is no quick fix to high gas prices, which climbed to $3.83 on Friday according to AAA, but he pushed back against critics who say he is opposed to more drilling. He said the U.S. is producing more oil than at any time in the past eight years and has quadrupled the number of operating oil rigs.

"If we're truly going to make sure we're not at the mercy of spikes in gas prices every year, the answer isn't just to drill more — because we're already drilling more," Obama said. He said his administration was trying to develop wind and solar power, biofuels and usher in more fuel-efficient vehicles to make the nation less dependent on oil.

In the weekly Republican address, Rep. Cory Gardner, R-Colo., said his constituents have been hard hit by an increase in gasoline prices and were "fed up with the way the president is handling this issue, and rightfully so. The most forceful thing the president has done about high gas prices is try to explain that he's against them."

Gardner said the $800 billion stimulus spending sought by Obama promoted energy companies that went bankrupt, wasting taxpayer money.

"After spending money we don't have on what won't work — and overregulating what would — is it any wonder gas prices have more than doubled on the president's watch? Make no mistake, high gas prices are a symptom of his failed 'stimulus' policies," Gardner said.

Obama is expected to keep up a drumbeat on energy this week, traveling to four states over two days to push his administration's "all of the above" energy strategy. The trip includes stops in Nevada, New Mexico, Oklahoma and Ohio.

Its sickening to here Obama ,the Dem's and his press secratarys at MSNBC show polls, tell us that "the president has no control over oil prices ,over and over, Obama claiming if the 1% oil subsidies are cut off thats the answer. When in the past when a subsidy was cut the price go's up. But when Bush was presidend ,then Senator Obama all the Dem's and MSNBC blamed Bush on a daily basis, "The buck stops with the president"
"theres no excuse for these high prices" its "Oil man Bush's fault"

BO brillian idea to have congress kill the tax breaks. WOW they will raise the gas prices higher to pick up the slack the middle class again will get theblunt end. The govt will get more of our money , do you think for one moment the gas will per gal will be lowered . HA HA HA HA BO

Last year the top three oil companies had a combined annual profit of $90 BILLION. So tell me again why we are giving them and other oil companies at least $4B/year in subsidies?

its simple, in the past when prices went down, oil companys who make money,thats what companys do,would shut down wells because they were unprofitable, the government then payed them to pump oil they could not ,without subsidiies ,make money on, its done with corn wheat, wind power solar, and dozens of things we use on a daily basis. very simple ,and if your a liberal and want government help, then you want subsidies. Because without them prices go up, Obaqma can't grasp that, his class warfare gets in the way

Actually, gas prices are not high compared to many other developed nations. This misinformed wrangling over whether a President sets the price of gas or oil is politcally driven - obviously.

Oil experts uniformly conclude that the cost of producing and marketing oil is substantially less than is presently sold in the future's market. Yet the speculators manage to raise the price of gasoline significantly while our refineries are operating at barely more than 80% of capacity for lack of real demand.

The President, without forewarning, should begin random releases of oil from the Strategic Petroleum Reserve. Presently, our reserve exceeds two months of operating without supplementing the existing government and private reserves. The prospect of such unannounced, intermittant releases will prevent the speculators from controlling the future prices of oil.

The commodities markets initially allowed farmers to assure themselves of a reasonable price for their future crops, and investors were users who anticipated whether the prices would rise or fall. Now, the oil and gas prices are priced according to Goldman Sachs and other investment bankers, who often employ conflicts of interest to drive the prices to their benefit. This market is poorly regulated and the average person bears the cost of these "private" deals. It's time to stop this market manipulation that accounts for at least a third of the current price of oil in the marketplace.

All one has to do is drive thru Penn, W virginia , upstae NY any western state and you will see the "oil companys " diversifying and everyone of them is into wind and solar, . If the left realy wants these alternative fuels its going to come from big oil, GE, Siemans ,(who make the turbines) so to bash these big corperations and think Obama and "average joe" Biden are going to create these sources is just plain foolish, It will be the big guys with the know how and money that doe's the job and have already began doing it. It will be them that gives us the transition, not Obama

While it is true that there are several oil and electric companies that do now utilize alternative energy, very wisely, there are also start-up companies that were never involved with oil nor gas that do turn a profit by making energy from alternative means like wind , solar thermal and solar. Other alternatives, like wave, geothermal, and piezoelectric (and there are other means as well) are being developed and used. It's definitely a growth industry, much like plastics was after WW2, and there is more and more money being invested in it - both private and governmental, as per the norm.
Our President does rightly take partial credit for this improvement. His policies, that were enacted (in equal part, due to the Congress) helped to foster this. You'll only hear claims of our President taking all the credit from the politically motivated.

Drill baby drill and destroy pristine Alaskan environment. Why? Not for oil independence, maybe to make oil companies more money? Alaskan's love the idea, means more money in their pockets when the state pays out to its citizens.None of these Ideas will reduce the cost of gasoline and will have no impact for 7 to 10 years.

Eliminate "job killing" EPA regulation? Watch the documentary Gasland, and see what Cheney, Bush and Halliburton has wrought on the people of Pennsylvania and Colorado. Cheney and the oil and gas companies wrote the BUSH energy policy which allows deep shale gas exploration ans specifically suspended EPA and OSHA requirements for FRACKING.

Because of the abuses the TGOP engineered and passed these people now enjoy a life with TOXIC and FLAMMABLE water. And worthless property.

And they, the TGOP want us to trust them with our environment?

It's about time someone started to tell the truth about oil, the reasons fuel prices are increasing, and the role of alternatives.

OT:

Rumor has it that the President issued an Executive Order on Friday titled "National Defense Resources Predaredness" giving the White House complete control over the country's natural resources in case of a natural disaster or during time of war.

Specific section of the Order make it clear the Pres. can take complete command and control in peacetime, as well.

(1) the Secretary of Agriculture with respect to food resources, food resource facilities, livestock resources, veterinary resources, plant health resources, and the domestic distribution of farm equipment and commercial fertilizer;
(2) the Secretary of Energy with respect to all forms of energy;
(3) the Secretary of Health and Human Services with respect to health resources;
(4) the Secretary of Transportation with respect to all forms of civil transportation;
(5) the Secretary of Defense with respect to water resources; and
(6) the Secretary of Commerce with respect to all other materials, services, and facilities, including construction materials.

The White House has issued no statement in regard to the purpose of this Executive Order or why this power was placed before the President at this time.

If this occurred on Friday, why aren't we hearing more in the news about this?

I understand quite well how the filibuster works, and it is not relevant to the comment. I also understand that timing is often the key element in achieving change. The President arrived in Washington with large majorities in the Congress and on a wave of public support and enthusiasm. It would have been the perfect time to eliminate the tax breaks for big oil, just as it was the perfect time to have the Congress act to eliminate the tax cuts for the rich. But, instead, the WH took no action on either -- even while many Democrats were urging action. On oil tax breaks, nothing has been done, but here it is again in time for the campaign. On tax cuts for the rich, they waited until our party lost its majority in the House to bring it up, then agreed to a deal to retain the tax cuts. Yes, I know they got some concessions in the "deal," but not of the magnitude of the tax cuts, and if it had been done earlier, a "deal" would not have been necessary. Timing. The filibusters? They were actually threats of filibusters, and the administration conceded time and again in the face of the threats, They should have let the GOP filibuster an issue or two and look ridiculous in the process. It would have made a difference in that 2010 election.

Less than 1/2% of the stimulus went toward energy companies that went bankrupt. (Solyndra) Republicans want us to believe the drilling will increase supply thus prices will decrease? Yet, we have more supply and less demand that we did 4 years ago when prices went over $4.00/gallon. Republicans claim to be the protector of 'free-market' capitalism. Shouldn't they being cheering oil company profits? Oil companies are the biggest recipients of corporate welfare. Oil company profits have been like a gusher as the redistribution of wealth has flowed upward. Guess what, there is nothing free or capitalistic about oil prices.

It's global supply and demand that determines the price. Growing demand, especially in China and threats to supply in the Middle East are going to keep prices high through the summer.
