Obama-Boehner Debt Deal Not On Table, Administration Officials Say

WASHINGTON -- Top officials in President Barack Obama's administration pushed back Tuesday on a report that they would still support a debt-reduction deal nearly reached this past August with House Speaker John Boehner (R-Ohio).

The administration officials addressed reporters in a background briefing conducted on the condition that what they said could be reported but not directly quoted. They were asked specifically about a Washington Post report that said an agreement between the president and the speaker -- in which major reforms and cuts to entitlement programs would be exchanged for $800 billion in additional revenues -- was "still on the table." One of the top officials called the report inaccurate.

What remained on the table, the official clarified, was the notion that there could be a deal. But instead of including the specific elements previously agreed upon by Obama and Boehner, any major deficit reduction measure considered going forward will have to more closely resemble a separate plan introduced by the president in the fall as part of his presentation to the congressional super committee charged with deficit reduction.

Where that leaves prospective negotiations is unclear. The Washington Post story noted that the White House was willing to sign off on keeping the current Bush-era tax cuts in place for everyone (including the wealthy) as part of a measure to simplify the tax code and generate new revenues by closing loopholes. The administration insisted that rates on investment income be increased from their current levels. It also reportedly rejected Republican attempts to count revenue that would theoretically be generated from the economic activity that resulted from tax cuts. But even then, according to former chief of staff Bill Daley, the two sides were 80 percent in agreement.

The subsequent proposal that the president made to the super committee did not include the major entitlement reforms that Obama and Boehner had discussed. It also relied much more heavily on actual tax hikes on the wealthiest Americans.

At Tuesday's briefing, a senior administration official said the latter approach more closely resembled the concept of shared sacrifice that the president viewed as a pre-requisite for any future negotiations. The official also noted that events surrounding such negotiations had changed dramatically since last August, when lawmakers were firmly considering the prospect of a default on the nation's debt.

But such a prospect may loom once more when the next round of deficit reduction talks begins. The debt ceiling deal, along with the Bush-era tax cuts and the triggers put in place by the super committee's failure will all resurface as issues in the fall of 2012.

On Tuesday, House Republicans laid out their version of how to resolve that logjam by introducing Rep. Paul Ryan's (R-Wis.) budget. The proposal includes dramatic tax policy reform that would nullify the issue of the expiring Bush tax cuts. It also seeks to replace the $500 billion in triggered cuts to the defense department by substituting in measures that would decrease spending on food stamps, federal worker benefits and health care programs, among other items.

Boehner had previously stated a commitment to upholding the triggers as they were originally constituted. He endorsed Ryan's counterproposal on Tuesday.

Asked about that change of tune during the Tuesday briefing, top Obama officials said they continued to oppose efforts to dilute the triggers.

Democrats need to stop focusing on the Bush tax cuts which amount to a 3% difference in the top marginal rates and focus more on the capital gains rate of 15%. A CEO could take a salary of $251,000 and pay himself $20 million in dividend payments from equity investments. Well, there will never be a deal until Republicans really care about the deficit. They don't. What they care bout is destroying the social "safety net," which is far too small and weak as it is.

It's just a plan and not carved in stone. It is irresponsible for our Administration to not read it and then come back with changes. It's called negotiating and if our President had any business experience he would know you have to start somewhere and then work out a plan that is best for all parties involved. So everyone just needs to set aside their egos and get to work, that's what we elected them for and it's their job.

Errr... excuse me, but that sounds pretty much like what happened last year. The Democrats proposed a plan, the Republicans totally rejected it and came back with a very extreme set of demands. The President acceptd their demands, but made a mild, tentative request for more revenue, and the Republicans declared that was totally unacceptable, so he came back and offered even more cuts if only they would just pretend to increase revenues. They wouldn't, thank heaven, but next time they might, and I don't trust the President. He said in January 2009 that Social Security must be cut. The Democrats, especially the Blue Dogs, really really want that, but the Republicans are even worse.

Now y'all hold on thar a minute.
This republican congress has done a fabulous job of getting their legislation passed into law and signed by our president.

A grand total of 21 pieces of legislation have become law.
And all those pieces of legislation were bipartisan.

We'll ignore the fact that every delegation except the 112th congress passed at least 200 bills that became law.

And this fabulous Paul Ryan bill will go the same way which only points to the IQ level of these legislators.

Why at this point would Obama not agree to the same deal he offered just a few months ago? He just compromised on the oil pipeline, and, as usual, this"compromise" came out of nowhere and was given for nothing in return. Now his administration is saying that the real deal is no longer on the table, just the idea of a deal. This is an obvious effort to counter the public perception of him as weak and unprincipled, but it is the Republicans who rejected the old deal and it is they, not Obama, who should be putting out feelers about reopening the negotiations. Will this guy never learn to drive a hard bargain, or will he always be rolling over like a dog every time there is a shift in the political winds?

They are lying. Watch, in a week they will announce they have a deal. Then watch in the following week as the floor fall out from Obama's poll numbers. Then watch in November as he loose to the worst republican candidate to have ever run for President.

Time for a flat rate tax. No exceptions, at a high enough rate to go to work on the deficit, and combine that with serious entitlement reform and waste cutting.
If the country needs a third political party to come in to do it, so be it.

"detrimental to the poor." The poor in this country are not as desparate as you would like us to imagine. During non recessional circumstances, there is probably 2% of all those poor who actually live in dire circumstances, the other 98% are being taken care of by taxpayers. Housing, food, most have two cars in the garage, electronic games in their homes for the kids, microwave, dishwashers in the kitchen. All have access to the public school system that feeds their kids morning, noon and night. They have access to medical care. Maybe it's time they started thinking about lifting themselves higher and participating in helping pay the bills they incur. Because this administration has been unable, or unwilling to do what is necessary, the economy is still in a slump and growing at a snails pace. If they had instituted proper remedies, instead of spending, we'd be far better off and the number of poor would be alot fewer. This is totally statist made.

If the White House saw no need for a budget when the Democrats had control of the House and Senate... Obviously they do not see a need to compramise now. It might mean giving up control of the public parks they have taken over.

How about not allowing the top 1% to own 99%? I'd easily give up the possibility of becoming a billionaire if Billionaires were simply not allowed to exist. Our current situation is akin to being in a monopoly game where one player owns the bank and all the property and is suggesting for game continuation, loans to the rest of the players at interest backed by their $200 salary for circling the board. The 99% simply want a chance at a descent life and they deserve it.

Please quit trying to make Gingrich some super hero, he was not. he shut down the Govt. remember. And not ONE republican voted with Clinton when he raised the tax on the top 2% and help created 23 million jobs and balance the budget leaving a surplus for the guy from Texas who promptly blew, as with the custom of any spoil rich kid. And I do believe he was long gone by the time Clinton left office, so for you and him to continue on this path of lies is simply rewriting history

Any High School Economics class could come up with a reasonable plan to trim debt and raise revenues in a reasonably painless way.

Surley every single government program has 10% of fat to trim, without ever touching the core of the program. Some programs have much more than 10% certainly.

Look for ways to reduce fraud, redundancy, and waste - that is Business 101.

Problem is most of the fraud and waste is corporate welfare and defense. Some of it glaring. Remember the shipping crates of cash that disappeared in Iraq? Strange that these fiscal conservatives were silent when it was a Republican administration.
