National Organization For Marriage (NOM) Backing Civil Unions Bill In New Hampshire

WASHINGTON -- The National Organization for Marriage (NOM) is the leading group fighting the legalization of same-sex marriage around the country. It has raised and spent millions, opposing not only marriage equality but also civil unions.

Yet NOM is now backing legislation in New Hampshire that would repeal same-sex marriage but legalize civil unions, signaling a shift in its tactics as more states move toward recognizing marriage equality.

The New Hampshire House is expected to vote Wednesday on a bill that would repeal marriage equality and replace it with a civil unions law that was in effect in the state in 2008 and 2009. Same-sex marriage was legalized in the state on Jan. 1, 2010.

State Rep. David Bates (R-Windham), the author of the bill, is also pushing for a ballot referendum in November asking voters, "Shall New Hampshire law allow civil unions for same-sex couples and define marriage as the union of one man and one woman?"

The referendum, however, would be non-binding so if voters opted to keep same-sex marriage, the state wouldn't necessarily have to listen. Repeal would still take effect on March 31, 2013, if Bates' bill passes.

NOM is backing this bill, even though it would leave civil unions in place in the state and would not nullify the almost 1,900 same-sex marriages already in place.

"We urge the legislature to adopt this compromise bill and let the voters have the final say," said NOM President Brian Brown in a statement last week.

In the past, NOM has come out strongly against civil unions. Last year, it called the potential of civil-union legalization in Illinois a "direct threat" to marriage.

After Rhode Island legalized civil unions for same-sex couples last year, Christopher Plante, executive director of the Rhode Island chapter of NOM, said it was a "disappointing and dangerous day."

NOM did not return a request for comment. But its backing of Bates' bill -- and the bill itself -- seems to be an incremental approach in the fight to keep marriage defined as being between one man and one woman, which is a tactic abortion opponents have used for years. Essentially, the group seems to be wagering that if it can't get unions between same-sex couples completely repealed at this point, one step backward -- away from full marriage rights -- is at least a move in the right direction.

"This is complete and total policy reversal coming from one of the nation's most virulently anti-gay organizations," said Human Rights Campaign President Joe Solmonese in a statement on Monday. "It smells like a Mitt Romney-style flip flop for short term gain. NOM's phoniness and opportunism never cease to amaze."

Pro-LGBT groups oppose Bates' legislation, with Tyler Deaton of Standing Up For New Hampshire Families saying that the "very premise of this bill is to take away rights."

Gov. John Lynch (D) is expected to veto the bill if it passes.

Funny how the Catholic Church In New Hampshire backs off its attack and now supporting "Civil Unions" and all of a sudden, NOM follows suit.NOM is just an extension of the Catholic Church and used as a vehicles to spread their propaganda without the distractions of child molestation, kidnapping and abusing children from single mothers and other atrocities.

OK, I'm trying to understand the religious zealots. Lets say there is a Bible thumper couple, man and woman, who are fighting hard against same sex marriage. How exactly is their own marriage going to improve by making second class citizens out of homosexuals? Do religious nuts and heterosexual couples all suffer from such a severe lack of self esteem that they need to beat others down so they can feel better about themselves?

Atheism is on the rise in the US while Christianity is slowly declining. I believe this in no small part to the religious zealots' views forcing people to take a long hard look at their beliefs.

Opponents of legal same-sex marriage often claim that if GLBT couples are able to legally married, it will violate their religious rights, How? No church is required to marry any couple that it does not want to marry--for whatever reason. On the other hand, there are a number of non-Christian religions--as well as several Christian denominations--that will gladly marrry same-sex couples legally when and where they are allowed to. Would someone from the opposing side care to explain why the religious rights of the opposing side should trump those of the faiths that will marry same-sex couples legally?

Most states that have passed laws that make same sex marriage illegal have also included civil unions to no be recognized . The retreat of this group is a sure sign they see the writting on the wall. Civil unions do not automatically include the same right that marriage does. It will be up to each state to define what a civil union does cover. It is just a matter of time and I don't think civil unions is the way to go . We have never been a separate but equal nation. Social changes take time but they are for the most part inevitable. They really need to change their organization's name or get taken down for false advertising. How can you be called the "National Organization for Marriage" when you're opposed to marriage. Does this make sense to anyone else?

Civil Unions are contracts that give all the privileges of a traditional marriage. However, traditional marriage is a gift from God, a sacrament which is between a man and a woman. The state just validates the religious contract. God's words do not allow homosexual behavior much less valadates the behavior as acceptable or marriage worthy. Marriage in and of itself in God's eyes is for potential procreation which is something that physically homosexuals will not be able to accomplish. It wasn't Adam and Adam or Eve and Eve. I don't like being forced to change our sense of morality for a group that is attempting to force their behavior upon society as normal and acceptable. It is not. Some of the militants in this movement have only stopped short of calling God a homophobic because he calls their behavior an abomination and sinful.

State do not validate religious contracts. They never did and they never will. The clergy don't say "And now, by the power vested in me and my god you I pronounce you married. Go forth and proclaim this to the state so they can recognize my pronouncement." They say "And now by the power vested in me by the state of ......" Marriage contracts are state contracts. Some religious people choose to have wedding ceremonies and holy rites performed in churches. The state allows clergy, like they allow almost everybody else to apply to be wedding officials. The rest of your drivel about god and the bible is irrelevant to state contracts because no law forces churches to host wedding ceremonies in any state. Procreation is also not a legal requirement for a valid marriage contract. Try a new argument.

In your opinion... I respectfully disagree. Marriage is a sacrament and again is valadated by the State. The State doesn't grant anything, that's God's job. Marriage was around before we had the "State" or the "Fed". Again, the State doesn't allow anything. The State is governed by the people and the people are given freedoms by God. Your agrument falls flat and so does your history.

Correct you are, Erin84 - As a High Priest in my own non-christian religious faith - (or even without that) I could quickly put together legal credentials - be certified to perform Marriage ceremonies. The right to perform marriages is issued by the states.

So far, the only answers I've gotten to the "it's a threat to 'traditional' marriage" question are:

1) Children will grow up thinking that being gay is OK
2) I'll be tempted to leave my husband

Neither of those issues sounds like my problem as a gay person. This is all about projection of fear and insecurity and the desire to have a second tier of citizens upon which those fearful, insecure people can look down.
