IAEA: Nuclear Security Improving But More Needs To Be Done

VIENNA, March 21 (Reuters) - More still needs to be done to safeguard nuclear and radioactive materials given the scores of security incidents the U.N. atomic agency hears about each year, a senior official said on Wednesday.

Khammar Mrabit, a director of the U.N. International Atomic Energy Agency, said much had been achieved in the last decade to help make it harder for militants to carry out "malicious acts" involving potentially dangerous nuclear substances.

But, Mrabit told reporters ahead of next week's Nuclear Security Summit in South Korea: "Nuclear security is work in progress. Continuous improvement is a must. Complacency is bad."

"The agency continues to receive reports ... which show that nuclear and other radioactive materials (are) still not properly secured. We have roughly around 200 incidents per year," said Mrabit, who heads the IAEA's Office of Nuclear Security.

He was referring to cases reported to the IAEA's Illicit Trafficking Database by the 113 countries which participate in this information exchange project, covering cases including theft, sabotage, unauthorized access and illegal transfers.

The percentage involving highly enriched uranium, which can provide material for bombs, is "very low," he said, adding most cases concerned other types of radioactive materials.

The Vienna-based body is helping states prevent smuggling of uranium, plutonium or other items that could be used to make a nuclear weapon or a dirty bomb, which combines conventional explosives such as dynamite with radioactive material.

Analysts say radical groups could theoretically build a crude but deadly nuclear device if they have the money, technical know-how and the amount of fissile material needed.

They say groups such as al Qaeda have been trying to get the components for a nuclear bomb. Obtaining weapons-grade material is the biggest challenge and keeping it secure is vital.

In 2010, U.S. President Barack Obama hosted the first global nuclear security summit in Washington, at which he secured specific commitments from world leaders to help keep bomb-grade material out of terrorists' hands.

Independent experts say most of the pledges are being met though many were modest in scope.


MISSED OPPORTUNITY?

The March 26-27 Seoul nuclear security conference, expected to be attended by some 50 world leaders including Obama, is focused on preventing nuclear terrorism and safeguarding nuclear materials and facilities.

"The 2010 summit focused attention and galvanized action to better secure nuclear materials," said Kelsey Davenport, co-author of a report published this month by the U.S.-based Arms Control Association.

"It would be a huge missed opportunity if states do not make significant new commitments and adopt higher nuclear security standards in Seoul to better safeguard vulnerable nuclear material," she said.

The IAEA sees continuous improvement in nuclear security and "this is really good," Mrabit said.

"Many people will hope that the summit will give an additional high-level political impetus to global efforts to improve nuclear security worldwide," he said.

In the last decade, he said, the IAEA has trained more than 10,000 people from 120 countries in different areas of nuclear security. Together with member states, it has also secured thousands of radioactive sources that were vulnerable.

"Through that we have made it more difficult for people to carry out malicious acts," Mrabit said.

We are now are being ruled by those in Nuclear Denial*; instead of by Leaders that demand an end to the Trillion Dollar Eco-Disast­er RISK that Nuclear poses to mankind!

How would the USA pay for a Fukushima

REMEMBER IT IS NOT JUST JAPAN ANY MORE!
I believe that the Japanese have been holding their breath or almost a year now, waiting for the people Globally to start complaining first verbally then financially about not only their Trillion Dollar Eco-Disaster but also the burning of radioactive waste which is spreading Globally!

The global outrage has not been very bad (so far) so the Japanese are now only too happy to burn, dump and SPIN their way into the future!

........I think future generations will look at what is happening in Japan as a perfect example of a Government using Science to condem its citizens to an unhealthy future in order to make money for those that control the Government!

TEPCO is now engaged in a Health War not only against the Japanese People but all those living on Earth, downwind from Fukushima!

Well connected GANGS are making a killing off these radioactive waste projects and they stand to make the most money from the Trillion Dollar Eco-Disaster at Fukushima; this will enable them to "RUN" Japan as never before!

No wonder the Japanese people are powerless to stop these GANGS from doing whatever they want...

I expect to see Global Gangs (GG's) start challenging many Governments Globally as the middle class collapses and the Ultra Wealthy distance themselves from day to day reality...

I also expect to see huge areas, (which the Ultra Wealthy will fly over,) become GG's controlled zones as these new GG's strengthen their strangle hold on those trying to eke out a living inside these zones, becoming similar to what now is know as a "warlord"...

Since 3/11 many Worldwide have provided daily updates and or news since MSM has failed to properly cover the story...

I would like to publicly thank all those folks that have given so much time and effort for a job WELL DONE; here on HP the "Japanese Irregulars" are one such group!

Now a year later, MSM is just starting to "cover" the Fukushima Trillion Dollar Eco-Disaster that is still ongoing now and will continue to be in the news for at least another 50 to 100 years!

Global radioactive pollution is increasing daily and the entire Complex could suffer another massive Hydro-Corium Steam Event at any time thanks to Nature which can destroy any land based nuclear reactor, any place anytime 24/7/365!

believe that the CURRENT PROBE into San Onofre reactors will expose many more questionable tubes and also an ongoing coverup of safety related info that was concealed in order to sidestep NRC notifications.  San Onofre has the worst safety record of all US reactors and it just makes sense that the Operator will be trying very hard to keep the lid on anything that draw attention to their reactor or it's operation.
The NRC gave the Nuclear Industry a "PASS" on the tube wear issue before on San Onofre and many of the other reactors around the Country

TEPCO and the entire Nuclear Industry is DESPERATE to avoid the concept that an BIG EQ can start a meltdown because it puts EVERY land based Reactor at RISK of creating a Trillion Dollar Eco-Disaster...

TEPCO "fiddled" with the 3/11/11 operators data just enough to make it appear that the Tsunami was the "cause" because most people Globally are not afraid of Tsunamis'...
Sure the data shows they were adding "makeup" water; but ask yourself why was that extra  water suddenly required in such massive amounts?  The answer is MASSIVE RADIOACTIVE WATER LEAKAGE caused by the QUAKE!  Think of all the weakened condenser tubes, weakened wiring + piping penetrations, and old seam welds at supporting reinforcements all starting to fail at the same time because of the BIG ground movements caused by the EQ and the after shocks...

We all know what happens when you shake up a soda can and then start to open it.
Fukushima was caused by the failure of the reactor to withstand the ground movements caused by the huge EQ, which by the way, was built far beyond the spec's of US reactors...

What will happen when CA get the BIG One,... better yet, can the USA afford a Trillion Dollar Eco-Disaster?
