Deputy Mayor Kirk Lewis said this morning that the consent decree between Detroit and the state was tough to sign, but that it must work so city residents can shape their own future.
In an hour-long talk with members of the Detroit branch of the NAACP, Lewis said the agreement creates "a better budgeting process," requiring the city to control spending and pay down its accumulated deficit.
