SINGAPORE, March 21 (Reuters) - Smoking costs the world 1 to 2 percent of its gross domestic product each year and could kill about 1 billion people this century, authors of the fourth edition of the Tobacco Atlas said at the book's launch in Singapore.

The economic losses include direct and indirect costs such as healthcare spending for treating smoking-related illnesses and the value of lost productivity, say the authors of the book, which is published by the American Cancer Society and World Lung Foundation.

The cost of smoking could be even greater, as co-author Hana Ross said it was difficult to measure intangible costs like the suffering of family members or pain felt by patients.

"During the 20th century, tobacco killed 100 million people. The estimate is that in the 21st century, tobacco will kill 1 billion people," lead author Michael Eriksen said at the launch of the book at a global health conference in Singapore.

The world's population has grown by more than four times in the last century, passing the 7 billion mark last year.

Eriksen said there are about 1 billion tobacco users around the world and 600,000 non-smokers die each year because of exposure to second-hand smoke - 75 percent of them women and children.

China is by far the world's largest consumer of cigarettes, with 38 percent of them in 2009, and saw costs due to smoking more than quadruple to $28.9 billion between 2000 and 2008, the authors said in the book.

"China has quite a problem because the tobacco industry is part of the government," co-author Judith Mackay said, noting that Beijing's move to raise tobacco taxes two years ago did not change the purchase price of cigarettes but merely manipulated the way taxes were paid to the government.

"China is in a process of change. It needs a little bit of the stick but quite a lot of encouragement to really take the process forward," Mackay said.

The world's most populous nation is one of the 174 countries to have signed and ratified the World Health Organisation's Framework Convention on Tobacco Control.

Some countries, including the United States and Argentina, have signed but not ratified, while Indonesia, Uzbekistan and Zimbabwe have done neither.

Eriksen described such treaties as "toothless".

"Any treaty is written by the member states who are the ones who are going to have to ratify it, so it is not in their interest to have penalties," he said.

"If you ratify and don't do anything, there is no financial penalty, which is wrong because there should be teeth. It is a life and death situation." (Editing by Robert Birsel and Jon Boyle)

You're all just a nasty bunch of addicts. You inject a drug through you mouth (of all places). Like a heroin addict has arms all marked up so are your mouths and teeth. A heroin addict doesn't notice or care about the tracks, and neither does a smoker care about their breath.

But I believe the heroin addict stinks a lot less.

did anyone else besides me notice that the economy started going in the toilet when they started taxing cigarettes to death? it took a serious amount of money out of peoples hands that would have gone to other things to circulate around economy...

then... with the loss of the tax money due to less smokers... they turned to alcohol to try to take the money out of peoples hands

they also tax gasoline to death... a gas station only makes on average 6 to 11 cents per gallon off of gas, the government makes over $1.00 easy, don't let them lie to you and blame the gas companies or gas stations for the high prices.

China's economy is stronger, because they haven't yet shot themselves and killed their cash cow like they did in the U.S.

I noticed that, but I can't recall exactly when I began to notice the correlation. One of the big problems was that as a result of smoking bans in Bars and Restaurants, a lot of small businesses simply went out of business. The media propagandists are forever floating made up statistics to the contrary trying to show that business at bars, in particular, improved. But anyone with eyes to see knows that's a bunch of baloney. Ask former NYC bar owners forced to close down because their clientele stopped coming in and now scurry back to New Jersey each evening where they can smoke in the bars. But, one of the unstated, intended consequences of the smoking bans in my opinion, was to dry up the bar business, (no pun intended) as a way to 1) stop people from socializing and 2) to curtail DWI.

Why don't all you whiny non smokers get it over with already. Just take all us smokers to the (War Crimes Tribunal) at the Hague. Let me just add this. What do you think comes out of the tailpipes on the cars and trucks that you drive? French Perfume? You folks pollute the atmosphere more in a couple of days than I do in a year.

I cannot stand smokers. Nothing comes first but their addiction. To a smoker there is nothing more important to them but their fix. Cannot figure out how someone picks this addiction up either - to look cool? I guess that also shows where their intellectual level is.

I've yet to see addressed the matter of tax revenue losses that have resulted since the American public has gone all out in the anti-smoking war. While, of course, a good thing, what's going to make up that considerable source of income?

This is so dumb and inaccurate. Smoking increasing the economy because it sells, sells, sells. That's like saying Apple iPhones decrease the economy because it hurts employee focus. The fact is nicotine is a STIMULANT!!!! It stimulates there for it energizes you or at least increases blood flow. I use to stay awake for hours in Iraq by smoking and dipping. 3-5 hours of sleep, and 14-21 hours of work. Nicotine made it possible...it of course was unhealthy but it made work and vigilance possible. Idiots!

Just a point of interest. Smokers cost us x amt of dollars a year in medical expenses lost time etc. But I was reading somewhere if every one stopped smoking today we would save all that expense money. But (you know there has to be a but) in 15 years we would be paying that amt of money plus more for all the old people we would have. Do nyou know what that would do to the SS money at least this way if the goverment would put the tax away on the smokers and use it for thier medical expenses then we will be ahead. Not promoting smoking but it just another side to look at.

Smokers die younger and when they do get terminally ill; the time from diagnoses to death is far quicker than non-smokers. What does that mean - big savings in health care, big savings for Pensions and SS. Don’t forget also, that a large part of the price of a pack of smokes is taxes. If everyone stops smoking you’re going to have to raise taxes significantly somewhere else.

Not saying smoking is good and I’m against it, but with every decision there are always repercussions that some don’t plan.

This is complete bull as I worked 10 hour days 7 days aweek most of the year for over 30 years while earning money in my spare time . I smoked 2 packs a day on average & I will agree that smokeing is not good for you at all , but all of the welfare kids we are popping out is much worse.It's often a simple way to control stress on the job.

You must be talking of the old days when you could smoke anywhere. Two packs is forty cigarettes at minimum five minutes a piece which works out to 3.3 hours per day of time. So either you could smoke where you worked or you took an awful lot of breaks.

Without getting into a wrangle about health generally or specifically, and writing as a very moderatre smoker, Australia has taken some very definite steps to influence smokers....!
Firstly, many years ago, cigarette packets displayed very graphic photos of smoker related diseases.
Now, Federal laws have been passed, no doubt the future subject of High Cout action....but, shortly, ALL cigarettes will come in the same coloured packet...dirty green...and with only one word to identify the brand...no colours, no trademarks.
You guys will probably hear "big tobacco" scream from there.

I smoke. Not cigarettes. Weed. It's cheaper than cigs & alcohol. There's NO tax on it. No hangover heaven !!! No poisoning from it. What a wonderful day it is !!!!!!

Everything in moderation I say! I used to smoke a pack of cigarettes every week and a half to two weeks, but then I said enough of this, these things taste horrible! So I quit smoking cigarettes and started smoking cigars. And not all that often, maybe 5 times a year. And I used to drink, a lot. I would spend $400 at the bar between Friday and Saturday night. Now I have a beer on St. Patrick's day and have a few bottles of Oktoberfest beer in the fall. And it doesn't drive me crazy. Hell, it was as easy as I am just not doing this any more. The government shouldn't make this stuff illegal! Why should they? People have the right to decide if they want to smoke or drink. It isn't right to take that away from them just because someone doesn't like smoking! It seems everything is bad for you these days! All you need is self control and self discipline and to take everything in moderation! You are your own person, and God bless it if you want to smoke, smoke! If you want to drink, drink! Just don't let yourself go nuts! And if you want to stop, stop! No excuses! It is only as hard as you want it to be!
