'Bridge To Work' Will Let States Experiment With Unemployment Insurance

WASHINGTON -- The Obama administration on Thursday invited states to try out new unemployment insurance schemes that would allow businesses to take on new workers with states paying their wages.

Lawmakers tucked several reforms to the unemployment system into a February deal to reauthorize an expiring Social Security payroll tax cut and federal unemployment insurance, including one to let states drug test the jobless and another to give 10 states waivers to experiment with "demonstration projects." The projects are designed to connect jobless workers with employers, at least for a short time.

The scheme is inspired by a Georgia program called Georgia Works, which allowed Georgia businesses to train unemployed Georgians who receive unemployment insurance for eight weeks without having to pay them. The program, a version of which the administration first proposed last fall, has long been popular with Republicans.

"As our nation faces the lingering challenge of long-term unemployment caused by the depth of the Great Recession, it becomes more vital to do everything we can to help more Americans connect to the workforce at a quicker pace," White House economic adviser Gene Sperling told reporters during a Thursday conference call announcing the administration's new program. "This is a type of a program that allows more Americans under the unemployment insurance system to have greater opportunities to connect to work."

In March, 5.3 million Americans had been out of work for six months or longer, including 1.9 million who'd been out of work for at least 99 weeks, according to the Labor Department. The ranks of the long-term jobless have grown even as the overall unemployment picture has improved in the past year. Thursday's announcement represents the government's acknowledgment that businesses are loath to hire these workers.

The administration's model, which it calls "Bridge to Work," is different from Georgia Works in several ways. The Labor Department's guidance to states, released Thursday, says states can give businesses wage subsidies for training workers. They can also direct payments to employers who hire workers receiving unemployment compensation to cover part of the new hire's wages.

Under Georgia Works, businesses didn't receive funds, but rather were simply allowed to train workers receiving unemployment benefits -- much to the chagrin of labor advocates, who said the arrangement violated the Fair Labor Standards Act. And labor experts have been skeptical of the program's track record.

Labor Secretary Hilda Solis said during the conference call that states could design programs in which participating workers, not businesses, receive unemployment dollars, so long as the benefit amount equals or exceeds the state's minimum wage.

Solis said the Labor Department is accepting state applications now and will take 30 days to review them. The law requires states to submit a plan to perform detailed evaluations of the success of their programs.

The best way to reduce unemployment is to create a massive government investment in building and repairing infrastructure. The money to pay for these projects should be taken from increased taxes on the wealthy. Since the wealthy are not creating jobs with their record profits, the government should take back those tax breaks and create the necessary jobs to reduce unemployment. Colorado an Ohio have Temp agencies that do put people in training programs! Their unemployment rate is 7.5 an 7.4! It use to be u couldn't get Welfare in Nebr. unless u went through the program that helped u train for another job, taught workers how to do resume an it was Directly linked to the unemployment office to. It hooked people up with state jobs, City jobs availiable. These were great programs an they had programs similar for Teens who wanted to work. It was done in the Clinton Era, an worked well.

Guys this program really works. Clinton did it in his terms in office. He connected the welfare/unemployment office together for training programs as well as putting the in state jobs. They had the same programs for teens/boys home to put them to work. It's one of the Programs that helped Clinton put so many back into the work force an produce a surplus in our Government to.

This is NOT a Republican idea! Clinton trained an worked Welfare people the say way in his terms in office. He allowed the states to put them to WORK in state/Fed. Parks in season an did many other job training programs through the Welfare Programs for the Unemployed an was directly linked to the unemployment office. We also had Teen programs that put kids to work at good wages to keep them off the street an give pride in themselfs. I would say Obama sneaked in some thing with Georgia that the Democrate always favored.

FDR created 4 million jobs in 2 months, anyone telling you that it is not possible today or too problematic is selling us short.

This Georgia Works program presupposes that folks will make a living wage when the truth is they will only make a slave wage if not a bit more after an 8 week "training."

The unemployment crisis was borne out of the circumstance of a perfect storm. A housing bubble that was there for the "experts" to misdiagnose, gross misconduct committed by mortgage lenders gone greedy by severe financial deregulation blessed by politicians asleep at the wheel, decades of wage stagnation hidden by easy credit aka, homes used as atm's and when everything exploded all of these circumstance were laid bare. President Obama has been trying to redirect the economy towards growth and the GOP has been thwarting him at every turn doubling down with a tax cut philosophy that has shown nothing but benefits for the wealthy class, no economic growth whatsoever for the rest of us. Looking over at Europe it is clear as day that austerity has nothing to offer except pain and misery, we have had enough of that here, we need to continue growing our way out of deficits, not pile more on as the GOP would like to do.

he's been is ofice almost 4 years and he still doesn't get it. Goverment doesn't create jobs.!! Governments duty is to create an environment for business to prosper. Lower taxes, less regulations, etc. But Obama seems hell bent on throwing everyother idea at the wall for the stick test.

We've heard it again and again from business people. They don't hire because their taxes are lower or they have less regulations. They hire when they need more people to keep up with their business needs. Which means if we put people to work HOWEVER they can get work, they will have money to spend on the products that will make companies hire more people. See how that works?

Now I'm fully on the President's side in most issues, but this is just wrong on so many levels. The tax payers paying for slave labor at a company is more corporate handouts. If we want to benefit from the people on unemployment then by all means have them do public service type jobs. Since the public is paying for it then why should companies benefit from free labor?

It benefits the worker who is gaining new skills in a different job than the one they were displaced from. It benefits the employer who is able to get more done with less. The worker continues to receive benefits while learning a new job. It's not a perfect scenario, but seems to be working for the most part in GA. I'm a liberal, but this program is something that I can get behind. My husband was unemployed for a year and ended up leaving the construction business to start a whole new job in an area he'd never worked in before. Had he been able to work in temporary jobs in the same area that he now works in, he may have had a leg up in getting a job sooner than later because he wouldn't have required as much on the job training. It's an interesting program and bears watching. I am hoping for the best. I'm sure there will be fraud or misuse--there is with everything. The key is to find the flaws quickly and fix those while maintaining the basic premise of the plan.

Also a liberal. I do not believe in free hand outs. Some people need assistance from time to time but should be pushed to get back into the work force as soon as possible. I didn't like this program when the individual was not receiving pay and the company was receiving free labor. If the person is going to receive assistance anyway, might as well have them working with they receive it. This seems to help otu both parties. F&F.

Yes businesses. They get a bunch of workers they don't have to pay. Yes its a handout to the upper crust. Free slave labor. Isn't that just nice. If we want to make people work for umemployment then it should be on public things such as in parks, etc. We should not pay employees for a profitable companies.

If we want to talk about Freeloaders than we need to look at the top tier.. They complain the the top tier pay most of the tax's... Well you know what? They should... During the last 30 years there income rose 230% while middle class grew 60% and poor grew 20%... So yes they should pay more because they received the most freeloading tax breaks for 10 years... GOP calls them Job Creaters... Well they had these tax breaks for 10 years and only created 4 million jobs in 10 years... Seems like we did not get any bang for buck for their tax break.. And now they want to lower it to 25% from 35.5% Talk about freeloaders...The GOP spent like drunken sailors under "W".. They came in with a 200 Billion dollar surplus and left us with 10 trillion dollar debt... They wanted 2 Wars but did not want to pay for it... They wanted Tax Breaks but did not want to pay for it. They wanted a Medicare Part D Prescription program but did not want to pay for it.. They borrowed from China but complains about Fiscal Responsibility...

One other note... "W" never included the 2 wars in his budget... He put them as supplement program... Obama came in and actually put the wars in the budget that's another reason the numbers look high. The tax's for the Rich were 90% under Eisenhower and 70% under Regan... Now they are crying because we want to raise there tax rate from 35.5% to 39%.. WOW!!! I can see how that will put them in the poor house..

Funny how this comes out now right after it is announced that just week,that is for one week,the unemployment rate went up 388,000 plus some. Good thing those trillions jump started this recovery I keep hearing about.
